This Wednesday, several verbal clashes took place on the premises of the Kosovo Assembly between opposition MPs and representatives of the Vetëvendosje Movement.

Acting Justice Minister Donika Gërvalla, who had entered the chamber for the “Compatriots in the Assembly” event, called on opposition MPs to attend the meetings convened by LVV to reach a political agreement.

“Come to the meeting,” Gërvalla told the MPs, who were chanting, “Call the session!”

There were also clashes between PDK MP Ganimete Musliu and LVV MPs Arbërie Nagavci and Egzon Azemi.

Musliu called them “supercriminals” and repeated the demand for the session to resume. She and AAK MP Albana Bytyqi threw papers toward Nagavci, while at one point Bytyqi was seen pushing her.

Other clashes also involved acting president Albulena Haxhiu, LVV MP Ardian Gola, and PDK MPs Vlora Çitaku, Eman Rrahmani and Blerta Deliu-Kodra.

The dispute over resuming the session comes after the 30-day deadline for constituting the Assembly expired.

The constituent session began on August 6, but the Assembly failed to complete the election of its speaker and deputy speakers. The process remained suspended due to the lack of a political agreement.

However, Gërvalla said LVV’s interpretation is that the session must be concluded within 30 days of its commencement.

PDK and AAK have asked Avni Dehari, who chairs the constituent session, to convene its continuation, while the Vetëvendosje Movement has insisted that a political agreement must first be reached.

Naim Jakaj of the Kosovo Law Institute called the demand for the session to continue “justified,” despite the expiry of the 30-day deadline.

“The fact that the constitutional deadline of 30 days has already been breached does not mean that the process should stop. On the contrary, after the deadline has been breached, the obligation to constitute the Assembly remains, and MPs must complete this process without further delay,” Jakaj told Radio Free Europe.

He explained that the Constitution does not provide for the Assembly to be dissolved automatically after the 30-day deadline has passed.

“The session must continue exactly where it was interrupted, and the Assembly must proceed with the election of the speaker and deputy speakers. Negotiations on electing the president are a separate constitutional process and cannot be made a prerequisite for constituting the Assembly,” Jakaj said.

The final results of the June 7 elections were certified on July 8, while the 30-day deadline for constituting the Assembly expired on August 7.

For this very reason, 14 civil society organizations, led by AVONET, have petitioned the Constitutional Court.

The head of PDK’s parliamentary group, Arian Tahiri, said his party is seeking to make the Assembly functional and protect the constitutional order.

“If all options within the Assembly are exhausted, we will take further courageous steps to protect the state,” Tahiri said.

AAK MP Besnik Tahiri also said his party would not allow what he described as “the violation of citizens’ rights.”

After the speeches, PDK and AAK MPs left the chamber and continued to remain in the Assembly lobby.

Shortly before they left, two MPs from the Vetëvendosje Movement also entered the chamber. MP Vigan Qorrolli said they were attending the event with the diaspora, while describing the opposition’s action as “permissible.”

However, Qorrolli reiterated LVV’s position that a political agreement must first be reached on continuing the constitution of the Assembly and forming the government.

PDK said all parties had been invited to attend in the chamber, but LDK MPs were not seen there.

Meanwhile, Dehari has said the session should not continue without a political agreement among the parties.

At the heart of the political deadlock remains the issue of electing the next president.

The Vetëvendosje Movement has called for a broader political agreement and a consensus, nonpartisan presidential candidate, while LDK has demanded that the post go to it.

PDK has insisted that constitutional procedures must first be respected and the constitution of the Assembly completed. AAK, meanwhile, has demanded compliance with constitutional deadlines and blamed Vetëvendosje for the institutional deadlock.

Ministrja në detyrë e Drejtësisë, Donika Gërvalla, e cila kishte hyrë në sallë për aktivitetin “Bashkatdhetarët në Kuvend”, u bëri thirrje deputetëve të opozitës të marrin pjesë në takimet e ftuara nga LVV-ja për arritjen e një marrëveshjeje politike.

“Ejani në takim”, u tha Gërvalla deputetëve, të cilët brohorisnin “Thirreni seancën!”.

Përplasje pati edhe mes deputetes së PDK-së, Ganimete Musliu, dhe deputetëve të LVV-së, Arbërie Nagavci e Egzon Azemi.

Musliu i quajti ata “superkriminela” dhe përsëriti kërkesën për vazhdimin e seancës. Ajo dhe deputetja e AAK-së, Albana Bytyqi, hodhën letra në drejtim të Nagavcit, ndërsa në një moment Bytyqi shihet duke e shtyrë atë.

Në përplasje të tjera u përfshinë edhe ushtruesja e detyrës së presidentes, Albulena Haxhiu, deputeti i LVV-së, Ardian Gola, si dhe deputetët e PDK-së, Vlora Çitaku, Eman Rrahmani dhe Blerta Deliu-Kodra.

Përplasja rreth vazhdimit të seancës, vjen pasi ka përfunduar afati 30-ditor për konstituimin e Kuvendit.

Seanca konstituive nisi më 6 gusht, por Kuvendi nuk arriti të përfundonte zgjedhjen e kryetarit dhe nënkryetarëve. Procesi mbeti pezull për shkak të mungesës së një marrëveshjeje politike.

Megjithatë, Gërvalla tha se interpretimi i LVV-së është se seanca duhet të përmbyllet 30 ditë nga nisja e saj.

PDK-ja dhe AAK-ja kanë kërkuar nga kryesuesi i seancës konstituive, Avni Dehari, që ta thërrasë vazhdimin e saj, ndërsa Lëvizja Vetëvendosje ka insistuar se fillimisht duhet të arrihet një marrëveshje politike.

Naim Jakaj nga Insituti i Kosovës për Drejtësi, e ka quajtur “të drejtë” kërkesën që seanca të vazhdojë, megjithë kalimin e afatit 30-ditor.

“Fakti që afati kushtetues prej 30 ditësh tashmë është shkelur nuk do të thotë se procesi duhet të ndalet. Përkundrazi, pas shkeljes së afatit, obligimi për konstituimin e Kuvendit vazhdon dhe deputetët duhet ta përfundojnë këtë proces pa vonesa të tjera”, tha Jakaj për Radion Evropa e Lirë.

Ai sqaroi se Kushtetuta nuk parasheh që Kuvendi të shpërndahet automatikisht pas kalimit të afatit 30-ditor.

“Seanca duhet të vazhdojë pikërisht aty ku është ndërprerë dhe Kuvendi duhet të procedojë me zgjedhjen e Kryetarit dhe të nënkryetarëve. Negociatat për zgjedhjen e Presidentit janë proces tjetër kushtetues dhe nuk mund të vendosen si parakusht për konstituimin e Kuvendit”, tha Jakaj.

Rezultatet përfundimtare të zgjedhjeve të 7 qershorit u certifikuan më 8 korrik, ndërsa afati 30-ditor për konstituimin e Kuvendit përfundoi më 7 gusht.

Pikërisht për këtë, 14 organizata të shoqërisë civile, të udhëhequra nga AVONET, i janë drejtuar Gjykatës Kushtetuese.

Shefi i grupit parlamentar të PDK-së, Arian Tahiri, tha se partia e tij po kërkon funksionalizimin e Kuvendit dhe mbrojtjen e rendit kushtetues.

“Nëse shteren mundësitë brenda Kuvendit, do të jenë hapat tonë të tjerë të guximshëm për ta mbrojtur shtetin”, tha Tahiri.

Edhe deputeti i AAK-së, Besnik Tahiri, tha se partia e tij nuk do të lejojë, siç u shpreh, “dhunimin e së drejtës së qytetarëve”.

Pas fjalimeve, deputetët e PDK-së dhe AAK-së dolën nga salla dhe vazhduan të qëndrojnë në hollin e Kuvendit.

Pak para largimit të tyre, në sallë hynë edhe dy deputetë të Lëvizjes Vetëvendosje. Deputeti Vigan Qorrolli tha se ata po merrnin pjesë në aktivitetin me mërgatën, ndërsa aksionin e opozitës e cilësoi si “të lejueshëm”.

Megjithatë, Qorrolli përsëriti qëndrimin e LVV-së se duhet të arrihet fillimisht një marrëveshje politike për vazhdimin e konstituimit të Kuvendit dhe formimin e Qeverisë.

PDK-ja tha se të gjitha partitë ishin ftuar të merrnin pjesë në sallë, por deputetët e LDK-së nuk u panë aty.

Ndërkaq, Dehari ka thënë se seanca nuk duhet të vazhdojë pa një marrëveshje politike mes partive.

Në thelb të ngërçit politik mbetet çështja e zgjedhjes së presidentit të ardhshëm.

Lëvizja Vetëvendosje ka kërkuar një marrëveshje më të gjerë politike dhe një kandidat konsensual e jopartiak për president, ndërsa LDK-ja ka kërkuar që posti t’i takojë asaj.

PDK-ja ka insistuar që fillimisht të respektohen procedurat kushtetuese dhe të përfundojë konstituimi i Kuvendit. AAK-ja, ndërkaq, ka kërkuar respektimin e afateve kushtetuese dhe ka fajësuar Vetëvendosjen për bllokimin institucional.

Bashkimi Evropian u ka bërë thirrje partive politike në Kosovë që të arrijnë sa më shpejt marrëveshje për një kandidat të përbashkët për president, duke paralajmëruar se vonesat në formimin e institucioneve mund të pengojnë reformat dhe të ndikojnë në përfitimin e fondeve të BE-së./ REL

MP Arbërie Nagavci, former head of the Vetëvendosje Movement Parliamentary Group, has said that electing the President of the Republic is a constitutional and political obligation for every member of the Assembly of Kosovo. She stressed that citizens expect responsible conduct, not institutional obstruction.

According to her, the solution does not lie in sending the country to elections again. Nagavci called for political differences to be overcome and for a broad consensus to be reached on the President of the Republic.

She said that the person elected as head of state should enjoy consensus, represent the unity of the people, and be known for integrity, values, and a proven contribution to the state and society.

Nagavci explained that the request for more time was made precisely to allow dialogue to lead to a political agreement that would serve the interests of the Republic and its citizens.

Recalling Prime Minister Albin Kurti’s positions, she stated that no agreement can be reached without understanding, concessions, and compromise.

Nagavci said that the VETËVENDOSJE! Movement has already taken its step back by withdrawing Glauk Konjufca’s candidacy. According to her, it is now up to the other political forces to make room for talks and help secure an agreement.

She emphasized that an uncompromising stance should apply only when defending the sovereignty, territorial integrity, democracy, and interests of the Republic of Kosovo. When it comes to forming institutions, however, Nagavci said that compromise and responsibility are essential.

In conclusion, Nagavci appealed for political dialogue and efforts to reach an agreement on the President of the Republic to be given a genuine chance. According to her, this would help avoid new, early, and unnecessary elections that would undermine institutional stability and the country’s economy.

Deputetja Arbërie Nagavci, ish-drejtuese e Grupit Parlamentar të Lëvizjes Vetëvendosje, ka thënë se zgjedhja e Presidentit ose Presidentes së Republikës përbën detyrim kushtetues dhe politik për secilin deputet të Kuvendit të Kosovës. Ajo ka nënvizuar se qytetarët kërkojnë sjellje të përgjegjshme dhe jo pengesa institucionale.

Sipas saj, zgjidhja nuk qëndron te dërgimi i vendit sërish në zgjedhje. Nagavci ka kërkuar që dallimet politike të tejkalohen dhe të gjendet një pajtim i gjerë rreth Presidentit ose Presidentes së Republikës.

Ajo ka vlerësuar se në krye të shtetit duhet të zgjidhet një personalitet që gëzon konsensus, përfaqëson unitetin e popullit dhe njihet për integritet, vlera, si dhe kontribut të dëshmuar ndaj shtetit e shoqërisë.

Nagavci ka sqaruar se kërkesa për më shumë kohë është bërë pikërisht që dialogu të mundësojë arritjen e një marrëveshjeje politike, e cila do t’u shërbente interesave të Republikës dhe qytetarëve.

Duke rikujtuar qëndrimet e kryeministrit Albin Kurti, ajo ka deklaruar se asnjë marrëveshje nuk mund të krijohet në mungesë të mirëkuptimit, koncesioneve dhe kompromisit.

Nagavci ka thënë se Lëvizja VETËVENDOSJE! e ka ndërmarrë tashmë hapin e saj të tërheqjes, duke hequr dorë nga kandidatura e Glauk Konjufcës. Sipas saj, tash u takon edhe forcave të tjera politike t’u krijojnë hapësirë bisedimeve dhe të ndihmojnë në sigurimin e një marrëveshjeje.

Ajo ka theksuar se qëndrimi pa kompromis duhet të vlejë vetëm kur mbrohen sovraniteti, integriteti territorial, demokracia dhe interesi i Republikës së Kosovës. Ndërkaq, për formimin e institucioneve, Nagavci ka vlerësuar se kompromisi dhe përgjegjësia janë të domosdoshme.

Në përmbyllje, Nagavci ka apeluar që dialogut politik dhe përpjekjeve për marrëveshje mbi Presidentin ose Presidenten e Republikës t’u jepet një mundësi e mirëfilltë. The Vetëvendosje Movement believes that Vjosa Osmani, the Democratic League of Kosovo’s presidential candidate, does not represent a consensus choice for the country’s next head of state.

Arbërie Nagavci, an LVV MP-elect, made this position known to Radio Dukagjini. She expressed confidence that Kosovo has worthy candidates to serve in this role.

Nagavci said the meaning of a consensus candidacy is clear and that such a person should not come from the current political scene. According to her, citizens expressed their will regarding all candidates through the results of the June elections, and that will must be respected alongside the responsibilities entrusted to political representatives in the latest elections.

She added that recent developments demonstrate a lack of unity around a consensus candidate, in this case Vjosa Osmani. However, Nagavci believes there is still time and room for discussions so that the country can be presented with a presidential candidate who has consensus support. According to her, Kosovo has candidates who would be worthy of this important institutional position.

The MP-elect said that the Vetëvendosje Movement has names who could be consensus candidates for the country’s next president. Nevertheless, she believes the final nominee should be determined through negotiations with the parties that will take part in the vote.

Nagavci stressed that there are potential candidates, but that the current stage requires a process of discussion and negotiation, as well as full agreement among the parties and MPs who will be involved in the voting process.

The former head of Vetëvendosje’s parliamentary group reiterated that electing the president is a shared responsibility of all political parties that have secured seats in the Assembly of Kosovo.

Because of the lack of a political agreement on the issue of the president, Kosovo went to elections held on June 7, in which the Vetëvendosje Movement came first.

Lëvizja Vetëvendosje vlerëson se Vjosa Osmani, kandidatja e Lidhjes Demokratike të Kosovës për presidente, nuk përfaqëson një zgjedhje konsensuale për postin e ardhshëm të kreut të shtetit.

Nagavci tha se kuptimi i një kandidature konsensuale është i qartë dhe se një person i tillë nuk duhet të vijë nga skena e tanishme politike. Sipas saj, qytetarët e shprehën vullnetin e tyre për të gjithë kandidatët përmes rezultatit të zgjedhjeve të qershorit, ndaj ky vullnet duhet respektuar krahas përgjegjësive që u janë besuar përfaqësuesve politikë në zgjedhjet e fundit.

Ajo shtoi se zhvillimet e fundit dëshmojnë mungesën e unitetit rreth një kandidati apo kandidateje konsensuale, në këtë rast Vjosa Osmanit. Megjithatë, Nagavci konsideron se ka ende kohë dhe hapësirë për diskutime, në mënyrë që vendit t’i propozohet një president ose presidente me mbështetje konsensuale. Sipas saj, Kosova ka kandidatë që do të ishin të denjë për këtë pozitë të rëndësishme institucionale.

Deputetja e zgjedhur deklaroi se Lëvizja Vetëvendosje ka emra që mund të jenë konsensualë për presidentin ose presidenten e ardhshme. Sidoqoftë, ajo beson se emri përfundimtar duhet të përcaktohet përmes negociatave me partitë që do të marrin pjesë në votim.

Nagavci theksoi se emra ka, por në fazën aktuale nevojitet një proces diskutimi dhe negocimi, si dhe pajtueshmëri e plotë mes partive dhe deputetëve që do të përfshihen në procesin e votimit.

Ish-shefja e grupit parlamentar të Vetëvendosjes përsëriti se zgjedhja e presidentit është përgjegjësi e përbashkët e të gjitha partive politike që kanë siguruar ulëse në Kuvendin e Kosovës.

Për shkak të mungesës së një marrëveshjeje politike për çështjen e presidentit, Kosova shkoi në zgjedhjet e mbajtura më 7 qershor, në të cilat Lëvizja Vetëvendosje doli e para.

“Kosova ka respektuar dhe ka përdorur abetaren e përbashkët që është vendosur vite më parë mes dy shteteve”, ka deklaruar Nagavci në emisionin “Mirëmëngjes”.

Ajo sqaroi se marrëveshja për një abetare të unifikuar nuk është respektuar nga ana e Shqipërisë.

“Edhe vite më parë, është iniciuar, është pranuar dhe ka filluar të punohet me një abetare të përbashkët. Në Kosovë e kemi respektuar, e kemi pasur atë abetare në përdorim për një kohë të gjatë. Me aq sa jam në njohuri në Republikën e Shqipërisë nuk është përdorur e njëjta abetare në të gjitha shkollat apo gjatë gjithë kësaj kohe”, u shpreh ministrja.

Ndërkohë Nagavci komentoi edhe refuzimin e vizitës në Preshevë nga ana e autoriteteve serbe.

“Përgjigjja zyrtare nga ana e Serbisë na është dërguar pak minuta para nisjes së datës 27 nëntor. Përgjigja ishte e shkurtët. ‘Fatkeqësisht nuk mund t’u aprovohet leja për vizitë kësaj radhe, do ta shqyrtojmë në një rast tjetër kërkesën tuaj’, kështu na u tha”, tregoi ministrja.

Ajo tha më tej se kishin planifikuar të takoheshin me përfaqësues të Preshevës, Medvegjës dhe Bujanovcit, por siguroi që bashkëpunimi nuk do të mungojë në të ardhmen./Express
