<p>MP Arbërie Nagavci, former head of the Vetëvendosje Movement Parliamentary Group, has said that electing the President of the Republic is a constitutional and political obligation for every member of the Assembly of Kosovo. She stressed that citizens expect responsible conduct, not institutional obstruction.</p>
<p>According to her, the solution does not lie in sending the country to elections again. Nagavci called for political differences to be overcome and for a broad consensus to be reached on the President of the Republic.</p>
<p>She said that the person elected as head of state should enjoy consensus, represent the unity of the people, and be known for integrity, values, and a proven contribution to the state and society.</p>
<p>Nagavci explained that the request for more time was made precisely to allow dialogue to lead to a political agreement that would serve the interests of the Republic and its citizens.</p>
<p>Recalling Prime Minister Albin Kurti’s positions, she stated that no agreement can be reached without understanding, concessions, and compromise.</p>
<p>Nagavci said that the VETËVENDOSJE! Movement has already taken its step back by withdrawing Glauk Konjufca’s candidacy. According to her, it is now up to the other political forces to make room for talks and help secure an agreement.</p>
<p>She emphasized that an uncompromising stance should apply only when defending the sovereignty, territorial integrity, democracy, and interests of the Republic of Kosovo. When it comes to forming institutions, however, Nagavci said that compromise and responsibility are essential.</p>
<p>In conclusion, Nagavci appealed for political dialogue and efforts to reach an agreement on the President of the Republic to be given a genuine chance. According to her, this would help avoid new, early, and unnecessary elections that would undermine institutional stability and the country’s economy.</p>

<p>The Assembly of Kosovo has published the agenda for its constitutive session, scheduled to take place tomorrow starting at 10:00.</p>
<p>At the opening of the proceedings, according to an announcement by the Directorate for Media and Public Relations, a Temporary Committee for the Verification of the Quorum and the Mandates of the new MPs will be established.</p>
<p>Once the verification of mandates has been completed, the elected MPs will be sworn in. The proceedings are then expected to continue with the election of the speaker and deputy speakers of the Assembly.</p>
<p>The election of the Assembly&#8217;s deputy speakers requires a simple majority of votes.</p>
<p>It has not yet been announced whether another session will be convened to form the new government after the constitutive session concludes.</p>
<p>Meanwhile, the Vetëvendosje Movement (LVV) and the Democratic League of Kosovo (LDK) still have not reached an agreement on forming the new institutions.</p>
<p>Tuesday&#8217;s three-hour talks between LVV leader Albin Kurti and LDK leader Lumir Abdixhiku ended without an agreement on governing together. Despite this, the two leaders have not ruled out continuing the discussions.</p>
<p>Kurti has said he is interested in cooperating with the LDK “for accelerated progress.” Abdixhiku, meanwhile, has stated that the LDK&#8217;s objective is “institutional balance,” so that all key state positions are not concentrated in the hands of a single political party.</p>

<p>Shortly before the constitutive session, Eugen Cakolli of KDI described as unrealistic expectations that Vetëvendosje and the LDK would quickly reach a political agreement.</p>
<p>He stressed that circumstances are different from 2019, when both parties had a greater interest in cooperating. According to Cakolli, LVV can now afford to wait without suffering major political damage, while the LDK and its chairman, Lumir Abdixhiku, are facing stronger pressure. Under these conditions, the side that wants an agreement more usually enters negotiations with less leverage.</p>
<p>Cakolli also shared an analysis of the political situation.</p>
<p>Optimistic expectations that an agreement between LVV and the LDK would be reached just two days before the constitutive session appear somewhat unrealistic.</p>
<p>Such an agreement, reached in time before the constitutive session, had not been secured even after the 2019 elections. At that time, both parties had a much greater need for cooperation, while their joining forces was widely regarded as the “coalition of hope.” In the election, the difference between them was less than 2%. Today, LVV has nearly three times the LDK’s votes and seats.</p>
<p>For now, Kurti and LVV can wait, and may even fail to reach an agreement at all, without being severely punished by the electorate. This luxury does not apply to the same extent to the LDK and especially to Abdixhiku, since for them the issue is linked not only to the formation of institutions, but also to their political future.</p>
<p>Ultimately, the greater one side’s need for an agreement, the less reason the other side has to act hastily.</p>

<p>The constitutive session of the Assembly, scheduled for August 6, has raised expectations of an agreement between the political parties on the formation of new institutions. Efforts to secure a parliamentary majority are expected to continue until the final days before the session is held.</p>
<p>Acting Prime Minister Albin Kurti has said that concrete steps could be taken this week in the dialogue with the Democratic League of Kosovo. According to him, the parties must be ready to begin the procedures for constituting the 11th legislature.</p>
<p>“We will try to make use of these days so that we are as prepared as possible when the session for the constitution of the institutions of the 11th legislature begins. However, we still cannot predict the outcome; efforts will not be lacking. There is interest, willingness and readiness, but next week we will find out everything,” Kurti said several days ago.</p>
<p>Meanwhile, LDK leader Lumir Abdixhiku has decided to end the suspension of talks and expressed his readiness for negotiations to continue. Their aim is to form new institutions following the June elections.</p>
<p>The Democratic Party of Kosovo (PDK) and the Alliance have also made their positions on the formation of institutions public, reaffirming the positions they expressed after the elections.</p>
<p>During the August 6 session, the deputies will first take their oaths. The Assembly must then elect its speaker and five deputy speakers.</p>
<p>Constitutional procedures for appointing a mandate-holder and forming the new government can begin only after the Assembly has been constituted.</p>
<p>For this reason, the period leading up to the session is seen as crucial for the parties’ negotiations, as they seek to secure the necessary parliamentary votes and prevent the institutional deadlock from being prolonged.</p>

										<content:encoded><![CDATA[<p>After the CEC certifies the results, the constitutional deadlines for establishing the new institutions begin tomorrow, Eugen Cakolli of KDI announced.</p>
<p>He explained that the 30-day period for holding and successfully concluding the constitutive session of the Assembly begins on July 9 and ends on August 7, 2026. According to him, this session must be convened by Albulena Haxhiu, in her capacity as acting President.</p>
<p>Cakolli stressed that if this does not happen within the specified deadline, the Assembly convenes itself on the thirtieth day.</p>
<p>Before the constitutive session is held, Albulena Haxhiu, in her capacity as Speaker of the previous legislature, must call the preparatory meeting with the leaders of the 15 political entities that have secured seats in the Assembly. This meeting must be held no later than five days before the session and is intended to prepare the agenda, as well as determine the seating of MPs in the chamber according to their political entities.</p>
<p>Until the Speaker of the Assembly is elected, the constitutive session will be chaired by the oldest MP, Avni Dehari of LVV, with the assistance of the youngest MP, Fatma Taçi of KDTP.</p>
<p>According to him, the course of proceedings in this session is already defined. First, the Temporary Committee for Verification of Quorum and Mandates is established and its report is approved by a majority vote. Then the MPs take the oath, followed by the vote for the Speaker of the Assembly, and finally the deputy speakers are elected.</p>
<p>Cakolli said that the proposal for Speaker of the Assembly belongs to LVV, as the largest parliamentary entity, while the election is made with at least 61 votes. If the same candidate fails to secure the votes after three attempts, then another name must be proposed. He also clarified that the vote for Speaker must be open, except in cases where there is consensus to change the voting method.</p>
<p>After the Speaker is elected, the Assembly continues with the selection of five deputy speakers. Three of them are proposed by the three largest parliamentary entities, LVV, PDK and LDK. One deputy speaker is proposed by the MPs of the Serb community, namely by LS, while another is proposed by MPs from the other non-majority communities. All must receive at least 61 votes. In principle, the deputy speakers should be voted on as a package. At least the three deputy speakers proposed by the largest parliamentary entities can be put to a joint vote, while the two deputy speakers from the non-majority communities can be voted on separately.</p>
<p>He underlined that the Assembly is considered constituted only after both the Speaker and all five deputy speakers have been elected.</p>
<p>According to Cakolli, only after the constitution of the Assembly is fully completed do two separate constitutional processes open: the one for forming the Government and the one for electing the President.</p>
<p>He stressed that these two procedures do not exclude one another and that neither the Constitution nor the rulings of the Constitutional Court make the formation of the Government conditional on the prior election of the President.</p>
