In her address, Haxhiu said that the relationship between Kosovo and EULEX has been built through dealing with difficult and sensitive issues.

She highlighted the Mission’s engagement in several areas of particular importance to our society, mentioning transitional justice, as well as the institutional response to domestic violence and gender-based violence.

“Precisely because of the sensitivity of these issues, dialogue has always been important. Institutions serve citizens best when they speak clearly, listen carefully, and keep accountability to citizens at the center of their actions,” Speaker Haxhiu stressed.

She further said that during his time leading EULEX, Giovanni Pietro Barbano has carried significant responsibility during a sensitive period.

“Kosovo values professionalism, institutional seriousness, and a respectful approach. I would like to express my appreciation for the responsibility you have carried in this position, as well as for your service and cooperation,” Speaker Haxhiu stressed.

According to her, international missions are temporary by their very nature, whereas institutions are not.

“Therefore, the true measure of cooperation is not how long a mission stays, but how much stronger, more accountable, and more independent state institutions become. In Kosovo, institutions have grown stronger in capacity, professionalism, and accountability, and they continue to carry out the constitutional and democratic duties that belong to the Republic,” Haxhiu said.

In conclusion, the Speaker of the Assembly wished Mr. Giovanni Pietro Barbano success in his future engagements.

“I hope that from Kosovo you will take with you the memory of a country young in statehood, clear in its democratic will, and deeply committed to justice and the European future,” Speaker Haxhiu said in her remarks.

Në adresimin e saj, Haxhiu u shpreh se raporti mes Kosovës dhe EULEX-it është ndërtuar përgjatë trajtimit të çështjeve të vështira dhe të ndjeshme.

Ajo nënvizoi angazhimin e Misionit në disa fusha me rëndësi të veçantë për shoqërinë tonë, duke përmendur drejtësinë tranzicionale, si dhe reagimin institucional ndaj dhunës në familje dhe dhunës me bazë gjinore.

Ajo tha më tej se gjatë kohës sa drejtoi EULEX-in, Giovanni Pietro Barbano ka mbajtur një përgjegjësi të rëndësishme në një periudhë të ndjeshme.

“Kosova e vlerëson profesionalizmin, seriozitetin institucional dhe qasjen e respektueshme. Dëshiroj të shpreh vlerësimin tim për përgjegjësinë që keni mbajtur në këtë detyrë, si dhe për shërbimin dhe bashkëpunimin tuaj”, theksoi kryetarja Haxhiu.

Sipas saj, misionet ndërkombëtare janë të përkohshme nga vetë natyra e tyre, ndërsa institucionet nuk janë.

“Prandaj, matësi i vërtetë i bashkëpunimit nuk është sa gjatë qëndron një mision, por sa më të forta, më të përgjegjshme dhe më të pavarura bëhen institucionet shtetërore. Në Kosovë, institucionet janë forcuar në kapacitet, profesionalizëm dhe përgjegjësi, dhe vazhdojnë t’i kryejnë detyrat kushtetuese e demokratike që i takojnë Republikës”, tha Haxhiu.

Në përmbyllje, kryetarja e Kuvendit i uroi z. Giovanni Pietro Barbano suksese në angazhimet e tij të ardhshme.

“Shpresoj që nga Kosova të merrni me vete kujtimin e një vendi të ri në shtetësi, të qartë në vullnetin e tij demokratik dhe thellësisht të përkushtuar ndaj drejtësisë dhe të ardhmes evropiane”, tha në fjalën e saj kryetarja Haxhiu.
