The head of the Democratic Party’s Parliamentary Group, Gazment Bardhi, has criticized the government over the high price of fuel in Albania, calling for intervention through tax cuts.

In a statement on social media, Bardhi said that diesel in the country is among the most expensive in the region. According to him, the price of one liter reaches 219 lekë, while around 100 lekë consists of fiscal obligations, including the excise duty, circulation tax, carbon tax and VAT.

He accused Prime Minister Edi Rama of failing to use mechanisms to mitigate the impact of rising prices on citizens. Bardhi argued that whenever fuel prices rise, consumers pay more and, consequently, the government collects more revenue without returning it in the form of relief for citizens.

STATEMENT: THE FUEL ALGORITHM AND EDI RAMA’S ALGORITHM

According to Bardhi, Edi Rama’s governance has for years relied on several “algorithms”: those of corruption, organized crime, money laundering and taxation.

All of these, he continued, constitute a scheme in which citizens pay increasingly more while receiving increasingly less from the government.

To understand this situation, Bardhi said it is enough to look at the price displayed at the nearest fuel station, where one liter of diesel is sold for as much as 219 lekë.

He described the calculation of the fuel price as simple: of the 219 lekë paid by citizens, around 100 lekë goes toward the excise duty, circulation tax, carbon tax and VAT.

“When the price rises, citizens pay more. When citizens pay more, the government collects more,” Bardhi said, adding that the government benefits from this increase but provides citizens with no relief in return.

According to him, this approach is linked to the fact that citizens’ well-being is not a priority for Edi Rama. Bardhi claimed that the additional millions collected from the rise in fuel prices are used to finance corruption through tenders worth two to three times more than they should be, as, according to him, has been seen in the files involving Belinda Balluku and Ergys Agasi.

Bardhi rejected the justification that prices have risen everywhere, asking why fuel is cheaper in other countries in the region. He said their governments have used mechanisms to cushion or limit the increase, while in Albania people are expected to wait for the price to reach 220 lekë per liter before action is taken on the excise duty.

Three months ago, according to Bardhi, Edi Rama voted against the Democratic Party’s proposal to lower fuel prices through two measures.

The first proposal was to cut the circulation tax, while the second called for the creation of an automatic mechanism. If the state collected more VAT because of the rise in fuel prices, the additional revenue would be returned to citizens through a reduction in the excise duty.

Bardhi said there is still an opportunity to change this situation and implement the proposal rejected three months ago. But, according to him, this requires changing the “main algorithm”: making fuel Edi Rama’s problem.

REAGIMI: ALGORITMI I NAFTËS DHE ALGORITMI I EDI RAMËS

Sipas Bardhit, qeverisja e Edi Ramës mbështetet prej vitesh në disa “algoritme”: atë të korrupsionit, të krimit të organizuar, të pastrimit të parave dhe të taksave.

Të gjitha këto, vijon ai, përbëjnë një skemë ku qytetarët paguajnë gjithnjë e më shumë, ndërsa marrin gjithnjë e më pak nga qeveria.

Për të kuptuar këtë situatë, Bardhi thotë se mjafton të shihet çmimi i afishuar në pikën më të afërt të karburantit, ku një litër naftë shitet deri në 219 lekë.

Ai e përshkruan si të thjeshtë llogaritjen e çmimit të naftës: nga 219 lekë të paguara nga qytetari, rreth 100 lekë shkojnë për akcizën, taksën e qarkullimit, taksën e karbonit dhe TVSH-në.

“Kur rritet çmimi, qytetari paguan më shumë. Kur qytetari paguan më shumë, Qeveria arkëton më shumë”, shprehet Bardhi, duke shtuar se qeveria përfiton nga kjo rritje, por nuk i kthen qytetarëve asnjë lehtësim.

Sipas tij, kjo qasje lidhet me faktin se mirëqenia e qytetarëve nuk është prioritet për Edi Ramën. Bardhi pretendon se milionat shtesë të mbledhura nga rritja e çmimit të naftës përdoren për të financuar korrupsionin përmes tenderave me vlera 2–3 herë më të larta, siç, sipas tij, është parë në dosjet e Belinda Ballukut dhe Ergys Agasit.

Bardhi kundërshton justifikimin se rritja e çmimeve ka ndodhur kudo, duke pyetur përse nafta është më e lirë në vendet e tjera të rajonit. Ai thotë se qeveritë e tyre kanë përdorur mekanizma për ta amortizuar ose kufizuar rritjen, ndërsa në Shqipëri pritet që çmimi të shkojë në 220 lekë për litër përpara se të ndërhyhet te akciza.

A – ANGAZHIM? Më shumë fitime për Qeverinë.

Tre muaj më parë, sipas Bardhit, Edi Rama votoi kundër propozimit të Partisë Demokratike për uljen e çmimit të karburanteve përmes dy masave.

Propozimi i parë ishte ulja e taksës së qarkullimit, ndërsa i dyti parashikonte krijimin e një mekanizmi automatik. Në rast se shteti mbledh më shumë TVSH për shkak të rritjes së çmimit të karburantit, të ardhurat shtesë do t’u ktheheshin qytetarëve përmes uljes së akcizës.

Bardhi vlerëson se ende ekziston mundësia për të ndryshuar këtë situatë dhe për të zbatuar propozimin e refuzuar tre muaj më parë. Por, sipas tij, për këtë duhet ndryshuar “algoritmi kryesor”: t’i bëhet nafta Edi Ramës.

Democratic Party Parliamentary Group Chairman Gazment Bardhi has reacted after Deputy Prime Minister Belinda Balluku was formally charged with additional offenses related to alleged abuse of office.

Bardhi accused Prime Minister Edi Rama of providing Balluku with political protection, while criticizing SPAK and describing its failure to act as unjustifiable. According to him, the new charges against Balluku once again confirm that the DP Parliamentary Group was right to seek the lifting of her parliamentary immunity.

He argued that someone facing several charges of misusing millions of euros from the State Budget, and who is also under investigation for corruption and money laundering, should not be allowed to remain free. According to Bardhi, there is a risk that she could tamper with evidence, undermine the investigation, or pressure witnesses.

The head of the DP Parliamentary Group called on SPAK to apply the same standards to every official, without exceptions or political influence. He stressed that upholding equality before the law is essential to maintaining citizens’ trust in the justice system.

Bardhi warned that a justice system perceived as being influenced by politics could lose its independence and impartiality. For this reason, he said, the Special Prosecution Office must apply the same standards to every official, regardless of their position or the political support they enjoy.

SPAK’s decision to add charges against Edi Rama’s right-hand woman once again demonstrates that the Democratic Party Parliamentary Group’s position in favor of lifting her parliamentary immunity was right and necessary. A person facing several charges of misusing millions of euros from the State Budget, and who is also under investigation for corruption and money laundering, should not be allowed to remain free, as she could tamper with evidence, obstruct the investigations, or intimidate witnesses.

SPAK must apply the same standards in order to avoid undermining citizens’ trust in the justice system. A system that does not respect the constitutional principle of “equality of citizens before the law” risks becoming a selective mechanism instead of ensuring equal justice for all.

A justice system perceived as being influenced by the governing majority’s political decision-making cannot be considered entirely independent or fully impartial. For this reason, SPAK must apply the same rules to every official, without exceptions or political privileges.

Kreu i Grupit Parlamentar të PD-së kërkon që SPAK-u të zbatojë të njëjtat kritere për çdo zyrtar, pa përjashtime dhe pa ndikim politik. Ai thekson se respektimi i barazisë para ligjit është i domosdoshëm për të ruajtur besimin e qytetarëve te drejtësia.

Bardhi paralajmëron se një sistem drejtësie i perceptuar si i ndikuar nga politika mund të humbasë pavarësinë dhe paanshmërinë. Për këtë arsye, sipas tij, Prokuroria e Posaçme duhet të veprojë me të njëjtat standarde ndaj çdo zyrtari, pavarësisht funksionit që mban apo mbështetjes politike që gëzon.

Duhej të ishte në pranga, por vijon të lëvizë e lirë falë mbrojtjes politike të Edi Ramës dhe mosveprimit të SPAK-ut, të cilin ne e konsiderojmë të pajustifikueshëm.

Belinda Balluku është marrë sot e pandehur për akuza të tjera, të lidhura me abuzimet e pretenduara gjatë ushtrimit të detyrës.

Vendimi i SPAK-ut për të shtuar akuzat ndaj krahut të djathtë të Edi Ramës dëshmon sërish se qëndrimi i Grupit Parlamentar të Partisë Demokratike për heqjen e imunitetit të saj parlamentar ka qenë i drejtë dhe i domosdoshëm. Një person që përballet me disa akuza për abuzim me miliona euro të Buxhetit të Shtetit dhe që po hetohet edhe për korrupsion e pastrim parash nuk duhet të lejohet të qëndrojë i lirë, pasi mund të ndikojë mbi provat, të pengojë hetimet ose të intimidojë dëshmitarët.

Zbatimi i standardeve të njëjta nga SPAK-u është i domosdoshëm për të mos dëmtuar besimin e qytetarëve te drejtësia. Një sistem që nuk respekton parimin kushtetues të “barazisë së qytetarëve përpara ligjit” rrezikon të kthehet në një mekanizëm selektiv, në vend që të sigurojë drejtësi të barabartë për të gjithë.

Një drejtësi që shihet si e ndikuar nga vendimmarrja politike e mazhorancës nuk mund të quhet tërësisht e pavarur dhe as plotësisht e paanshme. Për këtë arsye, SPAK-u duhet të zbatojë të njëjtat rregulla ndaj çdo zyrtari, pa përjashtime dhe pa privilegje politike.

Bardhi stressed that MPs have received neither the full text of the agreement nor the explanatory report accompanying the draft law and that, for this reason, the opposition will not take part in the plenary session.

He said that the plenary session scheduled for today was convened in violation of the Constitution, which clearly stipulates that Parliament may not vote on a law less than one week after its consideration has begun.

Statement by Gazment Bardhi:

Yes to the agreement with the US! No to the unconstitutional way Edi Rama is seeking to push it through Parliament within a single day! This is the position of the opposition in the Albanian Parliament on the €302 million loan agreement that Albania is entering into with the US to finance the purchase of military equipment.

The plenary session scheduled for today at 15:00 was convened in violation of the Constitution, which clearly stipulates that Parliament may not vote on a law less than one week after its consideration has begun. This particular case is even more flagrant, as MPs have still not received the text of the agreement they are being asked to vote on, or even the explanatory report accompanying the draft law submitted by the government.

The practice established by the Speaker of Parliament, under which MPs are expected to familiarize themselves with the text of the agreement by reading it together as a group on Parliament’s premises, is humiliating and runs counter to the constitutional status of an MP. Parliament is obliged to make all parliamentary documentation available to MPs. If it has been requested that the agreement not be made public, MPs can provide a written undertaking to maintain its confidentiality.

Nevertheless, the parliamentary majority refuses to follow this practice, asking Parliament to vote on an agreement whose content is unknown to MPs and without giving them the opportunity to review it. For these reasons, we declare that we will not take part in a plenary session convened in violation of the Constitution. We wish to make clear to the public that this unconstitutional action by the parliamentary majority is humiliating to the institution of Parliament, its MPs, and the importance of the agreement with the United States of America.

Recognizing the importance of this agreement, the DP Parliamentary Group, in consultation with the other opposition parliamentary groups, communicated its position in writing to the Speaker of Parliament over the weekend and agreed on the following: The opposition supports the agreement with the US in principle. The opposition requests access to the full text of the agreement, in keeping with every MP’s constitutional right to cast an informed vote. The opposition has assured the Speaker of Parliament that it will vote in favor as soon as it has reviewed the agreement’s contents.

The opposition demands compliance with the constitutional procedure for ratifying the agreement. Parliament cannot ignore the Constitution and undermine an agreement with our strategic partner—the US—by following improper procedures. Ratification must be carried out in full compliance with the Constitution and Parliament’s Rules of Procedure. For this reason, we have proposed that the agreement be approved, in accordance with the constitutional deadlines, at the plenary session on Friday, July 31, 2026. We have also assured the Speaker of Parliament that we will attend that session and vote in favor.

These legitimate demands from the opposition, although deemed reasonable by the Speaker of Parliament, were rejected by the parliamentary majority, which is carrying out Edi Rama’s political order to humiliate the Parliament of the Republic of Albania, infringe upon MPs’ constitutional rights, and call into question the constitutionality of the ratification of an agreement with our strategic partner—the United States of America.

Po marrëveshjes me SHBA! Jo mënyrës antikushtetuese se si Edi Rama kërkon ta miratojë brenda ditës në Parlament! Ky është qëndrimi i opozitës në Kuvendin e Shqipërisë, për marrëveshjen e huasë prej 302 milionë eurosh që Shqipëria merr nga SHBA për financimin e blerjes së pajisjeve ushtarake.

Seanca plenare e planifikuar për sot, në orën 15:00, është thirrur në kundërshtim me Kushtetutën, e cila përcakton qartë se Kuvendi nuk mund të votojë një ligj më herët se një javë nga momenti i fillimit të shqyrtimit të tij. Rasti konkret është edhe më flagrant, pasi deputetëve ende nuk u është shpërndarë teksti i marrëveshjes për të cilën ftohen të votojnë, madje as relacioni shoqërues i projektligjit të paraqitur nga Qeveria.

Praktika e vendosur nga Kryetari i Kuvendit, sipas së cilës deputetët duhet të njihen me tekstin e marrëveshjes përmes një leximi në grup, brenda ambienteve të Kuvendit, është poshtëruese dhe bie ndesh me statusin kushtetues të deputetit. Kuvendi ka detyrimin t’u vërë në dispozicion deputetëve të gjithë dokumentacionin parlamentar. Nëse është kërkuar që marrëveshja të mos bëhet publike, atëherë deputetët mund të angazhohen me shkrim për ruajtjen e konfidencialitetit të saj.

Megjithatë, shumica parlamentare refuzon ta ndjekë këtë praktikë, duke i kërkuar Kuvendit të votojë një marrëveshje me përmbajtje të panjohur për deputetët dhe pa u dhënë atyre mundësinë ta shqyrtojnë atë. Për këto arsye, deklarojmë se nuk do të marrim pjesë në një seancë plenare të thirrur në kundërshtim me Kushtetutën. Dëshirojmë të sqarojmë opinionin publik se ky veprim antikushtetues i shumicës parlamentare është poshtërues për institucionin e Kuvendit, për deputetët e tij, si edhe për rëndësinë që mbart marrëveshja me Shtetet e Bashkuara të Amerikës.

Duke vlerësuar rëndësinë e kësaj marrëveshjeje, Grupi Parlamentar i PD-së, në konsultim edhe me grupet e tjera parlamentare të opozitës, ia ka komunikuar me shkrim gjatë fundjavës Kryetarit të Kuvendit qëndrimin e tij dhe ka rënë dakord për sa vijon: Opozita është PRO, në parim, marrëveshjes me SHBA-në. Opozita kërkon të njihet me tekstin e plotë të marrëveshjes, duke respektuar të drejtën kushtetuese të çdo deputeti për të votuar i informuar. Menjëherë pasi të njihet me përmbajtjen e saj, opozita i ka garantuar Kryetarit të Kuvendit votën e saj PRO.

Opozita kërkon respektimin e procedurës kushtetuese të ratifikimit të marrëveshjes. Kuvendi nuk mund të injorojë Kushtetutën dhe të zhvlerësojë një marrëveshje me partnerin tonë strategjik – SHBA-në – duke ndjekur procedura të parregullta. Ratifikimi duhet të kryhet në përputhje të plotë me Kushtetutën dhe Rregulloren e Kuvendit. Për këtë arsye, kemi propozuar që marrëveshja të miratohet, në respekt të afateve kushtetuese, në seancën plenare të së premtes, më 31 korrik 2026. Gjithashtu, kemi garantuar Kryetarin e Kuvendit për praninë tonë në atë seancë dhe për votën tonë PRO.
