As part of the investigation into former Deputy Prime Minister Belinda Balluku, SPAK searched the company “Atelier 4,” owned by the Eftimi brothers. Sources told journalist Klodiana Lala that during the search, authorities seized an interior design project linked to a luxury villa in one of the most exclusive areas in the south of the country.

According to the sources, investigators suspect that the property may be linked to Balluku and it is being investigated as a concealed asset.

Special prosecutors are analyzing the materials seized during the search and comparing them with other evidence and information gathered throughout the investigation.

The former deputy prime minister and former minister of Infrastructure and Energy is a defendant in the case concerning the tender for the construction of the Llogara Tunnel and the lots of Tirana’s Outer Ring Road.

Meanwhile, she is also under investigation for corruption and money laundering. As part of this investigation, SPAK has seized a villa in Dhërmi that is suspected of being a concealed asset.

About 10 days ago, Balluku appeared at SPAK, where she was formally notified of the new charges. At the same time, she was also informed of the decision to extend the investigation period by three months.

Today, speaking to reporters, Democratic Party leader Sali Berisha accused Prime Minister Edi Rama and Belinda Balluku of terminating the concession contract for Vlora International Airport, warning of severe financial consequences for the Albanian state.

Berisha also said that Albanian citizens would face a bill of at least €500 million if Behgjet Pacolli’s company takes the case to arbitration, as it has warned it will do.

The Democratic Party leader criticized Belinda Balluku’s previous statements about the airport project, mocking her promise that Vlora would have “the largest airport in the Balkans.”

“For the enrichment of Edi Rama and Lubi Balluku, and because they have looted €130 million in missing ticket revenue, Albanians are terminating a contract over which, I assure the citizens of this country, they will be fined at least €500 million. They are terminating the contract simply because they realized that Behgjet Pacolli has no intention of recognizing the shares they claim the Turkish company transferred to Pacolli. So, there is a sinister trio here—Edi Rama, Lubi Balluku and Taulant Balla—who used the other construction partner to take the shares away from Pacolli. Pacolli will not hand over the shares. He is an experienced businessman and apparently does not meet their demands for a deal. The proceedings concerning this case file are the most ridiculous in the world. Pacolli’s testimony—that he was summoned by Belinda and that Belinda met separately with the Turkish businessman—clearly showed that Rama, Balluku and Taulant are the main claimants to the shares relinquished by the Turkish partner. These are unprecedented, mafia-style corruption stories. Do you remember when Balluku—who, truth be told, represents a human disgrace in absolutely every respect—would rush to Akërni and declare that Vlora would have the largest airport in the Balkans, showing that there is no one else in the Balkans as ignorant as her, someone who does not know how to conceal her theft? Claiming that you will build the largest airport in the Balkans in Vlora means saddling Albanians with a terrible penalty,” Sali Berisha said.

The Special Prosecution Office has extended the investigation into former Deputy Prime Minister Belinda Balluku by another three months. She is suspected of corruption, money laundering and breaching equality in tenders in several cases.

A source close to SPAK confirmed to News24 that Erald Elezi, the former director of KESH, and Gentian Gjyli, the former general director of the Albanian Road Authority, both trusted associates of Belinda Balluku, were summoned on Wednesday and are expected to be notified of the decision to extend the investigation deadline.

Under the law, the deadline has been extended by another three months after the special prosecutors argued in their decision that they need time to carry out further investigative actions related to the case, which is considered complex because a large number of tenders are being reviewed.

Belinda Balluku has been indicted by SPAK over the tender for the construction of the Llogara Tunnel and is under investigation over all lots of Tirana’s Great Ring Road.

More recently, she has also been charged with corruption and money laundering, while a luxury villa in Dhërmi has been seized. SPAK suspects it is her concealed property, obtained as a bribe while she headed Albcontrol.

Two security measures remain in force against the former infrastructure minister: a ban on leaving the country and suspension from carrying out her official duties.

SPAK’s request for authorization to arrest Balluku was rejected by the ruling majority in a vote. Following the filing of the new charges against her, the Special Prosecution Office has yet to decide whether it will again ask Parliament for authorization to arrest the former second-highest-ranking official in the Albanian government.

The Special Anti-Corruption Prosecution Office has decided to extend the investigation into former Deputy Prime Minister and Infrastructure Minister Belinda Balluku by another three months.

The decision is expected to be communicated to the parties on Wednesday, while Erald Elezi and Gentian Gjyli have also been summoned to appear before SPAK that same day.

The extension comes as part of SPAK’s investigative procedures in the case involving Balluku.

Balluku is under investigation for corruption, money laundering and breaching equality in tenders.

Së fuhdmi ndaj saj, janë ngritur edhe akuzat e korrupsionit dhe pastrimit të parave si dhe i është sekuestruar një vilë luksoze në Dhërmi, që SPAK dyshon se është pasuri e fshehur e saj që e ka përfituar rryshfet kur drejtonte ALbcontrol.

Ndaj ish-ministres së Infrastrukturës janë në fuqi dy masa sigurie; ndalim për të dalë jashtë vendit dhe pezullim nga ushtrimi i funksioneve.

Kërkesa e SPAK për leje për ta arrestuar Ballukun u rrëzua nga mazhoranca me shumë votash. Pas ngritjes së akuzave të reja për të, Prokuroria e Posaçme, ende nuk ka një vendim nëse do ti drejtohet sërish Kuvendit me kërkesë për leje për të arrestuar ish-numrin dy të qeverisë shqiptare.

Bardhi focused on the European Commission report’s findings regarding Parliament’s decision not to accept SPAK’s request to lift an MP’s immunity. According to him, the European document links this stance to the principles of checks and balances, as well as equality before the law.

“Parliament’s refusal to lift the immunity of a member of Parliament has raised concerns regarding the principles of checks and balances and equality before the law,” the EC report states. The document specifies that, in March 2026, Parliament rejected SPAK’s request to lift the immunity of an MP facing charges of violating equality in tenders.

According to the head of the Democratic parliamentary group, while the European Commission has expressed concern over the obstruction of prosecution and arrest, the only ones who have not reacted are SPAK prosecutors. Bardhi claims that this conduct is contributing to the strengthening of impunity in Balluku’s case.

He stated that SPAK has been applying two standards for several weeks in its handling of the deputy prime minister’s case. Bardhi stressed that the Special Prosecution Office itself has announced that Balluku’s criminal position has worsened due to suspicions of passive corruption and money laundering, yet it has not requested a change in the security measure.

Bardhi recalled that SPAK stated six months ago that, should the criminal position worsen, the security measure must also be tightened. According to him, this standard is not being applied in the case against Belinda Balluku.

In conclusion, the head of the DP Parliamentary Group said that SPAK has only one way to avoid becoming part of the impunity denounced by Brussels: to enforce the law, follow the standard declared by the institution itself six months ago, and immediately submit a request to Parliament to lift Belinda Balluku’s immunity and arrest her.
