<p>Parliament’s plenary session on Thursday will begin with the approval of the minutes of the September 8, 2026 meeting and the relevant announcements. The lawmakers will then consider a series of urgent interpellations with government ministers, draft laws and draft decisions.</p>
<p>Four urgent interpellations have been requested by lawmakers from the Parliamentary Group of the Democratic Party, while another interpellation has been submitted by MP Blendi Himçi.</p>
<p>The agenda includes issues concerning Ukraine, artificial intelligence, the olive sector, the status of judges and prosecutors, designs, publicly offered companies, as well as the composition of Parliament’s standing committees.</p>
<p>1. Approval of the minutes of the September 8, 2026 plenary session.</p>
<p>2. Announcements.</p>
<p>3. Urgent interpellation with the Minister of Environment, Sofjan Jaupaj, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.</p>
<p>4. Urgent interpellation with the Minister of the Interior, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.</p>
<p>5. Urgent interpellation with the Minister of Education, Mirela Kumbaro, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.</p>
<p>6. Urgent interpellation with the Minister of Health and Social Welfare, Klodiana Spahiu, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.</p>
<p>7. Interpellation with the Minister of Infrastructure and Energy, Enea Karakaçi, requested by MP Blendi Himçi.</p>
<p>8. Consideration of the draft law “On the ratification of the Convention Establishing the International Claims Commission for Ukraine, concluded in The Hague on 16.12.2025.” Following the questions, the initiator and the Committee on Legal Affairs and Public Administration will present their positions. The Committee on Human Rights and the Means of Public Information and the Committee on Europe and Foreign Affairs will also present their views. The parliamentary groups will then speak, and the draft law will be put to a vote.</p>
<p>9. Consideration of the draft law “On the ratification of the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law.” Following the questions, the initiator and the Committee on Human Rights and the Means of Public Information will be heard. The Committee on Legal Affairs and Public Administration and the Committee on Europe and Foreign Affairs will present their views before the parliamentary groups’ discussion and the vote.</p>
<p>10. Consideration of the draft law “On the acceptance of Decision DEC-I 1/119-VI/2024 of the Council of Members of the International Olive Council, amending Article 36 of the 2015 International Agreement on Olive Oil and Table Olives, acceded to through Law No. 112/2017.” The initiator and the Committee on Agriculture, Food and Rural Development will express their positions on the initiative. The Committee on Legal Affairs and Public Administration, the Committee on Economy, Employment and Finance, and the Committee on Europe and Foreign Affairs will present their views. The vote will take place after the discussion.</p>
<p>11. Consideration of the draft law “On some additions and amendments to Law No. 96/2016, ‘On the status of judges and prosecutors in the Republic of Albania,’ as amended.” The process will continue with questions, followed by the positions of the initiator and the Committee on Legal Affairs and Public Administration. The Committee on Economy, Employment and Finance and the Committee on Human Rights and the Means of Public Information will present their views, after which the discussion and vote will take place.</p>
<p>12. Consideration of the draft law “On designs.” Following the questions and the initiator’s position, the Committee on Economy, Employment and Finance will speak. The Committee on Legal Affairs and Public Administration, the Committee on Natural Resources, Infrastructure and Sustainable Development, and the Committee on Europe and Foreign Affairs will present their views. The discussion and vote will take place at the conclusion.</p>
<p>13. Consideration of the draft law “On some amendments and additions to Law No. 10236, dated 18.2.2010, ‘On the takeover of publicly offered companies.’” Following the questions and the presentation of the initiator’s position, the matter will be addressed by the Committee on Economy, Employment and Finance. The Committee on Legal Affairs and Public Administration and the Committee on Europe and Foreign Affairs will present their views. The discussion and vote will follow.</p>
<p>14. Consideration of the draft decision “On some amendments to Decision No. 85/2026, ‘On the appointment of the chairs of Parliament’s standing committees.’” The draft decision will be put to a vote.</p>
<p>15. Consideration of the draft decision “On some amendments to Decision No. 86/2026, ‘On the appointment of the members of Parliament’s standing committees.’” This item will also proceed directly to a vote.</p>
<p>16. Consideration of the draft decision “On some amendments to Decision No. 87/2026, ‘On the appointment of substitute members to the composition of Parliament’s standing committees.’” The vote will be conducted by a simple majority.</p>
<p>17. Discussions on matters outside the agenda.</p>
<p>During discussions on matters outside the agenda, each lawmaker will have no more than 5 minutes at their disposal. When speaking on behalf of a parliamentary group, the maximum time is 8 minutes. In total, this item may not last more than 60 minutes.</p>

<p>For Democratic Party leader Sali Berisha, the arrest of Ergys Agasi was negotiated. At a press conference with journalists, the opposition leader “unpacked” several elements which, according to him, point to an arrest carried out through negotiations.</p>
<p>Referring to the digital citizen, Sali Berisha said that on Sunday, Ergys Agasi held a lengthy meeting with Taulant Balla, claiming that he may also have been the negotiator.</p>
<p>According to Berisha, another element is the fact that Agasi was arrested in an ordinary car, even though he owns many luxury and armored vehicles.</p>
<p><em>“Agasi appeared to be wanted, but de facto he was free, moving everywhere with escorts. Then we come to the moment of his arrest, near his home, wearing shorts and slippers, with a police officer at the wheel. All of this says more than anything else about a negotiated arrest. Do you remember when the infamous Balili surrendered—who was his driver?! Ardi Veliu. And this one, Shpataraku. Digital citizens have informed me that, according to their police sources, on Sunday, at a venue controlled by the cartel in Elbasan, Taulant Balla held a fairly lengthy meeting with Gys Agasi. The digital citizen himself says that it should be investigated, but the source is quite serious and reliable. Did Taulant Balla take responsibility for the negotiations on Rama’s behalf?! I cannot say, but the digital citizen says that he met with him. Agasi is the owner of luxury armored cars. He went and was found in an ordinary car, with a police officer as his driver. These are several elements which, when put together, point to a negotiated arrest,”</em> Berisha said.</p>

<p>Former President of Kosovo, Atifete Jahjaga, has shared her memories from her time at the helm of the state, describing the political context that led to her election and the challenges she faced during her five-year term.</p>
<p>During a lecture at the “Prishtina International Summer University” on leadership, women’s empowerment and peacebuilding, Jahjaga stressed that her decision to accept the candidacy was not motivated by personal interests, but by the need to overcome the political blockade and restore institutional stability.</p>
<p>She recalled that between 2010 and 2011, Kosovo was facing deep political instability. According to constitutional provisions, if the president was not elected in the third round of voting, the country would be forced to hold early elections. At that time, within a year, Kosovo was on the brink of its third parliamentary round, while the political scene was extremely polarized. Jahjaga noted that the situation was even more delicate because the country was only in its third year after the declaration of independence, and some crises, under certain circumstances, could have been hard to manage or could have translated into negative consequences for the future.</p>
<p>Because political parties could not secure the necessary votes for their proposed candidates, the need arose for a consensus figure with integrity and experience in public service.</p>
<p>Jahjaga said that her name appeared on the list of candidates precisely because of her long career in the Kosovo Police. The main criteria, according to her, were high integrity, a clean past, and proven public service. She believes that her over 15-year experience in state administration, started immediately after the war as a young lawyer, made her name suitable. She joined the Kosovo Police, a male-dominated institution, with the aim of introducing the role of women into that structure, in a society she described as deeply patriarchal, where some professions were seen as exclusively for men.</p>
<p>The former president emphasized that throughout, her priority was the interest of the state and citizens, not her personal interest. She added that she had been raised with the belief that a high position does not belong to you, but to the country and the people. For this reason, refusing the offer was almost impossible, as the country was sinking deeper and deeper into crisis. Thus, she agreed to be the consensus candidate and, to her surprise, was elected in the first round with over 80% of the votes, making history as the first female president in Kosovo and Southeast Europe, and one of the youngest, just 35 years old. She was fully aware of the heavy burden she carried on her shoulders.</p>
<p>During her mandate, Jahjaga aimed for the presidential cabinet to have high representation of women and young people. Initially, the goal was for women to make up half of the staff, but later their share exceeded 70%. She believes that her presidency contributed to empowering women&#8217;s role in Kosovo&#8217;s institutional and political life.</p>
<p>Jahjaga pointed out that when she took office, women’s representation was based almost entirely on quotas, but today that quota has been exceeded. She added that in 2011, the institution of the Presidency enjoyed less than 12% public trust, while after five years, according to official polls, she left it with over 50% trust, and unofficial polls exceeded 70%. She expressed pride that this increase in trust was owed to the institution, not to her person.</p>
<p>Atifete Jahjaga was elected president in 2011 and served until 2016, being the first and youngest woman at the head of the state of Kosovo.</p></p>
