Today, well-known journalist Artan Hoxha, appearing as a guest on the “Shqipëria Live” program, provided several details about the case involving Belinda Balluku and SPAK’s investigations into her.

“We should look at Belinda Balluku from two perspectives: first, as an ordinary citizen of the Republic, and second, as a representative of highly important interests, namely as Prime Minister Rama’s right-hand woman, one of the most powerful figures during Prime Minister Rama’s third term and the beginning of his fourth. The fact that she won a region such as Fier with an extraordinary result created the impression that she was very powerful,” Hoxha said at the outset.

According to the journalist, when the confrontation with SPAK began, the way SPAK dealt with Belinda Balluku appeared to depart from the practice it had followed up to that point.

“It indicted Belinda Balluku without imposing a security measure on her, perhaps because they thought she would resign, as had happened before. Second, when the security measure was imposed and they approached Parliament, they encountered opposition there. Parliament did not approve SPAK’s request. On the other hand, Belinda Balluku’s situation today is unusual because she remains the Socialist Party’s representative for Fier, the country’s largest region, and an MP. She is subject to two security measures. One is that she may not travel abroad, while at the same time she continues her political and public life,” Hoxha said.

Speaking about why she has not been arrested, the journalist said:

“My principle is that when dealing with politicians at such a high level, you must have built a solid case and completed the investigation. In Belinda Balluku’s case, the allegations have involved corruption at very high levels.”

Asked what new information had emerged, Hoxha said that another corruption charge had been added.

“SPAK is trying to take away her territory little by little and limit her room to maneuver. While Belinda Balluku initially exerted pressure at the highest levels, she is now being forced to retreat. In my view, the investigation should have been completed by the time she was indicted. As an ordinary citizen, Belinda should have resigned, and that could have made things much easier for her. The fact that she did not do so has prompted SPAK to add charges.

As for what SPAK has accused her of so far, or what we have seen, let us be clear that there is much more involved. Some things have not come out at all, while there are other things we know but do not disclose. In this particular case, we expected more than these villas,” Hoxha said.

Asked whether there were more than two villas, the journalist said “yes.”

“She did not have these opportunities before becoming deputy prime minister and acquiring such extensive power,” he said.

Hoxha added that SPAK was aware of this, but had not yet become convinced that it could prove the allegation.

“There are cases where SPAK, according to them, has not yet become convinced that it can prove the allegation. They are focusing on the villas linked to Igli Tare because that attracts prime-time coverage, as foreign media also report on it. It is not that SPAK is not investigating other avenues; the question is whether they have reached a firm conclusion and found the necessary evidence,” the journalist said.

Por nga ana tjetër, sot Belinda Balluku, është një çudi, se vazhdon të jetë e dërguara e Partisë Socialiste për qarkun e Fierit, më i madhi në vend dhe deputete. Ka dy masa sigurie. Njëra është që të mos udhëtojë jashtë shtetit, ndërkohë bën jetën politike dhe publike”, tha Hoxha.

Ndërsa duke folur se pse nuk arrestohet, gazetari u shpreh:

“Unë jam i parimit që kur shkon në nivele të tilla politikanësh, duhet të kesh qepur dosjen mirë, të kesh mbaruar me hetimin. Për rastin e Belinda Ballukut, akuzat kanë qenë për nivele shumë të larta të korrupsionit”.

I pyetur se çfarë është zbuluar e re, Hoxha tha se i është shtuar një akuzë për korrupsion.

“SPAK po mundohet t’i marrë territorin pak nga pak, t’i ngushtojë hapësirën. Nëse në fillim Belinda Balluku luante me presionin lart, tani është e detyruar të kthehet mbrapa. Në momentin që është marrë e pandehur për mua duhej të ishte mbyllur hetimi. Belinda si qytetare e thjeshtë duhet të kishte dhënë dorëheqjen, e kjo mund t’i lehtësonte shumë. Fakti që nuk e ka bërë, SPAK ka shtuar akuzat.

Ato që e akuzon SPAK deri tani ose që ne kemi parë, se aty ka shumë gjëra të jemi të qartë. Ka një pjesë të gjërave që nuk kanë dalë fare dhe ka një pjesë që i dimë dhe nuk i themi. Në rastin konkret ne prisnim më shumë se këto vila”, tha Hoxha.

“Ka raste që SPAK, sipas atyre, nuk ka krijuar ende bindje që atë akuzë mund ta provojë. Po merren me vilat që ka dalë Igli Tare se me këtë kap ‘prime time’ se shkruajnë dhe mediat e huaja. SPAK nuk është se nuk po heton në drejtime të tjera, puna është a kanë krijuar bindjen dhe a kanë gjetur provat e duhura”, tha gazetari.

“The case should have been handled within a standard that was announced long ago in the SP. It would have been a moral advantage even for Balluku herself. For me, the steps Rama has taken have been wrong. It would have been best to follow the standard.

I personally am not in favor of suspension, because it is an unclear measure. Here the fault lies with the political standard. The moment a criminal case begins, either resignation or dismissal takes place,” Koçi added.

“Çështja duhet të ishte trajtuar brenda një standardi që është shpallur me kohë në PS. Do të ishte avantazh moral edhe për vetë Ballukun. Për mua, hapat që ka ndërmarrë Rama kanë qenë të gabuara. Do të ishte më e mira të ishte ndjekur standardi.

Unë personalisht nuk jam në kompetencën e pezullimit, se është masë e paqartë. Këtu është faji i standardit politik. Në momentin që nis një çështje penale, jepet dorëheqja ose bëhet shkarkimi”, shtoi Koçi.

Gazment Bardhi, head of the Democratic Party’s Parliamentary Group, has continued his denunciations regarding the request submitted to SPAK for the arrest of former Deputy Prime Minister Belinda Balluku.

According to Bardhi, Balluku now faces the most serious charges that can be attributed to a senior official: passive corruption, money laundering and concealment of assets. These charges are joined by the initial proceedings for violating equality in eight procurement procedures, worth 1.2 billion euros.

Bardhi says that new evidence has brought to light two hidden villas belonging to Belinda Balluku, located in two of the most luxurious resorts on the coast.

He also mentions details of the luxury at the villa in Palasë, where the blue marble and other architectural choices rivaled the standards of yachts and the most expensive hotels. According to him, this information is contained in Belinda Balluku’s personal email.

Five days have passed since SPAK announced that Belinda Balluku had also been formally charged with three new offenses, while Parliament has still not received a new request to lift her immunity and arrest her.

Although the criminal position of the former deputy prime minister has worsened with the charges of passive corruption, money laundering and concealment of assets—which have been added to the charge of violating equality in eight procurement procedures worth 1.2 billion euros—SPAK has taken no steps to change the security measure.

Gazment Bardhi reiterates that the new evidence is linked to the discovery of two hidden villas belonging to Balluku at two luxury coastal resorts.

He stresses that the blue marble used in the villa in Palasë and the high-end materials, similar to those found on yachts or in the most luxurious hotels, are documented in the former deputy prime minister’s personal email.

“The charges have become more serious, and along with them, Belinda Balluku’s criminal position has also worsened, but SPAK continues to remain silent about tightening the security measure. This is a standard that SPAK head Klodian Braho acknowledged and applied in December,” Bardhi said.

He also raises the question of why SPAK is becoming part of the political game and giving Edi Rama time for political maneuvering.

During an interview on News24, prominent lawyer Spartak Ngjela commented on SPAK’s investigation into former Deputy Prime Minister Belinda Balluku, saying that, in his view, the special justice structure cannot easily be influenced or make incorrect decisions because it is supported and monitored by international partners.

“SPAK does not make mistakes. It is monitored from abroad. The question is why SPAK is not acting. It does not have it easy. SPAK members are not ordinary people. They have American legal experts. Albania cannot be attacked that easily because it has protection,” he said.

Speaking about investigations involving the highest levels of government, the lawyer said that the country’s leaders know what consequences the process initiated by SPAK could bring.

Ngjela also recalled Biden’s statement when the special structure was established: “It is not that the person leading us does not know about everything that is happening. When SPAK was established, Biden said that we would rid Albania of corruption.”

Ngjela was unequivocal in his assessment of former Deputy Prime Minister Balluku and the other people who may be affected by the investigations. “Balluku cannot escape, no one can escape. It is completely impossible,” he declared during the interview.

Regarding the delay in official action, the lawyer said that SPAK is working to secure a complete body of evidence before taking further steps. “SPAK does not act without evidence. SPAK has not yet established the exact equation of the evidence, and that is why it is delaying, in my opinion. But there is no question that the investigations are continuing,” Ngjela said.

In conclusion, he referred to the number of ministers and former prime ministers who are facing criminal proceedings, emphasizing that the period of impunity for the government cabinet has come to an end.
