University professor Bashkim Selmani believes that without a clear strategy, the country is not expected to see significant changes, while stressing that the main challenge remains the high level of public debt.

“We are only seeing changes of individuals, but strategy, obsolescence, citizens’ public debts, and the economic crisis are factors that the government is neither removing nor easing. This makes it the basic problem with which any individual, any government that comes, or any minister, is not something from which we can expect any effectiveness as far as the state is concerned,” said university professor Bashkim Selmani.

Addressing also the transfer of the ministries of justice, culture and inter-community relations to VLEN, Selmani stressed that there is no concrete platform on how action should be taken.

“Albanians have not built a basic platform on which institutions have priority and what should be done. Therefore, I see it more as a personal reshuffle or one involving certain political entities. However, on the other hand, we have no measurement of results as to what we would change for citizens, because within two years we are seeing certain partisan changes of political entities, while on the other hand citizens’ obligations, rights and commitments are not being given comfort, and the institutions are not functional because each one of them has public debts,” said university professor Bashkim Selmani.

Meanwhile, the proposal for the reshuffled government cabinet is expected to be put to a vote in parliament by around the middle of the month.

Under the new division, VLEN will lead the Ministry for Political System and Inter-Community Relations with Agon Ferati. Until now, this post was held by Ivan Stoillkoviq, who will move to the position of minister of local self-government.

VLEN has also taken over the Ministry of Justice, which will be headed by professor Jeton Shasivari, while it has lost Social Policy. That portfolio has gone to VMRO-DPMNE and will be led by the current deputy minister, Gjoko Vellkovski.

VLEN has also been left without the health portfolio. In return, it has taken the Ministry of Culture, where Sedat Sulejmani will serve as minister.

There will be no changes to VLEN’s кадres in European Integration, Ecology and Economy, namely Bekim Sali, Muhamet Hoxha and Besar Durmishi. /tvm2

Pas publikimit të emrave të ministrave, Qeveria po hyn në fazën përfundimtare të riformatimit. Megjithatë, janë shtuar dilemat nëse ky ndryshim i kabinetit në mes të mandatit do të prodhojë rezultate, sidomos sa i takon mbylljes së çështjeve shqiptare.

Profesori universitar Bashkim Selmani vlerëson se, pa një strategji të qartë, vendi nuk pritet të ketë ndryshime të ndjeshme, ndërsa thekson se sfida kryesore vazhdon të jetë niveli i lartë i borxhit publik.

“Vetëm sa kemi ndërrime të personave, por strategjia, vjetërsimi, borxhet publike të qytetarëve, kriza ekonomike janë faktorë të cilët qeveria nuk është duke i mënjanuar ose zbutur. Kjo e bën problemin bazë me të cilën çfarëdo individi, çfarëdo qeverie që të vijë ose çfarëdo ministri që të jetë, nuk është ndonjë çështje që mund të presim ndonjë efektivitet për sa i përket shtetit.” – tha Profesori universitar, Bashkim Selmani.

Duke u ndalur edhe te kalimi i ministrive të drejtësisë, kulturës dhe marrëdhënieve midis bashkësive te VLEN, Selmani thekson se mungon një platformë konkrete për mënyrën se si duhet vepruar.

“Shqiptarët nuk kanë ndërtuar një platformë bazë, se cilat institucione kanë prioritet dhe çduhet bërë. Prandaj më tepër e shoh si reformatim personal ose të subjekteve të caktuara. Mirëpo, nga ana tjetër nuk kemi matje të rezultateve se çfarë do të ndryshonim për qytetarët se brenda dy viteve shohim ndryshime të caktuara partiake të subjeketeve, dhe nga ana tjetër detyrimet, të drejtat, angazhimet e qytetarëve nuk u jepet komoditete, institucionet nuk janë funksionale sepse çdonjëra nga këto ka borxhe publike.” – u shpreh Profesori universitar, Bashkim Selmani.

Ndërkohë, propozimi për kabinetin e riformatuar qeveritar pritet të hidhet në votim në kuvend deri kah mesi i muajit.

Sipas ndarjes së re, VLEN-i do të udhëheqë Ministrinë për Sistem Politik dhe Marrëdhënie mes Bashkësive me Agon Feratin. Deri tani këtë post e mbante Ivan Stoillkoviq, i cili do të kalojë në detyrën e ministrit të Vetëqeverisjes Lokale.

Po ashtu, VLEN-i ka marrë Ministrinë e Drejtësisë, që do të drejtohet nga profesori Jeton Shasivari, ndërsa ka humbur Politikën Sociale. Ky resor i ka kaluar OBRM-PDUKM-së dhe do të udhëhiqet nga zv.ministri aktual, Gjoko Vellkovski.

VLEN ka mbetur edhe pa dikasterin e shëndetësisë. Në këmbim, ka marrë Ministrinë e Kulturës, ku ministër do të jetë Sedat Sulejmani.

Nuk do të ketë ndryshime te kuadrot e VLEN-it në Eurointegrime, Ekologji dhe Ekonomi, përkatësisht Bekim Sali, Muhamet Hoxha dhe Besar Durmishi. /tvm2
