Bahri Hyseni will serve as Deputy Chief State Prosecutor after his appointment was approved today by the Kosovo Prosecutorial Council, following a proposal by Chief State Prosecutor Zejnullah Gashi.

Under the KPC’s decision, Hyseni will hold the post for four (4) years and will be eligible for re-election for one (1) additional term.

The decision was made during the 301st meeting of the Kosovo Prosecutorial Council, chaired by Arian Gashi, where various issues related to the administration, functioning and institutional responsibilities of Kosovo’s prosecutorial system were addressed.

“The members of the Prosecutorial Council elected prosecutor Mr. Bahri Hyseni to the position of Deputy Chief State Prosecutor, upon the proposal of Chief State Prosecutor Mr. Zejnullah Gashi, for a four (4)-year term, with the possibility of re-election for one (1) additional term,” the KPC said in a statement.

One of the items on the agenda was the Annual Reporting Mechanism for 2025. In this context, Agron Bajrami, Chief Prosecutor of the Court of Appeals Prosecution Office, and Blerim Isufaj, Chief Prosecutor of the Special Prosecution Office, reported before the KPC members.

Following an assessment of these reports, the Council approved the report of the Chief Prosecutor of the Court of Appeals Prosecution Office, while it did not approve the report of the Chief Prosecutor of the Special Prosecution Office.

During the meeting, the KPC was also informed about the retirement of Laura Pula, a prosecutor at the Office of the Chief State Prosecutor. The Council decided that the proposal to release her from duty due to retirement should be sent to the Presidency of the Republic of Kosovo, in accordance with legal procedures.

The Council also reviewed and approved Aleksandër Lumezi’s resignation from the Commission for the Evaluation of Prosecutors’ Performance.

The Council further approved the Performance Evaluation Report for seven (7) prosecutors, as part of case no. KVPP/413/2026. At the same meeting, it also rejected a prosecutor’s objection to the report.

The KPC also reviewed a request by a prosecutor from the Basic Prosecution Office in Pristina to reopen disciplinary proceedings. The request was rejected after the Council found that there was no legal basis for reopening the case, as the matter had been reviewed and confirmed at all judicial instances.

Bahri Hyseni do të ushtrojë detyrën e Zëvendëskryeprokurorit të Shtetit, pasi emërimi i tij u miratua sot nga Këshilli Prokurorial i Kosovës, mbi propozimin e Kryeprokurorit të Shtetit, Zejnullah Gashi.

Sipas vendimit të KPK-së, Hyseni do ta mbajë këtë post për katër (4) vjet dhe do të ketë të drejtë rizgjedhjeje edhe për një (1) mandat.

Vendimi u mor gjatë mbledhjes së 301-të të Këshillit Prokurorial të Kosovës, të drejtuar nga kryesuesi Arian Gashi, ku u trajtuan çështje të ndryshme që lidhen me administrimin, funksionimin dhe përgjegjësitë institucionale të Sistemit Prokurorial të Kosovës.

“Anëtarët e Këshillit Prokurorial zgjedhën prokurorin z.Bahri Hyseni në pozitën e Zëvendëskryeprokurorit të Shtetit, me propozim të Kryeprokurorit të Shtetit, z. Zejnullah Gashi, për një mandat katër (4)-vjeçar, me mundësi rizgjedhjeje edhe për një (1) mandat”, thuhet në njoftimin e KPK-së.

Një prej pikave të rendit të ditës ishte Mekanizmi i Raportimit Vjetor për vitin 2025. Në këtë kuadër, para anëtarëve të KPK-së raportuan Agron Bajrami, Kryeprokuror i Prokurorisë së Apelit, dhe Blerim Isufaj, Kryeprokuror i Prokurorisë Speciale.

Pas vlerësimit të këtyre raportimeve, Këshilli miratoi raportin e Kryeprokurorit të Prokurorisë së Apelit, ndërsa raportin e Kryeprokurorit të Prokurorisë Speciale nuk e miratoi.

Gjatë takimit, KPK-ja u informua edhe për pensionimin e Laura Pulës, prokurore në Zyrën e Kryeprokurorit të Shtetit. Këshilli vendosi që propozimi për lirimin e saj nga detyra për shkak të pensionimit t’i dërgohet Presidencës së Republikës së Kosovës, në përputhje me procedurat ligjore.

Gjithashtu, u shqyrtua dhe u miratua dorëheqja e Aleksandër Lumezit nga Komisioni për Vlerësimin e Performancës së Prokurorëve.

Këshilli miratoi më tej Raportin e Vlerësimit të Performancës për shtatë (7) prokurorë, në kuadër të lëndës KVPP/413/2026. Në të njëjtën mbledhje, u refuzua edhe kundërshtimi i një prokurori ndaj këtij raporti.

Po ashtu, KPK-ja shqyrtoi kërkesën e një prokurori të Prokurorisë Themelore në Prishtinë për rihapjen e një procedure disiplinore. Kërkesa u refuzua, pasi Këshilli konstatoi se mungon baza ligjore për rihapje, duke qenë se çështja ishte shqyrtuar dhe vërtetuar në të gjitha instancat gjyqësore.

Prosecutor Bahri Hyseni, who heads the Asset Recovery Office (ARO) at the State Chief Prosecutor’s Office, held a meeting with authorized representatives from the Kosovo Police, Tax Administration, Financial Intelligence Unit, and Customs.

According to the issued statement, the discussions centered on the progress of active cases, the preparation of a conceptual document, the observations expected to be addressed, the existing legal framework of the ARO, and the objectives set for the upcoming period.

Hyseni informed those present about an upcoming meeting in early September that will bring together the ARO and the Asset Recovery Units (ARO) from law enforcement agencies of Bosnia and Herzegovina (Sarajevo) and Albania.

At the close of the meeting, the institutions agreed to deepen cooperation, aiming to strengthen performance in asset recovery and achieve common goals.

Prokurori Bahri Hyseni, i cili udhëheq Zyrën për Rikthimin e Aseteve (ZRA) pranë Zyrës së Kryeprokurorit të Shtetit, ka mbajtur një mbledhje me përfaqësues të autorizuar nga Policia e Kosovës, Administrata Tatimore, Njësia për Inteligjencë Financiare dhe Dogana.

Bazuar në komunikatën e lëshuar, në qendër të bisedimeve ishte ecuria e rasteve aktive, përgatitja e një dokumenti konceptual, vërejtjet që pritet të trajtohen, korniza ligjore ekzistuese e ZRA-së dhe objektivat e parapara për periudhën në vijim.

Hyseni i njoftoi të pranishmit për një takim të ardhshëm që do të mbledhë në fillim të shtatorit ZRA-në dhe Njësitë e Rikuperimit të Aseteve (ARO) nga organet e zbatimit të ligjit të Bosnjë e Hercegovinës (Sarajevë) dhe Shqipërisë.

Në mbyllje të takimit, institucionet ranë dakord të thellojnë bashkëpunimin, me synim fuqizimin e performancës në rikuperimin e aseteve dhe arritjen e qëllimeve të përbashkëta.
