Once again this Sunday, MPs from the PDK and the Alliance found the doors to the Kosovo Assembly chamber closed.

They called for the constitutive session to be convened as soon as possible so that, as they stated, the institutions of the Republic could be constituted.

Arian Tahiri of the PDK said the session could resume and the Assembly could become operational within the 48-hour deadline stipulated in the Assembly’s rules of procedure.

Meanwhile, Alliance MP Besnik Tahiri said that their duty as representatives elected by the people of Kosovo was not limited to protecting the Constitution.

For several days, the PDK and the Alliance have been calling on the party that came first in the June 7 elections to convene the constitutive session.

Edhe këtë të diel, deputetët e PDK-së dhe të Aleancës hasën të mbyllura dyert e sallës së Kuvendit të Kosovës.

Ata kërkuan që seanca konstituive të thirret sa më parë, në mënyrë që, siç deklaruan, të mundësohet konstituimi i institucioneve të Republikës.

Arian Tahiri nga PDK-ja tha se vazhdimi i seancës dhe funksionalizimi i Kuvendit mund të bëhen brenda afatit 48-orësh të përcaktuar në rregulloren e punës së Kuvendit.

Nga ana tjetër, deputeti i Aleancës, Besnik Tahiri, deklaroi se detyra e tyre si përfaqësues të zgjedhur nga populli i Kosovës është jo vetëm mbrojtja e Kushtetutës.

MPs from the Democratic Party of Kosovo and the Alliance have called on the Vetëvendosje Movement to convene the continuation of the constitutive session of the Kosovo Assembly.

During their appearance in the plenary chamber on Wednesday, representatives of the two parties claimed that LVV was deliberately obstructing the formation of the new institutions.

Speaking on behalf of PDK, MP Arian Tahiri said that the Vetëvendosje Movement, through Avni Dehari, who is chairing the constitutive session, was leading society and the country toward anarchy.

“This is a day when the public and the citizens of Kosovo can see that the doors of the Assembly are being closed and that the Assembly is being blocked… A bandit organization cloaked in the mantle of power, which, through that power, is attacking the constitutional order and attempting to plunge our society and country into anarchy,” he said.

Alliance MP Besnik Tahiri also reacted to the failure to convene the constitutive session of the eleventh legislature, describing it as a violation of sovereignty and the constitutional order.

“Sovereignty belongs to the people; it belongs to the elected institutions. We who are here were elected, while the blocking of the Kosovo Assembly is an infringement of sovereignty and the constitutional order. We will not allow citizens’ right to have institutions to be violated in any way,” he added.

Lëvizjes Vetëvendosje i është kërkuar nga deputetët e Partisë Demokratike të Kosovës dhe të Aleancës që të bëjë thirrjen për vazhdimin e seancës konstituive të Kuvendit të Kosovës.

Gjatë paraqitjes së tyre të mërkurën në sallën plenare, përfaqësuesit e dy partive pretenduan se LVV-ja po e pengon me qëllim krijimin e institucioneve të reja.

Duke folur në emër të PDK-së, deputeti Arian Tahiri deklaroi se Lëvizja Vetëvendosje, nëpërmjet Avni Deharit, i cili kryeson seancën konstituive, po e çon shoqërinë dhe vendin drejt anarkisë.

“Është një ditë që publiku dhe qytetarët e Kosovës janë duke e parë që dyert e Kuvendit po mbyllen dhe Kuvendi po bllokohet… Organizatë banditeske, e cila është e mveshur me petkun e pushtetit dhe përmes pushtetit po e çon në rendin kushtetues dhe po tenton të futë shoqërinë dhe vendin tonë në anarki”, tha ai.

Edhe deputeti i Aleancës, Besnik Tahiri, reagoi ndaj mosthirrjes së seancës konstituive të legjislaturës së njëmbëdhjetë, duke e cilësuar atë si shkelje të sovranitetit dhe të rendit kushtetues.

“Sovraniteti i takon popullit, i takon institucioneve të zgjedhura. Ne që jemi këtu jemi të zgjedhur, ndërkaq bllokimi i Kuvendit të Kosovës është cenim i sovranitetit dhe rendit kushtetues. Ne nuk do të lejojmë që në asnjë mënyrë të dhunohet e drejta e qytetarëve për të pasur institucione”, shtoi ai.

Acting Prime Minister Albin Kurti has shown a softer approach by inviting the Alliance to a meeting to discuss the formation of new institutions. However, this party has not changed its stance.

Besnik Tahiri, an elected MP from the Alliance, declared that there will be no sitting at the discussion table until the party’s six programmatic demands are addressed. According to him, these points are related to state policies and not to power-sharing.

Asked whether refusing the meeting with Kurti is hindering the creation of institutions, Tahiri responded that the Alliance’s demands are already public, while concrete actions must be taken by the Government.

Referring to the American gas project, he said that Kurti or the Vetëvendosje Movement do not need to send a response to the Alliance. According to Tahiri, the Government of Kosovo must address a letter to the U.S. Government and the State Department, through which Kosovo would obtain a state commitment for American gas infrastructure. He added that other issues also require decisions from the Government and not communication with his party.

Tahiri insisted that the conditions presented do not stem from party interests, as the Alliance does not aim to take posts in the executive branch.

He stressed that his party is not blocking the process in order to secure ministries, ambassadors, or the position of Speaker of Parliament. Tahiri recalled that the Alliance was not invited to the previous process and asked how it happened that now it is being treated as a respectable party. According to him, the Alliance has always been a respected and state-forming political force, while its concern relates to the stance that Kurti has held for a long time and which he must change.

The elected MP also criticized the way Kosovo has been governed over the past two years. He claimed that the continuation of governance with acting officials is part of a political objective of Kurti.

According to Tahiri, Kosovo has never in its political history faced a more difficult situation. He said that the country has been run by acting officials for two years because the prime minister’s strategic goal is to stay in this position and take control of institutions linked to regulators. Tahiri stated that the Government controls the regulators, public money, and key institutions that generate revenue. In this way, according to him, Kurti aims to carry out his duties without the legislative oversight and control of Parliament, as well as without being held accountable for international relations.

For this reason, as Tahiri explained, the Alliance has withdrawn from any claims to be part of the government and only seeks the implementation of policies it deems to be in Kosovo’s interest.

In his statement to eo, he said that the Alliance has taken a step forward by giving up the demand for inclusion in the government and by not claiming a single political position appointed in the executive, while retaining its positions in Parliament. Tahiri declared that this approach has only one aim: saving Kosovo.

The six points that the Alliance has publicly presented as the basis for supporting the formation of institutions are: recognizing the American gas project as a strategic project; initiating procedures for the construction of a coal-fired power plant; raising the VAT threshold for small businesses from 30,000 to 100,000 euros; exempting cultivated land from property tax; full financing of infrastructure projects; and establishing a fund worth 800 million to 1 billion euros for investments in Prishtina.

Albin Kurti, kryeministër në detyrë, ka treguar një qasje më të butë duke ftuar Aleancën në takim për të biseduar rreth krijimit të institucioneve të reja. Megjithatë, kjo parti nuk ka ndryshuar qëndrimin e saj.

Besnik Tahiri, deputet i zgjedhur nga radhët e Aleancës, deklaroi se nuk do të ketë ulje në tavolinën e diskutimeve derisa të trajtohen gjashtë kërkesat programore të partisë. Sipas tij, këto pika lidhen me politika shtetërore dhe jo me ndarjen e pushtetit.

I pyetur nëse refuzimi i takimit me Kurtin po e pengon krijimin e institucioneve, Tahiri u përgjigj se kërkesat e Aleancës tashmë janë bërë publike, ndërsa veprimet konkrete duhet të ndërmerren nga Qeveria.

Duke iu referuar projektit të gazit amerikan, ai tha se Kurti apo Lëvizja Vetëvendosje nuk kanë nevojë t’i dërgojnë përgjigje Aleancës. Sipas Tahirit, Qeveria e Kosovës duhet t’i drejtohet me një letër Qeverisë amerikane dhe Departamentit të Shtetit, përmes së cilës Kosova të marrë zotim shtetëror për infrastrukturën e gazit amerikan. Ai shtoi se edhe çështjet e tjera kërkojnë vendime nga Qeveria dhe jo komunikim me partinë e tij.

Tahiri këmbënguli se kushtet e paraqitura nuk burojnë nga interesa partiake, pasi Aleanca nuk synon të marrë poste në pushtetin ekzekutiv.

Ai theksoi se partia e tij nuk po e pengon procesin për të siguruar ministri, ambasadorë apo pozitën e kryetarit të Kuvendit. Tahiri kujtoi se Aleanca nuk ishte ftuar në procesin e mëparshëm dhe pyeti se si ndodhi që tani ajo po trajtohet si parti e respektueshme. Sipas tij, Aleanca ka qenë gjithmonë forcë politike e respektuar dhe shtetformuese, ndërsa shqetësimi i saj lidhet me qëndrimin që Kurti ka mbajtur prej kohësh dhe që duhet ta ndryshojë.

Deputeti i zgjedhur kritikoi gjithashtu mënyrën e drejtimit të Kosovës gjatë dy viteve të fundit. Ai pretendoi se vazhdimi i qeverisjes me ushtrues detyre është pjesë e një synimi politik të Kurtit.

Sipas Tahirit, Kosova nuk është përballur asnjëherë në historinë e saj politike me një gjendje më të vështirë. Ai tha se vendi prej dy vitesh drejtohet nga ushtrues detyre, sepse qëllimi strategjik i kryeministrit është të qëndrojë në këtë funksion dhe të marrë nën kontroll institucionet që lidhen me rregullatorët. Tahiri deklaroi se Qeveria kontrollon rregullatorët, paranë publike dhe institucionet kryesore që gjenerojnë të hyra. Në këtë mënyrë, sipas tij, Kurti synon ta ushtrojë detyrën pa mbikëqyrjen dhe kontrollin legjislativ të Kuvendit, si dhe pa mbajtur përgjegjësi për marrëdhëniet ndërkombëtare.

Për këtë arsye, siç shpjegoi Tahiri, Aleanca është tërhequr nga pretendimet për të qenë pjesë e qeverisë dhe kërkon vetëm zbatimin e politikave që i vlerëson në interes të Kosovës.

Në deklaratën për eo, ai tha se Aleanca ka bërë një hap përpara duke hequr dorë nga kërkesa për përfshirje në qeveri dhe duke mos pretenduar asnjë pozitë të vetme politike me emërim në ekzekutiv, ndërkohë që ruan pozicionet e saj në Kuvend. Tahiri deklaroi se kjo qasje ka vetëm një synim: shpëtimin e Kosovës.

Gjashtë pikat që Aleanca i ka paraqitur publikisht si bazë për mbështetjen e formimit të institucioneve janë: njohja e projektit të gazit amerikan si projekt strategjik; fillimi i procedurave për ndërtimin e një termocentrali me thëngjill; ngritja nga 30 mijë në 100 mijë euro e pragut të TVSH-së për bizneset e vogla; përjashtimi i tokës së punuar nga tatimi në pronë; financimi i plotë i projekteve infrastrukturore; si dhe themelimi i një fondi në vlerë prej 800 milionë deri në 1 miliard euro për investime në Prishtinë.

“With his decision to establish a minority government with 62 or 63 votes, he has only one goal: to push us into the next 60-day period, when it is time to elect the president, and put us in a situation where they say, ‘look, these people are blocking us.’ No, sir, we are not blocking you. We are not blocking you, because you got the votes. In the public’s logic, every compromise is seen as a concession. The Alliance has made no concession with its political position as a political party,” he declared.

Besnik Tahiri, deputet i zgjedhur i Aleancës, ka bërë të ditur se partia që përfaqëson vazhdon të mbajë të njëjtin qëndrim ndaj Qeverisë Kurti dhe nuk është duke synuar as marrëveshje politike, as pozita për t’u bërë pjesë e ekzekutivit.

“Pozicioni i Aleancës në raport me Qeverinë Kurti nuk ka ndryshuar, po të kishte ndryshuar ai raport, ne do të ndërtonim marrëdhënie politike, do të synonim të kemi marrëveshje politike për të qenë në qeveri. Ne e kemi thënë shumë qartë, që ne nuk po kërkojmë pozicione as marrëveshje politike për qeveri. Ne kemi thënë se deri më tani kanë ndodhur tri palë zgjedhje dhe kemi dhënë një pozicion politik me gjashtë kushte që mendojmë janë shumë të rëndësishme”, deklaroi ai.

Tahiri foli edhe për variantin e krijimit të një qeverie të pakicës, duke vlerësuar se një lëvizje e tillë do të synonte prodhimin e një bllokade të re dhe hedhjen e fajit mbi ish-opozitën nga ana e Qeverisë në detyrë.

“Me vendimin i tij për të themeluar një qeveri të pakicës me 62 ose 63 vota ka vetëm një qëllim, të na fusë në 60 ditëshin e ardhëm, kur është koha për ta zgjidhur presidentin, dhe të na fusë në një situatë ku thonë ‘ja këta po na bllokojnë’. Jo, zotëri, nuk po të bllokojmë. Nuk po të bllokojmë, sepse votat i ke marrë. Në logjikën e publikut, çdo kompromis shihet si koncesion. Aleanca nuk ka bërë asnjë koncesion me pozicionin e vet politik si parti politike”, deklaroi ai.
