Armend Zemaj, an elected MP from the Democratic League of Kosovo (LDK), spoke after voting concluded at the party’s extraordinary assembly, which considered a motion to dismiss party leader Lumir Abdixhiku.

He said that he and 151 other delegates had concluded that the LDK needed a change in leadership. However, most delegates voted for Abdixhiku to continue his term.

“There was only one item on today’s agenda, and it did not receive the required votes. A total of 152 delegates voted in favor of dismissal, while 170 voted against. This is the LDK’s political fate. We believed that change would bring success, while the majority concluded that the party should continue on its path with Abdixhiku. That is the outcome of the vote,” Zemaj said.

According to him, the vote was conducted democratically, while the organization and all procedures were carried out to the appropriate standard.

“The process was democratic, and the result must be accepted as it is. Procedurally, everything was well organized. Nevertheless, this is the decision that emerged from the vote. What matters is that the process was conducted democratically and that we remain united, as you can see,” Zemaj said.

The LDK MP also said that the party’s parliamentary group meeting would serve to review the options and determine the steps to be taken following this decision.

Following this result, Lumir Abdixhiku remains leader of the Democratic League of Kosovo.

Armend Zemaj, deputet i zgjedhur i Lidhjes Demokratike të Kosovës (LDK), ka folur pas përmbylljes së votimit në Kuvendin e jashtëzakonshëm të partisë, ku u trajtua kërkesa për shkarkimin e kryetarit Lumir Abdixhiku.

Ai bëri të ditur se, së bashku me 151 delegatë të tjerë, kishte arritur në përfundimin se LDK-së i duhej një ndryshim në drejtim. Megjithatë, pjesa më e madhe e delegatëve votoi që Abdixhiku ta vazhdojë mandatin.

“Në rendin e ditës sot kishim vetëm një çështje, e cila nuk mori votat e nevojshme. Për shkarkimin votuan 152 delegatë, ndërsa 170 u shprehën kundër. Ky është fati politik i LDK-së. Ne besuam se ndryshimi do të sillte sukses, kurse shumica vlerësoi se rruga duhet të vazhdojë me Abdixhikun. Ky është përfundimi i votimit”, deklaroi Zemaj.

Sipas tij, votimi u zhvillua në mënyrë demokratike, ndërsa organizimi dhe të gjitha procedurat u realizuan në nivelin e duhur.

“Procesi ishte demokratik dhe rezultati duhet pranuar ashtu siç është. Nga ana procedurale, gjithçka ishte organizuar mirë. Pavarësisht kësaj, ky është vendimi i dalë nga votimi. E rëndësishme është se procesi u zhvillua në mënyrë demokratike dhe ne vazhdojmë të jemi të bashkuar, siç po na shihni”, tha Zemaj.

Deputeti i LDK-së njoftoi gjithashtu se mbledhja e grupit parlamentar të partisë do të shërbejë për shqyrtimin e mundësive dhe përcaktimin e hapave që do të ndërmerren pas këtij vendimi.

Pas këtij rezultati, Lumir Abdixhiku mbetet në postin e kryetarit të Lidhjes Demokratike të Kosovës.

He described this as his most sincere appeal to the party leader, urging him to sit down, convene the Extraordinary Assembly and launch the process of extraordinary elections.

Zemaj made it clear that the establishment of institutions following the elections is a separate and distinct issue and should therefore not be used as justification for the internal situation in the LDK.

According to him, it is wrong to blame the third-largest party for the failure to establish the institutions resulting from the latest elections. Zemaj said that Albin Kurti has the opportunity to form the government and establish the institutions and that this does not depend on the LDK, while responsibility for institutional consolidation rests with the person mandated to form the government.

The MP said that the LDK has continuously offered opportunities for institutional cooperation. He mentioned the negotiations held with Albin Kurti, the opportunities given to him and the request for a consensus president, which, according to Zemaj, should have been publicly demonstrated through the signatures of 15 MPs.

According to him, all these positions amount to rhetoric and deception by VV and others, perhaps including those who lack the ability and courage to establish the institutions.

Zemaj said that the LDK must reclaim its political identity and make room for new generations. He said he could not determine who would take over the party’s leadership, but acknowledged that he has a preferred candidate.

According to his description, the right candidate should know and love the Democratic League of Kosovo, be able to unite all generations and open the party up to new people. Zemaj said the next leader should view the LDK as a political entity with a strong identity.

He added that this figure should represent Rugovism and regard the LDK as the leading party, rather than as a crutch or a participant merely for appearances. Zemaj also stressed that the person in question should not accept the capture of the state and the prosecution, corruption, or positions opposed to the army and the KSF.

In conclusion, Zemaj said that the Democratic League of Kosovo has many figures who could enter the race through an organized electoral process.

According to him, one-third of the delegates of the Democratic League of Kosovo have the legal and statutory right to request an extraordinary meeting for a specific purpose.

Zemaj stressed that this is a statutory and legal obligation set out in the LDK statute, which allows one-third of the delegates to convene an extraordinary meeting of the Assembly of the Democratic League of Kosovo on a specific issue.

He announced that 118 signatures had been collected from a total of 355 delegates, confirming that the required number had been reached and verified.

Speaking about the delegates, Zemaj said they had received a mandate of trust at branch assemblies and enjoyed credibility within the party’s structures.

He described them as figures with a long record of contributions to the LDK, with identity and reputation, professional experience and an important role in the party.

Regarding verification, Zemaj said it was being carried out within the party’s internal procedures and did not need to become a matter of public debate.

Sipas tij, është qasje e gabuar që partia e tretë të fajësohet për mungesën e institucioneve të dala nga zgjedhjet e fundit. Zemaj ka deklaruar se mundësinë për formimin e qeverisë dhe konstituimin e institucioneve e ka Albin Kurti dhe se kjo nuk varet nga LDK-ja, ndërsa përgjegjësia për konsolidimin institucional i takon mandatares për krijimin e qeverisë.

Deputeti ka thënë se LDK-ja ka ofruar vazhdimisht mundësi për bashkëpunim institucional. Ai ka përmendur negociatat e zhvilluara me Albin Kurtin, shanset që i janë dhënë atij dhe kërkesën për një president konsensual, e cila, sipas Zemajt, duhej të dëshmohej publikisht me nënshkrimet e 15 deputetëve.

Të gjitha këto qëndrime, sipas tij, janë retorikë dhe mashtrime të VV-së dhe të të tjerëve, përfshirë ndoshta edhe ata që nuk kanë aftësinë dhe guximin për t’i formuar institucionet.

Zemaj ka vlerësuar se LDK-ja duhet ta rifitojë identitetin e saj politik dhe t’u krijojë hapësirë gjeneratave të reja. Ai ka thënë se nuk mund të përcaktojë se kush do të vijë në krye të partisë, por ka pranuar se ka një person të preferuar.

Sipas përshkrimit të tij, kandidati i duhur duhet ta njohë dhe ta dojë Lidhjen Demokratike të Kosovës, të jetë në gjendje t’i bashkojë të gjitha gjeneratat dhe ta hapë partinë ndaj njerëzve të rinj. Kryetari i ardhshëm, sipas Zemajt, duhet ta shohë LDK-në si një subjekt me identitet të fuqishëm.

Ai ka shtuar se kjo figurë duhet ta përfaqësojë rugovizmin dhe ta konsiderojë LDK-në parti të parë, jo patericë apo pjesëmarrëse vetëm sa për sy e faqe. Zemaj ka theksuar gjithashtu se personi në fjalë nuk duhet të pajtohet me kapjen e shtetit dhe të prokurorisë, me korrupsionin apo me qëndrimet kundër ushtrisë dhe FSK-së.

Në përfundim, Zemaj ka deklaruar se Lidhja Demokratike e Kosovës ka shumë emra që mund të përfshihen në garë përmes një procesi zgjedhor të organizuar.

Zemaj ka theksuar se bëhet fjalë për një obligim statutar dhe ligjor, të përcaktuar nga statuti i LDK-së, i cili ua mundëson një të tretës së delegatëve të thërrasin një mbledhje të jashtëzakonshme të Kuvendit të Lidhjes Demokratike të Kosovës për një çështje të caktuar.

Ai ka njoftuar se janë mbledhur 118 nënshkrime nga gjithsej 355 delegatë, ndërsa ka konfirmuar se ky numër është arritur dhe është verifikuar.

Duke folur për delegatët, Zemaj ka thënë se ata e kanë marrë besimin në kuvendet e degëve dhe gëzojnë kredibilitet në strukturat e partisë.

Ai i ka përshkruar ata si personalitete me kontribut të gjatë në LDK, me identitet dhe reputacion, përvojë profesionale dhe rol të rëndësishëm në parti.

Sa i përket verifikimit, Zemaj ka vlerësuar se ai zhvillohet në kuadër të procedurave të brendshme partiake dhe se nuk është e nevojshme të shndërrohet në çështje të debatit publik.

Sipas tij, trajtimi i kësaj teme dëshmon se ekziston një distancim ndërmjet lidershipit dhe anëtarësisë së LDK-së.

Zemaj ka shprehur kritika edhe për mënyrën se si disa pjesëtarë të udhëheqjes po sillen ndaj delegatëve, duke kërkuar prej tyre që t’i qartësojnë pozicionet e veta.

Në përfundim, ai ka deklaruar se i njeh të gjithë 355 delegatët, prejardhjen e tyre, identitetin dhe pozitat që kanë mbajtur. Zemaj ka shtuar se njeh gjithashtu rrethin, familjet dhe familjarët e tyre që janë pjesë e LDK-së, duke sqaruar se ky pohim nuk synon të tingëllojë subjektiv apo personal.
