The Union of Independent Trade Unions of Kosovo (BSPK) today marked 36 years since the September 3, 1990 General Strike, describing it as one of the defining moments of peaceful resistance in the country.

In a press release, the head of the trade union, Atdhe Hykolli, honored the memory of the workers and all citizens who, during those difficult times, mobilized to defend labor rights, human dignity, and political and national aspirations.

According to the BSPK, the action on September 3 was not simply a work stoppage. It was seen as a coordinated response to the discrimination carried out by the Serbian regime, the mass dismissal of Albanians from their jobs, the removal of autonomy, and the assault on Kosovo’s institutions.

Workers, students, artisans, and residents from across Kosovo joined the union’s call, turning the one-day strike into a mass demonstration of unarmed resistance.

The BSPK emphasizes that workers during that period showed that the workplace is not only a source of livelihood, but also a symbol of dignity, collective responsibility, and freedom.

“In form, the General Strike was silent, but its substance and resonance were powerful,” the statement said.

The trade union regards September 3, 1990, as a key date in the history of Kosovo’s trade union, political, and social movement.

However, the BSPK also expressed concern about the current situation of workers, citing wage levels, the rising cost of living, workplace safety, and delays in social dialogue.

Commemorating September 3, chairman Atdhe Hykolli addressed the Government, the social partner, calling for the conditions to be created without delay to negotiate and sign the General Collective Agreement, and for the BSPK’s voice to be heard as the legitimate representative of the country’s workers.

The BSPK stresses that commemorating this day must be transformed into a commitment to safeguarding workers’ rights.

Bashkimi i Sindikatave të Pavarura të Kosovës (BSPK) ka shënuar sot 36 vjet nga Greva e Përgjithshme e 3 shtatorit 1990, duke e vlerësuar atë si një ndër momentet kulmore të qëndresës paqësore në vend.

Në një njoftim për shtyp, kreu i kësaj sindikate, Atdhe Hykolli, nderoi kujtimin e punonjësve dhe gjithë qytetarëve që në ato kohë të vështira u mobilizuan për të mbrojtur të drejtat në punë, dinjitetin njerëzor dhe aspiratat politike e kombëtare.

Sipas BSPK-së, ky aktivitet i 3 shtatorit nuk ishte thjesht një ndërprerje pune. Ai u pa si një kundërpërgjigje e koordinuar ndaj diskriminimit të ushtruar nga regjimi serb, shkarkimeve masive të shqiptarëve nga puna, heqjes së autonomisë dhe goditjes së institucioneve kosovare.

Thirrjes së lëshuar nga sindikata iu bashkuan punëtorë, studentë, artizanë dhe banorë nga e gjithë Kosova, duke e kthyer atë grevë njëditore në një shfaqje masive të rezistencës së paarmatosur.

BSPK nënvizon se punëmarrësit e asaj periudhe treguan se vendi i punës nuk është vetëm burim jetese, por edhe simbol i dinjitetit, përgjegjësisë kolektive dhe lirisë.

“Në formë, Greva e Përgjithshme ishte e heshtur, por përmbajtja dhe jehona e saj qenë të fuqishme”, theksohet në komunikatë.

Megjithatë, BSPK ka shprehur edhe brenga për situatën e sotme të punëtorëve, duke përmendur nivelin e pagave, shtrenjtësinë e jetesës, sigurinë në punë dhe ngecjet në dialogun social.

Duke rikujtuar 3 shtatorin, kryetari Atdhe Hykolli i drejtohet Qeverisë – partnerit social – me kërkesën që të krijohen pa zvarritje kushtet për të negociuar dhe firmosur Marrëveshjen e Përgjithshme Kolektive, si dhe të dëgjohet zëri i BSPK-së si përfaqësues legjitim i punonjësve të vendit.

BSPK thekson se përkujtimi i kësaj dite duhet të shndërrohet në një përkushtim për ruajtjen e të drejtave të punëmarrësve.

The Independent Trade Union Federation of Kosovo (BSPK) has reacted following the deaths of four workers of the Kosovo Energy Corporation (KEK), expressing its condolences to their families, colleagues and all the workers of the corporation.

In a statement to the media, BSPK called for the tragedy not to be turned into a means of conflict between trade unions or into attacks against particular individuals.

The union rejected statements by officials of the New KEK Trade Union who, according to BSPK, have attempted to portray the federation and its president as indifferent to workers’ safety and rights.

BSPK considers that the division and fragmentation of trade unions weaken workers’ representative power. According to the federation, trade union engagement must be demonstrated through the continuous identification of risks, the improvement of working conditions and the implementation of measures to prevent accidents.

In its reaction, BSPK said that the trade union organization from which the latest statements originated has not been part of it for more than two years. For this reason, according to BSPK, its representatives are not authorized to speak on behalf of the Independent Trade Union Federation of Kosovo.

BSPK also rejected the characterization of its president as “self-appointed,” emphasizing that he was elected through the unanimous vote of delegates at the BSPK’s IX Congress.

The Independent Trade Union Federation of Kosovo announced that it would continue its cooperation with the Independent KEK Trade Union, the Board of Directors and the corporation’s management, with the aim of improving safety and working conditions, as well as fulfilling workers’ demands.

“A worker is not protected by one trade unionist fighting another. A worker is protected when organized trade union power is directed against danger, injustice and any condition that undermines the right to safe work, dignity and life,” BSPK said in its reaction.

Bashkimi i Sindikatave të Pavarura të Kosovës (BSPK) ka reaguar pas humbjes së jetës së katër punëtorëve të Korporatës Energjetike të Kosovës (KEK), duke u shprehur ngushëllime familjarëve, bashkëpunëtorëve dhe të gjithë punëtorëve të kësaj korporate.

Përmes një komunikate për media, BSPK-ja ka kërkuar që tragjedia të mos shndërrohet në mjet për konflikte mes organizatave sindikale dhe as për sulme ndaj personave të caktuar.

Sindikata ka kundërshtuar deklaratat e zyrtarëve të Sindikatës së Re të KEK-ut, të cilët, sipas BSPK-së, janë përpjekur ta portretizojnë atë dhe kryetarin e saj si indiferentë ndaj sigurisë dhe të drejtave të punëtorëve.

BSPK-ja vlerëson se ndarja dhe fragmentarizimi i sindikatave e zbehin fuqinë përfaqësuese të punëtorëve. Sipas saj, angazhimi sindikal duhet të dëshmohet përmes identifikimit të vazhdueshëm të rreziqeve, avancimit të kushteve të punës dhe marrjes së masave për parandalimin e aksidenteve.

Në reagimin e saj, BSPK ka bërë të ditur se organizata sindikale prej së cilës kanë ardhur deklaratat e fundit nuk është pjesë e saj prej më shumë se dy vjetësh. Për këtë arsye, përfaqësuesit e saj, sipas BSPK-së, nuk kanë autorizim të flasin në emër të Bashkimit të Sindikatave të Pavarura të Kosovës.

Gjithashtu, BSPK-ja ka hedhur poshtë përkufizimin e kryetarit të saj si “i vetëquajtur”, duke theksuar se ai është zgjedhur përmes votës unanime të delegatëve të Kongresit IX të BSPK-së.

Bashkimi i Sindikatave të Pavarura të Kosovës ka njoftuar se do ta vijojë bashkëpunimin me Sindikatën e Pavarur të KEK-ut, Bordin Drejtues dhe menaxhmentin e korporatës, me qëllim përmirësimin e sigurisë dhe kushteve të punës, si dhe përmbushjen e kërkesave të punëtorëve.

The Kosovo Independent Trade Union Federation (BSPK) has called for higher standards of occupational safety and health at KEK, insisting that accidents must be prevented through concrete measures rather than addressed only after they occur.

On Monday, BSPK Chairman Atdhe Hykolli held a meeting with the leadership of the Kosovo Energy Corporation, together with representatives of the Independent Energy Trade Union of Kosovo (SPEK). The discussions focused on fatal workplace accidents and ways to improve safety.

During the meeting, Hykolli called for more specialized monitoring, periodic health checks, appropriate protective equipment, regular maintenance and professional training for staff.

BSPK and SPEK also proposed establishing a professional structure tasked with preventing accidents, as well as strengthening KEK’s Training Center.

According to KEK, workplace safety measures have been increased, professional training has been expanded and workers are undergoing regular medical examinations. The corporation announced that, in the event of a worker losing his life at the workplace, his family receives permanent financial support equivalent to the monthly salary he received.

BSPK described this support as important for families, but stressed that the main priority must be preventing loss of life.

“The death of a worker at the workplace must not be politicized. Every fatal case requires a professional investigation, institutional accountability and concrete preventive measures,” Hykolli said.

The discussions also covered protective equipment, workers’ meals, guarantees of financial support for those injured and the need to establish employment relations through a collective agreement.

The parties agreed that cooperation would continue and that the issues raised would be addressed further.

“A worker’s life is not negotiable. His safety cannot be postponed. His death must not be politicized,” the BSPK statement concludes.

Bashkimi i Sindikatave të Pavarura të Kosovës (BSPK) ka kërkuar rritjen e standardeve për sigurinë dhe shëndetin në punë në KEK, duke insistuar që aksidentet të parandalohen përmes masave konkrete dhe jo të trajtohen vetëm pas ndodhjes së tyre.

Kryetari i BSPK-së, Atdhe Hykolli, zhvilloi të hënën një takim me drejtuesit e Korporatës Energjetike të Kosovës, së bashku me përfaqësuesit e Sindikatës së Pavarur të Energjetikës së Kosovës (SPEK). Në fokus të diskutimeve ishin rastet fatale në vendin e punës dhe mënyrat për përmirësimin e sigurisë.

Gjatë takimit, Hykolli kërkoi monitorim më të specializuar, kontrolle periodike shëndetësore, pajisje të përshtatshme mbrojtëse, mirëmbajtje të rregullt dhe trajnime profesionale për stafin.

BSPK dhe SPEK propozuan po ashtu ngritjen e një strukture profesionale që do të merret me parandalimin e aksidenteve, si dhe forcimin e Qendrës së Trajnimeve të KEK-ut.

Sipas KEK-ut, masat e sigurisë në vendin e punës janë shtuar, trajnimet profesionale janë zgjeruar dhe punëtorët po i nënshtrohen kontrolleve të rregullta mjekësore. Korporata ka bërë të ditur se, në rast të humbjes së jetës së një punëtori në vendin e punës, familja e tij merr përkujdesje të përhershme ekonomike në shumën e pagës mujore që ai ka marrë.

BSPK e ka vlerësuar këtë mbështetje si të rëndësishme për familjet, por ka theksuar se prioriteti kryesor duhet të jetë shmangia e humbjes së jetës.

“Vdekja e punëtorit në vendin e punës nuk guxon të politizohet. Çdo rast fatal kërkon hetim profesional, përgjegjësi institucionale dhe masa konkrete parandaluese”, ka deklaruar Hykolli.

Pjesë e bisedimeve ishin edhe pajisjet mbrojtëse, shujta e punëtorëve, garantimi i mbështetjes ekonomike për të lënduarit dhe nevoja për përcaktimin e marrëdhënieve të punës përmes një kontrate kolektive.

Palët ranë dakord që bashkëpunimi të vijojë dhe çështjet e paraqitura të trajtohen më tej.

Acting Prime Minister of Kosovo, Albin Kurti, held a meeting today with Atdhe Hykolli, who was recently reconfirmed as the head of the Union of Independent Trade Unions of Kosovo (BSPK).

In an official statement, Kurti said that during the conversation he congratulated Hykolli on his new mandate, emphasizing the executive’s readiness to cooperate in advancing, consolidating, and implementing workers’ rights.

“Today I received in a meeting the re-elected chairman of the Union of Independent Trade Unions of Kosovo, Atdhe Hykolli, whom I congratulated on his new mandate and offered the Government’s cooperation to protect, strengthen, and implement workers’ rights,” Kurti announced.

He reaffirmed the Kosovo Government’s commitment to improving the situation and working environment for employees, highlighting some steps that, according to him, were taken during his governance.

According to the head of government, this commitment is reflected in the increase of the minimum wage, the legalization of the labor market, the expansion of the labor inspectorate, and the finalization of the relevant legal framework in this sector.

“The general collective agreement awaits us, which is very important, and many other tasks await us on the international stage because we are now part of the European Economic and Social Council, which is very important because Kosovo can gain status with the support of BSPK as well. We love this country and we must work, but first we need to have a very sincere social dialogue in Kosovo and then continue with the other paths ahead of us,” he said.

Representatives of other trade unions from the country and the region were also present at the proceedings of the ninth electoral congress.

“The dialogue that strengthens us is of essential importance. Dialogue between trade unions and employers is of fundamental importance because it makes it possible to reach compromises that benefit the entire economy and society. For this reason, EU states included social dialogue in the EU Treaty 30 years ago,” emphasized Peter Scherrer, representative of the European Trade Union Confederation-Brussels.

“The strength of a nation is not measured only by its army nor by its economy; the strength of a nation is measured by the way we treat our workers and citizens. When work is respected, when workers are protected, the state is strengthened; when the voice of trade unions is heard, democracy is strengthened; and when Albanians unite for social justice, there is no challenge that cannot be overcome,” said Kolë Nikollaj, president of the Confederation of Trade Unions of Albania.

Acting Prime Minister Albin Kurti, meanwhile, promised government policies aimed at creating a more dignified labor market for everyone.

“Our state is going through an important phase of economic and institutional consolidation, and in this process workers remain the main pillar of the country’s development, therefore our policies are aimed at building a fairer and more dignified labor market for all,” he said.

During the congress, delegates addressed the financial report, developments in the field of social dialogue, as well as the issue of protecting workers’ rights.

“Na pret marrëveshja e përgjithshme kolektive që është shumë e rëndësishme, na presin edhe shumë punë të tjera që i kemi në arenën ndërkombëtare sepse na tash jemi pjesë e Këshillit ekonomiko-social evropian i cili është shumë i rëndësishëm sepse Kosova mund ta fitoj statusin edhe me përkrahjen e BSPK-së. Ne këtë vend e dojmë e duhet të punojmë po fillimisht duhet të bëjmë një dialog social shumë të sinqertë në Kosovë e pastaj të vazhdojmë me rrugët tjera që i kemi”, tha ai.

Në punimet e kongresit të nëntë zgjedhor ishin të pranishëm edhe përfaqësues të sindikatave të tjera nga vendi dhe rajoni.

“Dialogu që na forcon ka rëndësi thelbësore. Dialogu ndërmjet sindikatave dhe punëdhënësve është me rëndësi themelore, sepse mundëson arritjen e kompromiseve që përfitojnë e gjithë ekonomia dhe shoqëria. Për këtë, shtetet e BE-së e kanë përfshirë dialogun social në Traktatin e BE-së 30 vjet më parë“, theksoi Peter Scherrer, përfaqësues i Konfederatës Evropiane të Sindikatave-Bruksel.

“Forca e një kombi nuk matet vetëm me ushtrinë e tij as me ekonominë, forca e një kombi matet me mënyrën se si i trajtojmë punëtorët dhe qytetarët e vet, kur respektohet puna, kur mbrohet punëtori, forcohet shteti, kur dëgjohet zëri i sindikatave forcohet demokracia dhe kur shqiptarët bashkohen për drejtësi sociale nuk ka sfidë që nuk kapërcehet”, pohoi Kolë Nikollaj, president i Konfederatës së Sindikatave të Shqipërisë.

Kryeministri në detyrë Albin Kurti, ndërkaq, premtoi politika qeveritare të orientuara drejt krijimit të një tregu pune më dinjitoz për të gjithë.

“Shteti ynë po kalon një fazë të rëndësishme të konsolidimit ekonomik dhe institucional dhe në këtë proces punëtorët mbeten shtylla kryesore e zhvillimit të vendit, prandaj politikat tona janë të orientuara drejt ndërtimit të një tregu pune më të drejt dhe më dinjitoz për të gjithë”, tha ai.

Gjatë zhvillimit të kongresit, delegatët trajtuan raportin financiar, zhvillimet në fushën e dialogut social, si dhe çështjen e mbrojtjes së të drejtave të punëtorëve.
