										<content:encoded><![CDATA[<p>According to data published by the Kosovo Democratic Institute (KDI), the new legislature of the Assembly of Kosovo will consist of 41 women lawmakers, representing 34 percent of the total number of MPs.</p><p>Of this total of 41 women deputies, 35 managed to win their mandates on merit through votes, while 6 others entered the Assembly thanks to the gender quota.</p><p>The distribution of mandates secured through this mechanism shows that three seats were affected in the Alliance, two seats in the Democratic Party of Kosovo (PDK), while the Serb List (LS) has one seat won through the gender quota.</p><p>The data highlight that the majority of women lawmakers were elected directly by citizens’ votes, while the gender quota served to ensure the additional representation of six women deputies.</p><p>The 34 percent share of women in the Assembly remains above the minimum threshold of 30 percent предусмотрен by the gender quota, reflecting an increase in women’s participation in parliamentary life.</p>

										<content:encoded><![CDATA[<p>Armend Zemaj, an elected LDK lawmaker, has confirmed that he signed the request to remove Lumir Abdixhiku from the post of party chairman.</p>
<p>He spoke after the LDK Presidency meeting, saying that this issue was also reviewed and that different positions were presented at the meeting.</p>
<p>Zemaj said he belongs to a branch which, according to him, unanimously expressed the view that the LDK should go to early elections and that there should be reflection on the June electoral process across all party structures.</p>
<p>“I belong to a branch which unanimously expressed the opinion that there should be early elections and that there should be reflection on the June electoral process in all LDK structures. Not only have I signed it, but there are more than 150 signatures requesting an extraordinary LDK Assembly.</p>
<p>I do not know whether they have been submitted, but what is also confirmed and was debated with the utmost seriousness, there were also requests that there was no need for early elections, but there were also opinions that the LDK chairman should continue,” Zemaj said.</p>

										<content:encoded><![CDATA[<p>Following the certification by the Central Election Commission of the final results of the June 7 elections, Kosovo Assembly Speaker Albulena Haxhiu reacted through a post.</p>
<p>She described this moment as the closing of an important democratic stage for the country and expressed thanks to the electoral institutions, as well as to all those who helped ensure the smooth running of this process, “Bota sot” reports.</p>
<p>Haxhiu announced that the constitutive session of the Assembly of the Republic will be convened within the deadline set by the Constitution, with a view to establishing the new institutions.</p>
<p>She pointed out that the trust given by citizens carries great responsibility and that every mandate must be exercised with integrity, accountability and commitment to the public interest.</p>

										<content:encoded><![CDATA[<p>The Central Election Commission has certified the final results of the June 7 parliamentary elections, one month after the voting process, officially determining the composition of the new legislature of the Assembly of Kosovo.</p>
<p>According to these results, the Vetëvendosje Movement secured 53 mandates, the Democratic Party of Kosovo 22, the Democratic League of Kosovo 18, and the Alliance for the Future of Kosovo 7. The remaining mandates belong to political entities representing non-majority communities.</p>

										<content:encoded><![CDATA[<p>After the completion of appeal procedures and the certification of the election results, the third week of July appears to be the most optimal time to convene the constitutive session of the Assembly of Kosovo, according to Eugen Cakolli of Democracy in Action.</p>
<p>He told EO that the vote-counting process was conducted properly and that no irregularities were encountered that could have harmed the integrity of the election result.</p>
<p>According to Cakolli, Democracy in Action deployed approximately 100 observers across all 38 municipal counting centers, who closely monitored the entire process.</p>
<p><em>“Democracy in Action engaged around 100 observers distributed across each of the 38 municipal centers, who monitored the progress of the process and the regularity of the counting of candidates’ votes in particular. Data from the field show that, beyond the minor human errors identified also in CEC reports, there were no serious irregularities that could have undermined the integrity and validity of the process, as we saw after the December 28 elections last year. As such, I believe it is now clear that the counting process has produced, first and foremost, accurate and credible results and, secondly, another very important element is that these results appear to reflect almost fully the will of the citizens regarding the elections held on June 7,” he said.</em></p>
<p>Speaking about complaints related to the elections, he stressed that candidates have the legal right to use all legal remedies available, but added that the practice so far of the Electoral Complaints and Appeals Panel (ECAP) as well as the Supreme Court has set clear standards for handling such cases.</p>
<p><em>“Naturally, candidates who were part of the race had the right and still have the legal right to file complaints, even if this concerns a limited number of votes. But what matters is that a kind of precedent has now been established by the ECAP, including in previous election cycles, regarding the level of proof that must be provided concerning possible irregularities. In this regard, I believe that the decisions of the ECAP and the Supreme Court on earlier complaints — not the ones we have had most recently — will serve as the basis for decision-making even in cases that may potentially be submitted to the Supreme Court,” he said.</em></p>
<p>Cakolli believes that the responsible institutions can reach a final decision quickly, thus paving the way for the certification of the results.</p>
<p><em>“Therefore, I believe that, if not during this weekend, then at the latest in the first days of next week, there may be a decision by the ECAP and the Supreme Court, which is the final concluding step toward the certification of the election results. And that, as such, then constitutes the crucial step, I believe, in the process of forming the institutions. Because, after the certification of the election results, the deadlines for the formation of institutions will begin to run, in particular for the election of the country’s new President and for the election of the Government, and naturally also for the constitution of the Assembly. With the latter, which is the main condition, the 60-day deadline for electing the President and the other respective deadlines for forming the Government then begin to run,” he said.</em></p>
<p>According to him, mid-July remains the most likely period for holding the constitutive session.</p>
<p><em>“Since the Constitutional Court has determined that the 30-day deadline for constituting the Assembly is a definitive and absolute deadline, in terms of the obligation deputies have to complete it as a procedure, with the time usually needed — one to two weeks — to prepare the session and other elements, I believe that the third week of July, or mid-July, could be an optimal timeframe during which we may have the convening of the constitutive session. And at this point, the numbers, as such, dictate a relatively calm pace regarding the constitution of the Assembly. Because Lëvizja Vetëvendosje as the party that came first in the elections and its partners from the community ranks, I do not believe will have any problem when it comes to constituting the Assembly. Although the need for a political agreement regarding the election of the President could also dictate the very dynamics of political developments, both with regard to the constitution of the Assembly and the election of the Government,” he said.</em></p>
<p>He added that the main difficulty is not expected to be related to forming the Government, but to electing the country’s new President.</p>
<p><em>“If the Assembly is constituted in the second half of July, then this means that mid- or late September will be the final constitutional deadline within which the new President of the country must be elected. In this regard, this is the most categorical deadline, whereas in the case of the election of the Government there are two parallel deadlines. So, on the one hand there is the 60-day deadline from the day of the mandate, and on the other hand there is the total 40-day deadline, which includes 15 days for the first candidate (who is nominated by the acting President, or depending on which procedure is followed first), and in the event of a possible failure, there is the 10-day deadline for the election of the second candidate. And again 15 days for the other candidate, which in total makes 40 days. This means that, on the issue of the Government, a decision may be made at the latest sometime at the beginning of September, if not even earlier than that. But, given that I do not expect the issue of the Government to be a problem because of the configuration of the numbers, I believe that the more sensitive and potentially more problematic issue will be that of the election of the President, with the deadline that I believe will expire by mid- or possibly late September, depending on the procedures that will be followed for the constitution of the Assembly,” Cakolli added.</em></p>
<p>In the latest decision of the Constitutional Court, it is clearly determined that the President of Kosovo is elected with two-thirds of the votes and a quorum of two-thirds in the first two rounds of voting, while 61 votes are needed in the third round.</p>
<p>Likewise, the 35-day deadline set by the Constitutional Court expired at midnight on April 28, which means that, according to that decision, the Assembly is automatically dissolved without the need for a presidential decree.</p>

										<content:encoded><![CDATA[<p>Jeton Zulfaj, the Republic of Kosovo’s chief negotiator with the European Union and at the same time the National Coordinator for the Reform and Growth Instrument, announced that Kosovo has failed to meet all of its obligations within the extended deadline of the European Union’s Growth Plan. According to him, the failure to implement six reform steps could lead to the loss of more than 40 million euros, Ekonomia Online reports.</p>
<p>At a press conference, he said that by June 30, 18 of the 62 steps currently under implementation had been completed, while on July 15 Kosovo will submit to the European Commission its request for the disbursement of funds for the completed reforms.</p>
<p>“In total, as of yesterday, 62 steps are under implementation. Of these, 13 had an extended deadline until June 30, 2026, while the other 49 steps are also under implementation, with 27 of them having an extended deadline until the end of 2026. Out of the total 62 steps, we consider 18 steps to have been implemented, for which on July 15 we will request the disbursement of funds from the European Union. For the steps that fail to be implemented within the extended period, according to the reform instrument, the funds dedicated to their completion are lost,” Zulfaj said.</p>
<p>He explained that of the 13 steps for which an extended deadline had been set until June 30, seven have been completed, while six have not been fully carried out.</p>
<p>“Of these 13 steps that were part of the reform agenda with an extended deadline, seven are considered implemented, while six have not managed to be fully implemented. Even in these six steps, some sub-steps have been carried out, mainly actions that depend on the government, but full fulfillment of the obligations has not been achieved,” he stressed.</p>
<p>According to Zulfaj, the measures that remain unfinished are mainly linked to the voting and adoption of legislation in the Assembly.</p>
<p>“The steps that had not been implemented by yesterday are: the Law on Energy and Electricity with the accompanying bylaws, the Law on State Aid, the Law on Innovation and the establishment of the National Council and the Innovation Fund, bankruptcy and insolvency legislation, the package of six laws on justice reform, as well as the Strategy for Combating Organized Crime with the relevant sub-steps,” he said.</p>
<p>He underlined that the majority of the unfulfilled obligations are directly linked to the functionality of the Assembly.</p>
<p>“Of these six steps that have not been implemented, five of them, or 83 percent, concern the adoption of laws in the Assembly. The only step related to the government is the Strategy for Combating Organized Crime, which for procedural reasons cannot be approved by a caretaker government and requires the government to be in full capacity. In other words, almost all the steps that failed to be implemented within the extended deadline are a consequence of the dysfunction and blockade in the Assembly,” he said.</p>
<p>Zulfaj warned that the failure to implement these reforms could cost Kosovo tens of millions of euros, while stressing that the final assessment will be made by the European Commission.</p>
<p>“The estimated cost of failing to complete these six steps on time is calculated to be more than 40 million euros. The exact value will be determined by the assessment of the European Commission, depending on whether it will also take into account the sub-steps that have been implemented. We will present all the arguments and the progress achieved during the assessment process,” Zulfaj added.</p>

										<content:encoded><![CDATA[<p>Within the next two days, the Supreme Court is expected to rule on two complaints filed by candidates of the Democratic Party of Kosovo (PDK). The ruling is seen as a decisive step toward certifying the final results of the June 7 parliamentary elections and paving the way for the formation of new institutions, KosovaPress reports.</p>
<p>The Central Election Commission published the final results of the June 7 elections on June 27.</p>
<p>According to these results, the Vetëvendosje Movement, in a pre-election coalition with Guxo and Alternativa, emerged as the leading force with 47.13%, securing 53 seats. The Democratic Party of Kosovo won 19.44% and 22 seats, the Democratic League of Kosovo 16.69% and 18 seats, while the Alliance won 6.74% and seven seats.</p>
<p>The Supreme Court has not confirmed to KosovaPress whether the decision will be made before the legal deadline expires. However, experts on electoral processes say that if no recount or any additional action is requested from the Central Election Commission (CEC), the results could be certified by the end of this week.</p>
<p>Qemajl Marmullakaj, a researcher at the Kosovo Law Institute (IKD), says the Supreme Court is not obliged to use the entire legal period to make its decision.</p>
<p>“The certification of the results must take place within the deadlines provided by law. If the Supreme Court issues a ruling that does not require additional actions by the CEC or the ECAP, then the certification of the elections can take place within this time frame, by the end of the week. The Supreme Court does not necessarily have to wait until the legally prescribed deadline, and this could lead to an even earlier certification of the elections,” he said.</p>
<p>Marmullakaj stresses that after certification, there is no legal obstacle to the constitutive session of the Assembly being called immediately, although the Constitution provides for a maximum deadline of 30 days.</p>
<p>According to him, alongside the constitution of the eleventh legislature, there is no provision stipulating that lawmakers must elect the president before a government is formed.</p>
<p>“The deadlines are indicative, and we do not necessarily have to wait 30 days after the certification of the elections for the constitution of the Assembly. This should happen immediately after the certification of the elections; immediately, the acting president can take action and call the constitutive session of the Assembly. Then there are procedures under the Assembly’s Rules of Procedure, under which five days before the constitutive session is held, the speaker of the Assembly from the previous legislature must gather representatives of the parliamentary parties to determine the agenda of the constitutive session of the Assembly. According to Article 8 of the Assembly’s Rules of Procedure, this process is procedural and cannot be altered by the speaker of the previous Assembly. The agenda of the constitutive session includes the formation of the standing committee for verifying quorum and mandates, the swearing-in of deputies, the election of the speaker of the Assembly, and the election of deputy speakers of the Assembly. This must take place within the 30-day time limit under the legislation in force,” the IKD researcher added.</p>
<p>Acting Prime Minister and Vetëvendosje leader Albin Kurti is also waiting for the certification of the election results.</p>
<p>On Wednesday, Kurti said that political talks on creating the institutions would begin after the results are certified.</p>
<p>“First we must wait for the certification of the election results and the handling of complaints, and then without wasting time we will have the necessary communications and discussions,” Kurti said.</p>
<p>However, according to Marmullakaj, the Vetëvendosje Movement, as the winner of the elections, should already have started consultations on forming the new institutions.</p>
<p>“They should have happened by now and should continue during this week until the final certification of the elections. I hope these have taken place behind closed doors or will happen during this week,” he emphasized.</p>
<p>The ruling expected from the Supreme Court is considered the final legal step before the certification of the election results.</p>
<p>In addition to the constitution of the Assembly and the formation of the government, deputies of the eleventh legislature must also elect the new president. For this process, there is a 60-day deadline from the moment the Assembly is constituted.</p>
<p>The June 7 elections were held precisely after parliamentary parties failed to elect the country’s president, following the end of former president Vjosa Osmani’s term.</p>

										<content:encoded><![CDATA[<p>In the first week of July, the Central Election Commission is expected to certify the results of the June 7 elections, paving the way for the establishment of Kosovo’s new institutions. After this process, Acting President Albulena Haxhiu may call the constitutive session, while on the same day the Assembly and the Government could also be constituted.</p>
<p>Experts on constitutional matters assess that the formation of the new institutions is expected to begin during July, immediately after the certification of the results. According to them, this time there is a greater chance that the Assembly and the Government will be formed without delays, while the problem may arise in the election of the president, due to the lack of political consensus. Observers in the field warn that any institutional blockade would further deepen the country’s political uncertainty.</p>
<p>Experts in this field appear optimistic that this time there will be no blockage of the institutions.</p>
<p><p><em>“The issue of repeating the previous crisis over the constitution of the Assembly should not happen, because all the constitutional paths or blockages that occurred earlier are now clear and there is no room for blockages. We now have clear deadlines within which the Assembly must be constituted, and it is clear that the speaker of the Assembly belongs to the largest parliamentary group in the Assembly. So, only if political parties have a greater will to block the Assembly of the Republic than to unblock it,”</em> Melos Kolshi from the Kosovo Law Institute told RTK.</p>
<p>Analyst Adrian Zeqiri also assesses that, based on the current positions of the political parties, the Assembly and the Government will be formed on time, but the process of electing the president may take longer.</p>
<p><em>“These positions took us to elections last time and, based on what we are seeing, there is no change from either side regarding these positions. I also think there will be the establishment of the Assembly, there will be the establishment of the new Government, and the situation will drag on either through procedures or through the involvement of the Constitutional Court,”</em> said Adrian Zeqiri, a political analyst.</p>
<p>According to experts, any blockage of the institutions would push the country toward new crises. <em>“The scenario of new elections by political parties should not even be an option because of the damage we have suffered and the crises we are facing. Our country has had more than five rounds of elections recently, and these elections are extremely challenging for democracy,”</em> Kolshi added.</p>
<p>On the other hand, Zeqiri also stressed the impact these processes have had on citizen participation and the economy. <em>“We saw in the last elections that there was extremely low participation by resident citizens. That is, not to mention all the damage caused to Kosovo even at the level of the domestic economy,”</em> he underlined.</p>
<p>Acting Prime Minister Albin Kurti said a few days ago that as soon as the results are certified, discussions will begin on establishing the institutions.</p>

										<content:encoded><![CDATA[<p>Following the results of the June 7 elections, internal tensions are continuing within the Democratic League of Kosovo, as some party branches have called for the resignation of chairman Lumir Abdixhiku, while differing positions have emerged from the party leadership and prominent figures.</p>
<p>Calls for accountability, support for the current leadership, and appeals for reflection within the party structures have further deepened the debate.</p>
<p>The Peja branch, the Lipjan branch, and Pristina Branch II have publicly called for Abdixhiku’s departure, while other branches, such as Ferizaj and Istog, have taken opposing positions, turning this into one of the strongest internal developments in the LDK after the elections.</p>
<p>On the other hand, Lumir Abdixhiku himself has also reacted to these developments. Referring to discussions held earlier at the party Assembly, he stated that the issue of his resignation has already been addressed, while calling for the moral resignation of the leaders of two branches, those of Peja and Ferizaj.</p>

										<content:encoded><![CDATA[<p>The final results of the early elections for the Assembly of Kosovo will not yet be announced by the Central Election Commission (CEC), as the process remains contingent on the completion of the review of complaints by the responsible institutions.</p>
<p>The spokesperson for the Central Election Commission, Valmir Elezi, said that the announcement of the final results is directly linked to the decisions that will be made on complaints related to the electoral process.</p>
<p>He explained that the CEC will take action only after all appeals procedures have been completed and any obligations that may arise from the decisions of the relevant institutions have been clarified.</p>
<p>Meanwhile, two complaints have been submitted to the Electoral Complaints and Appeals Panel by the Democratic Party of Kosovo, both related to the recount process.</p>
<p>Based on the legal deadlines, the Panel has three days to review and decide on these complaints, while the 48-hour deadline for submitting them has already expired.</p>
<p>The entire electoral process is expected to be concluded only after all legal procedures have been completed, including decisions on complaints that may have an impact on the final results.</p>
