He stressed that Serbia continues to provide protection to people with criminal responsibility, including war criminals and individuals who pose a security risk, which, according to him, runs counter to the principles on which the Council of Europe was built. Gola said that if the goal is the democratization of Serbia, these problems must not be covered up with softened diplomatic language, because what matters is how unpleasant truths are confronted. He added that Serbia will, sooner or later, be forced to face this reality.

Gola congratulated the rapporteurs on the report, saying it contains a number of important recommendations that would help Serbia on the path to democratization. However, he pointed out that the report pays insufficient attention to long-term violations of minority rights, especially those affecting the Albanian community in Serbia, and said he wanted to dwell on the infamous attack in Banjska.

According to him, the way the report describes this event does not properly reflect its nature, as it is presented there simply as a clash between the police and armed Serb individuals. Gola recalled that the European Parliament, in its Resolution on Banjska, described the event in these words: “A heavily armed group of Serbian paramilitaries carried out a terrorist attack in the north of Kosovo.” He also mentioned the position of EU High Representative Josep Borrell, who condemned it as a “horrendous and cowardly terrorist attack against Kosovo Police officers.”

Gola also said that the operation was led by Milan Radoiçiq, widely known as a close associate of President Vuçiq, who publicly took responsibility for the attack in which Kosovo Police sergeant Afrim Bunjaku was killed, leaving behind three small children without their father.

He added that this attack highlights several unpleasant truths about democracy and the rule of law in Serbia. According to Gola, Serbia has still not shown the will to build normal relations, especially with Kosovo, while instead of accountability it continues to protect those responsible, as evidenced by the fact that Radoiçiq continues to live freely and under protection in Serbia. In this way, he said, Serbia has turned into a violator of the very values the Council of Europe was founded to protect and promote. For this reason, according to Gola, unpleasant facts should not be softened or hidden with neutralizing language, because the true test of a state lies in how it confronts unpleasant truths, and Banjska is one of them, which Serbia will have to face sooner or later.

Gola u shpreh se, nëse synimi është demokratizimi i Serbisë, këto probleme nuk duhet të mbulohen me gjuhë diplomatike të zbutur, sepse rëndësi ka mënyra se si përballen të vërtetat e pakëndshme. Ai shtoi se Serbia, herët a vonë, do të detyrohet të përballet me këtë realitet.

Gola rikujtoi se Parlamenti Evropian, në Rezolutën e tij për Banjskën, e cilësoi ngjarjen me fjalët: “Një grup paramilitarësh serbë, të armatosur rëndë, kreu një sulm terrorist në veri të Kosovës.” Ai përmendi edhe qëndrimin e Përfaqësuesit të Lartë të BE-së, Josep Borrell, i cili e dënoi atë si një “sulm terrorist të tmerrshëm dhe frikacak kundër zyrtarëve të Policisë së Kosovës”.

Po ashtu, Gola tha se operacioni u drejtua nga Milan Radoiçiq, i njohur gjerësisht si bashkëpunëtor i afërt i Presidentit Vuçiq, i cili mori publikisht përgjegjësinë për sulmin ku u vra rreshteri i Policisë së Kosovës, Afrim Bunjaku, duke lënë pas tre fëmijë të vegjël pa babanë e tyre.

Ai shtoi se ky sulm nxjerr në pah disa të vërteta të pakëndshme për demokracinë dhe sundimin e ligjit në Serbi. Sipas Golës, Serbia ende nuk e ka dëshmuar vullnetin për të ndërtuar marrëdhënie normale, sidomos me Kosovën, ndërsa në vend të llogaridhënies vazhdon të mbrojë përgjegjësit, siç dëshmohet nga fakti që Radoiçiq vazhdon të jetojë i lirë dhe nën mbrojtje në Serbi. Në këtë mënyrë, tha ai, Serbia është shndërruar në shkelëse të vetë vlerave që Këshilli i Evropës është themeluar për t’i mbrojtur dhe promovuar. Për këtë arsye, sipas Golës, faktet e pakëndshme nuk duhet të zbuten apo të fshihen me gjuhë neutralizuese, sepse prova e vërtetë e një shteti qëndron te mënyra se si përballet me të vërtetat e pakëndshme, dhe Banjska është një prej tyre me të cilën Serbia do të duhet të përballet herët a vonë.

According to the official announcement, at this session PACE members will address and examine a range of issues related to democracy, human rights, and the rule of law in Europe and beyond.

During his stay in Strasbourg, Gola will take part in the Assembly’s plenary sittings, meetings of the Socialist Group (SOC), as well as meetings of the relevant PACE committees.

He is also expected to contribute to the parliamentary debates on the topics set out on the agenda and will have the opportunity to put questions to the international figures who will address the Assembly.

As part of the session, Gola will also hold meetings with deputies, as well as with representatives of international institutions and organizations.

He is also invited to attend the official reception organized by the Secretary General of the Council of Europe, Alain Berset, in honor of the PACE session.

Gjatë qëndrimit në Strasburg, Gola do të jetë pjesë e seancave plenare të Asamblesë, mbledhjeve të Grupit Socialist (SOC), si edhe takimeve të komiteteve përkatëse të APKE-së.

Po ashtu, ai pritet të japë kontribut në debatet parlamentare për temat e përcaktuara në agjendë dhe do të ketë mundësi t’u parashtrojë pyetje personaliteteve ndërkombëtare që do t’i drejtohen Asamblesë.

Në kuadër të sesionit, Gola do të zhvillojë edhe takime me deputetë, si dhe me përfaqësues të institucioneve dhe organizatave ndërkombëtare.

Ai gjithashtu është i ftuar të marrë pjesë në pritjen zyrtare që organizohet nga Sekretari i Përgjithshëm i Këshillit të Evropës, Alain Berset, në nder të sesionit të APKE-së.
