PDK has announced that it will file a criminal complaint against Avni Dehari on suspicion of “abuse of official position or authority,” an offense defined under Article 414 of the Criminal Code.

PDK MP Përparim Gruda said at a press conference that the potential criminal liability is related to the failure to continue the constitutive session within the legal deadline of 48 hours, starting from August 8, 2026.

According to the opposition party, Dehari exceeded his procedural powers by linking the continuation of the session to reaching a political agreement, even though the opposition parliamentary groups had submitted several written requests.

PDK included in the criminal complaint the opposition’s requests dated August 13, 17, 19 and 23, calling for the resumption of the constitutive session.

The party claims that the delay in the session has prevented the constitution of the Assembly, as well as the exercise of parliamentary oversight over the caretaker Government.

Gruda said that PDK expects the Special Prosecution Office to review the case in accordance with the law and determine whether there is criminal liability for blocking the process of constituting the Assembly.

PDK-ja ka bërë të ditur se do të paraqesë kallëzim penal ndaj Avni Deharit, nën dyshimin për “keqpërdorimin e pozitës apo autoritetit zyrtar”, vepër e përcaktuar në nenin 414 të Kodit Penal.

Deputeti i PDK-së, Përparim Gruda, deklaroi në një konferencë për media se përgjegjësia e mundshme penale lidhet me mosvazhdimin e seancës konstituive brenda afatit ligjor prej 48 orësh, që nga 8 gushti 2026.

Sipas partisë opozitare, Dehari ka tejkaluar kompetencat procedurale duke e lidhur vazhdimin e seancës me arritjen e një marrëveshjeje politike, edhe pse grupet parlamentare opozitare i kanë dërguar disa kërkesa me shkrim.

PDK-ja ka përfshirë në kallëzimin penal kërkesat e opozitës të datave 13, 17, 19 dhe 23 gusht, në të cilat kërkohej rifillimi i seancës konstituive.

Partia pretendon se zvarritja e seancës ka penguar konstituimin e Kuvendit, si dhe ushtrimin e kontrollit parlamentar ndaj Qeverisë në dorëheqje.

Gruda u shpreh se PDK-ja pret që Prokuroria Speciale ta shqyrtojë rastin në pajtim me ligjin dhe të përcaktojë nëse ka përgjegjësi penale për bllokimin e procesit të konstituimit të Kuvendit.

Avni Dehari, chair of the constitutive session of the Assembly of Kosovo, has called on the political parties to engage in dialogue and reach an agreement, as he believes that continuing the session without prior consensus would further escalate institutional tensions.

Dehari said that the events of the past three days in the Assembly of the Republic of Kosovo had confirmed his earlier warnings. He assessed that attempts to continue the session without a political agreement increase the likelihood of clashes, including the risk of a physical confrontation inside the Assembly chamber.

Following the LDK’s new position, he welcomed the invitations issued by the chairman of the VETËVENDOSJE! Movement, Albin Kurti, as well as by acting president Albulena Haxhiu, for the political parties to take part in a consultative meeting.

According to him, overcoming the institutional deadlock requires political responsibility, talks, and an agreement that ensures the stable functioning of Kosovo’s institutions.

In his full statement addressed to citizens, Dehari called on all political entities to sit down together, fulfill their responsibilities, and find a political solution. Such an agreement, he said, should pave the way for the constitution of the Assembly, the formation of the Government, and an agreement on a consensus President.

He warned that constituting the Assembly and forming the Government without a prior agreement on the President would lead to early elections—a scenario that, in his view, should be avoided.

Dehari recalled that the citizens of Kosovo have been called upon three times over the past two years to express their will through the ballot box. He emphasized that the people have already spoken and that it is now up to their political representatives to reach the necessary agreement so that the country can have functional and stable institutions.

Avni Dehari, kryesues i seancës konstitutive të Kuvendit të Kosovës, u ka kërkuar partive politike të dialogojnë dhe të arrijnë një marrëveshje, pasi, sipas tij, vazhdimi i seancës pa dakordim paraprak do ta përshkallëzonte edhe më shumë tensionin institucional.

Dehari deklaroi se ngjarjet e para tri ditëve në Kuvendin e Republikës së Kosovës konfirmuan paralajmërimet e tij të mëhershme. Ai vlerësoi se përpjekjet për ta vijuar seancën pa një marrëveshje politike shtojnë mundësinë e përplasjeve, përfshirë edhe rrezikun e një konflikti fizik brenda sallës së Kuvendit.

Pas qëndrimit të ri të LDK-së, ai përshëndeti ftesat e kryetarit të Lëvizjes VETËVENDOSJE!, Albin Kurti, si dhe ato të ushtrueses së detyrës së presidentes, Albulena Haxhiu, që partitë politike të marrin pjesë në një takim konsultativ.

Sipas tij, tejkalimi i bllokadës institucionale kërkon përgjegjësi politike, bisedime dhe një marrëveshje që siguron funksionim të qëndrueshëm të institucioneve të Kosovës.

Në reagimin e plotë drejtuar qytetarëve, Dehari u bëri thirrje të gjitha subjekteve politike që të ulen në një tryezë të përbashkët, të përmbushin përgjegjësitë e tyre dhe të gjejnë një zgjidhje politike. Një dakordim i tillë, sipas tij, duhet t’i hapë rrugë konstituimit të Kuvendit, krijimit të Qeverisë dhe marrëveshjes për një President konsensual.

Ai paralajmëroi se konstituimi i Kuvendit dhe formimi i Qeverisë, në mungesë të një marrëveshjeje paraprake për Presidentin, do të çonte në zgjedhje të parakohshme, skenar që, sipas tij, duhet shmangur.

Dehari rikujtoi se qytetarët e Kosovës janë ftuar tri herë gjatë dy vjetëve të fundit për të shprehur vullnetin e tyre përmes votës. Ai theksoi se populli tashmë ka folur dhe se tani u takon përfaqësuesve politikë të arrijnë marrëveshjen e nevojshme, në mënyrë që vendi të ketë institucione funksionale dhe të qëndrueshme.

Besnik Tahiri, an Alliance MP, has requested a meeting with Avni Dehari, who is chairing the constitutive session of the Kosovo Assembly, to coordinate and prepare for the continuation of the session.

In a Facebook post, Tahiri said he sent the request to Dehari today, stressing that, under the Assembly’s Rules of Procedure, the next session must be held tomorrow.

He proposed that the meeting be held on the Assembly premises by 13:30, citing institutional responsibility and the need to comply with parliamentary procedures.

Tahiri said he was awaiting confirmation of the time and venue of the meeting, adding that they would address the media in the Assembly lobby afterward.

Besnik Tahiri, deputet i Aleancës, i ka kërkuar kryesuesit të seancës konstituive të Kuvendit të Kosovës, Avni Dehari, zhvillimin e një takimi për të bashkërenduar dhe përgatitur vazhdimin e kësaj seance.

Avni Dehari, chair of the constitutive session of the Kosovo Assembly, has appealed to political parties to find a common solution for the formation of institutions. According to him, failure to reach an agreement would lead the country to new elections.

Dehari expressed criticism towards some opposition MPs, who, he claims, are not showing willingness for a political deal and aim to escalate the situation in the constitutive session.

“There are not a few opposition MPs who do not want any political agreement for the constitution of institutions, and who want physical incidents in the constitutive session,” Dehari stated.

He described new elections as unnecessary and harmful, asking political entities for an agreement that would enable the unblocking of the institutional process.

“Without a political agreement, we inevitably go to new, repeated, unnecessary, and harmful elections. A political agreement must be reached. This is required by the Constitution of the Republic and the Constitutional Court, and this is what the people of Kosovo and our future expect,” Dehari said.

His appeal comes as the constitution of the Assembly remains blocked and political parties have not yet found an agreement to overcome the institutional deadlock.

In the June 7 elections, the Vetëvendosje Movement secured 53 MPs, PDK 22, LDK 18, while the Alliance gained 7.

Avni Dehari, kryesues i seancës konstituive të Kuvendit të Kosovës, u ka bërë apel partive politike që të gjejnë një zgjidhje të përbashkët për formimin e institucioneve. Sipas tij, dështimi për të arritur një marrëveshje do ta çonte vendin drejt zgjedhjeve të reja.

Dehari ka shprehur kritika ndaj disa deputetëve të opozitës, të cilët, siç pretendon ai, nuk po tregojnë vullnet për një ujdi politike dhe synojnë përshkallëzimin e situatës në seancën konstituive.

“Ka jo pak deputetë opozitarë që nuk duan kurrfarë marrëveshje politike për konstituim të institucioneve, dhe që duan incidente fizike në seancën konstituive”, ka deklaruar Dehari.

Ai i ka cilësuar zgjedhjet e reja si të panevojshme dhe të dëmshme, duke kërkuar nga subjektet politike një marrëveshje që do të mundësonte zhbllokimin e procesit institucional.

“Pa marrëveshje politike pashmangshëm shkojmë në zgjedhje të reja, të përsëritura, të panevojshme, të dëmshme. Duhet të arrihet marrëveshja politike. Këtë e kërkon Kushtetuta e Republikës dhe Gjykata Kushtetuese, këtë e pret populli i Kosovës dhe e ardhmja jonë”, ka thënë Dehari.

Apeli i tij vjen ndërsa konstituimi i Kuvendit vijon të mbetet i bllokuar dhe partitë politike nuk kanë gjetur ende një marrëveshje për kapërcimin e ngërçit institucional.

Acting President and Vetëvendosje Movement MP Albulena Haxhiu said before the start of the constitutive session that the former opposition parties had not registered the necessary signatures. Haxhiu said that notice of participation in the session had been given, but the 40 signatures had not been forwarded to Assembly Chair Avni Dehari.

“I am here because the chair called the session. If it had also been called last night, of course I would have come. I do not understand why the signatures were not registered. U.D. e presidentes dhe deputetja e Lëvizjes Vetëvendosje, Albulena Haxhiu, deklaroi para nisjes së seancës konstituive se partitë ish-opozitare nuk i kishin protokolluar nënshkrimet e nevojshme. Sipas saj, nëse kjo do të ishte bërë, seanca e planifikuar për mbrëmjen e kaluar do të zhvillohej.

Haxhiu tha se njoftimi për pjesëmarrjen në seancë ishte bërë, por 40 nënshkrimet nuk i ishin përcjellë kryesuesit të Kuvendit, Avni Dehari.

“Jam këtu sepse kryesuesi e ka thirrur seancën. Nëse do të ishte thirrur edhe mbrëmë, natyrisht se do të vija. Nuk e kuptoj përse nënshkrimet nuk janë protokolluar. Janë 40 nënshkrime që nuk i janë drejtuar Avni Deharit, ndaj nuk e kuptoj pse nuk janë dërguar. Nëse kanë pasur qëllim ta mbajnë seancën, procedura ishte shumë e thjeshtë. Njoftimi se do të shkonim në seancë është bërë, por ai nuk mjafton; nënshkrimet duhet të protokollohen. Nuk po e kuptoj pse kjo nuk ka ndodhur. Deputetët kanë ardhur këtu dhe kanë dalë në konferenca, ndërsa pretendimi se dyert janë mbyllur për ta mund të sqarohej shumë lehtë”, deklaroi Haxhiu.

Kuvendi i Kosovës e ka caktuar vazhdimin e seancës konstituive për të shtunën, sot, në orën 11:00. Kjo ndodhi pasi partitë ish-opozitare kërkuan që seanca të mbahej dje pasdite, duke argumentuar se në mesnatë skadonte afati kushtetues prej 30 ditësh për konstituimin e Kuvendit.

Në zgjedhjet e 7 qershorit, Lëvizja Vetëvendosje siguroi 53 deputetë, PDK-ja 22, LDK-ja 18, ndërsa Aleanca 7.
