The Chairman of the Kosovo Prosecutorial Council (KPC), Arian Gashi, received the Ombudsperson, Naim Qelaj, in a meeting today, where they discussed cooperation between the institutions and the protection of fundamental human rights and freedoms.

According to the announcement, the meeting was also attended by KPC members Milot Krasniqi and Arlinda Muqa, as well as the General Director of the KPC Secretariat, Sami Istrefi. The Ombudsperson Institution was also represented by Deputy Ombudsperson Basri Kastrati, along with his associates.

Gashi emphasized the KPC’s commitment to deepening cooperation with the Ombudsperson Institution, underlining the importance of regular communication, exchange of experiences, and coordination on issues related to the responsibilities of both institutions.

He said that respect for human rights in criminal proceedings is one of the main pillars of the rule of law and the proper functioning of the justice system.

“The implementation of constitutional and international human rights standards at all stages of criminal proceedings, in accordance with legality, proportionality, impartiality, and due process of law, is the responsibility of justice institutions,” Gashi stated.

Meanwhile, Ombudsperson Naim Qelaj expressed readiness to continue and advance cooperation with the Kosovo Prosecutorial Council, focusing on the respect and protection of human rights.

At the end of the meeting, both sides agreed to continue mutual communication and cooperation, with the aim of strengthening the rule of law, protecting fundamental freedoms, and increasing citizens’ trust in the justice system.

Kryesuesi i Këshillit Prokurorial të Kosovës (KPK), Arian Gashi, ka pritur sot në takim Avokatin e Popullit, Naim Qelaj, ku është diskutuar për bashkëpunimin ndërmjet institucioneve dhe mbrojtjen e të drejtave dhe lirive themelore të njeriut.

Sipas njoftimit, në takim morën pjesë edhe anëtarët e KPK-së, Milot Krasniqi dhe Arlinda Muqa, si dhe Drejtori i Përgjithshëm i Sekretariatit të KPK-së, Sami Istrefi. Nga Institucioni i Avokatit të Popullit ishte i pranishëm edhe zëvendësavokati i Popullit, Basri Kastrati, së bashku me bashkëpunëtorë.

Gashi theksoi përkushtimin e KPK-së për thellimin e bashkëpunimit me Institucionin e Avokatit të Popullit, duke vlerësuar rëndësinë e komunikimit të rregullt, shkëmbimit të përvojave dhe koordinimit në çështjet që lidhen me përgjegjësitë e dy institucioneve.

Ai tha se respektimi i të drejtave të njeriut në procedurat penale është një nga shtyllat kryesore të sundimit të ligjit dhe funksionimit të drejtë të sistemit të drejtësisë.

“Zbatimi i standardeve kushtetuese dhe ndërkombëtare për të drejtat e njeriut në të gjitha fazat e procedurave penale, në përputhje me ligjshmërinë, proporcionalitetin, paanshmërinë dhe procesin e rregullt ligjor, është përgjegjësi e institucioneve të drejtësisë”, ka deklaruar Gashi.

Ndërkaq, Avokati i Popullit, Naim Qelaj, ka shprehur gatishmërinë për vazhdimin dhe avancimin e bashkëpunimit me Këshillin Prokurorial të Kosovës, me fokus respektimin dhe mbrojtjen e të drejtave të njeriut.

Në fund të takimit, të dyja palët u pajtuan për vazhdimin e komunikimit dhe bashkëpunimit të ndërsjellë, me qëllim forcimin e sundimit të ligjit, mbrojtjen e lirive themelore dhe rritjen e besimit të qytetarëve në sistemin e drejtësisë.

Në takim morën pjesë zëvendësshefja e Misionit, Agnes Allens, shefja e Sundimit të Ligjit, Margaret Belof, dhe Zyrtarja për Zbatimin e Politikave për Sundim të Ligjit, Altina Besimi.

Arian Gashi, Chair of the Kosovo Prosecutorial Council (KPC), together with council members Arlinda Muqa, Visar Krasniqi and Milot Krasniqi, today received Milbert Domgjon Shin, Deputy Special Representative of the Secretary-General of the United Nations (UN), and representatives of the UNMIK Office.

The talks were held in a spirit of cooperation and focused on the current situation within the prosecutorial system, strengthening the rule of law and continuing interinstitutional coordination with international partners.

During the meeting, Gashi briefed the UNMIK delegation on the new composition of the Kosovo Prosecutorial Council and the completion of the procedure for selecting the new Chief State Prosecutor. He underscored the need for the institutions of the prosecutorial system to become fully operational.

The discussions also addressed the KPC’s continued commitment to ensuring an inclusive prosecutorial system, in which the fair representation of all communities remains among its institutional priorities. Gashi announced that the recruitment process for new prosecutors would open soon, with the aim of advancing their fair representation in the country’s prosecutorial system.

Referring to international cooperation, the KPC Chair thanked UNMIK for the continuous support it has provided to Kosovo over the years, particularly in the field of justice. According to him, this support has played an important role in establishing and consolidating justice institutions.

Gashi also reaffirmed the Prosecutorial Council’s commitment to respecting international obligations and standards. He stressed that, with the assistance of international partners, Kosovo has established an advanced legal framework, while the Council will continue working to further strengthen the rule of law through professionalism, integrity, impartiality and accountability.

For his part, Milbert Domgjon Shin, Deputy Special Representative of the UN Secretary-General, praised the role and work of the Kosovo Prosecutorial Council in ensuring an independent and efficient prosecutorial system. Gjatë takimit, Gashi e informoi delegacionin e UNMIK-ut për përbërjen e re të Këshillit Prokurorial të Kosovës dhe për përmbylljen e procedurës së zgjedhjes së Kryeprokurorit të ri të Shtetit. Ai nënvizoi nevojën që institucionet e sistemit prokurorial të bëhen plotësisht funksionale.

Në kuadër të diskutimeve u trajtua edhe angazhimi i vazhdueshëm i KPK-së për të siguruar një sistem prokurorial gjithëpërfshirës, në të cilin përfaqësimi i drejtë i të gjitha komuniteteve mbetet ndër përparësitë institucionale. Gashi njoftoi se së shpejti do të hapet konkursi për pranimin e prokurorëve të rinj, me synimin që të avancohet përfaqësimi i tyre i drejtë në sistemin prokurorial të vendit.

Duke iu referuar bashkëpunimit ndërkombëtar, kryesuesi i KPK-së falënderoi UNMIK-un për përkrahjen e pandërprerë që i ka ofruar Kosovës ndër vite, veçanërisht në fushën e drejtësisë. Sipas tij, kjo mbështetje ka luajtur rol të rëndësishëm në ngritjen dhe konsolidimin e institucioneve të drejtësisë.

Gashi rikonfirmoi gjithashtu angazhimin e Këshillit Prokurorial për respektimin e detyrimeve dhe standardeve ndërkombëtare. Ai theksoi se, edhe me ndihmën e partnerëve ndërkombëtarë, Kosova ka krijuar një kornizë ligjore të avancuar, ndërsa Këshilli do të vijojë punën për forcimin e mëtejshëm të sundimit të ligjit përmes profesionalizmit, integritetit, paanësisë dhe llogaridhënies.

Milbert Domgjon Shin, Zëvendëspërfaqësues Special i Sekretarit të Përgjithshëm të OKB-së, vlerësoi nga ana e tij rolin dhe veprimtarinë e Këshillit Prokurorial të Kosovës në sigurimin e një sistemi prokurorial të pavarur dhe efikas. Ai deklaroi se UNMIK-u çmon angazhimin e Këshillit dhe punën e Prokurorit të Shtetit, duke shprehur bindjen se përgjegjësia institucionale dhe përkushtimi profesional do të mundësojnë vazhdimin e veprimeve që fuqizojnë sundimin e ligjit dhe besimin e qytetarëve te sistemi i drejtësisë.

Në mbyllje, delegacioni i UNMIK-ut konfirmoi sërish gatishmërinë për të vijuar mbështetjen për Këshillin Prokurorial të Kosovës dhe institucionet e drejtësisë, me qëllim çuarjen përpara të reformave dhe forcimin e mëtejshëm të sundimit të ligjit në vend.
