Kosovo Police has explained the reasons for terminating Lieutenant Arben Visoqi’s employment. The institution’s response came one day after he announced that he had been dismissed from Kosovo Police after 26 years of service.

Visoqi had said that the disciplinary proceedings against him were opened on the basis of an anonymous complaint. He had also alleged retaliation, which he linked to whistleblower reports he said he had filed concerning officials within the Police.

In its statement, the Police said that a total of 15 disciplinary cases had been initiated against Visoqi. Of these, 13 had been reviewed at the central level, while two others had been handled at the regional level.

According to the Police, three of these cases concerned comments and posts on social media, while a total of six disciplinary measures had been imposed.

In the case initiated and concluded with a disciplinary measure in 2016, Visoqi had 30% of his salary withheld for two months. In another proceeding, launched in 2025, the measure imposed in 2026 was a 30% salary deduction for six months.

The third case was initiated in 2026, and his employment was terminated that same year. The Police also included in this overview the latest case from August 2026, in which the Kosovo Police’s decision was dismissal.

The institution claims that Visoqi had repeated the same violations by failing to act in accordance with the established disciplinary procedures.

The statement cites provisions of Administrative Instruction No. 04/2019 on Violations, Measures and Disciplinary Procedures in Kosovo Police. The Police refers to Article 20 on serious discreditable conduct, paragraph 1, point 1.14, concerning actions that damage the image of Kosovo Police, whether carried out on or off duty.

It also cites Article 21 on serious insubordination, paragraph 1, point 1.13, which includes failure or neglect, through action or inaction, to implement the orders and instructions of the central-level authority.

The Police also mentions Article 24 on serious abuse of authority, paragraph 1, point 1.17. This provision concerns publishing, displaying, distributing or commenting on posts, photographs, videos and recordings that damage the Police’s image.

Regarding the dismissal decision, the Police said that the parties had received legal advice about their right to appeal to the competent court.

In his response a day earlier, Visoqi had announced that he would pursue his claims through legal channels. He said that he now had to defend his rights in court and before other authorities.

Arben Visoqi is also the son-in-law of former Kosovo President Hashim Thaçi. He himself had mentioned this family connection in his response.

Policia e Kosovës ka sqaruar arsyet e ndërprerjes së marrëdhënies së punës për togerin Arben Visoqi. Reagimi i institucionit erdhi një ditë pasi ai njoftoi se ishte larguar nga Policia e Kosovës pas 26 vitesh shërbim.

Visoqi kishte thënë se procedura disiplinore ndaj tij ishte hapur mbi bazën e një ankese anonime. Ai kishte ngritur gjithashtu pretendime për hakmarrje, të cilat i lidhi me raportet sinjalizuese që, sipas tij, kishte bërë për zyrtarë brenda Policisë.

Në komunikatën e saj, Policia bëri të ditur se ndaj Visoqit ishin iniciuar gjithsej 15 raste disiplinore. Prej tyre, 13 ishin shqyrtuar në nivelin qendror, ndërsa dy të tjera në nivelin rajonal.

Sipas Policisë, tri nga këto raste lidheshin me komente dhe shkrime në rrjetet sociale, ndërsa në total ishin vendosur gjashtë masa disiplinore.

Për rastin e iniciuar dhe të përfunduar me masë në vitin 2016, Visoqit i ishte ndalur 30% e pagës për dy muaj. Në një tjetër procedurë, të nisur në vitin 2025, masa e shqiptuar në vitin 2026 ishte ndalesë prej 30% në pagë për gjashtë muaj.

Rasti i tretë ishte iniciuar në vitin 2026 dhe po atë vit ishte marrë masa e ndërprerjes së marrëdhënies së punës. Policia e përfshiu në këtë pasqyrë edhe rastin e fundit të gushtit 2026, për të cilin vendimi i PK-së ishte largimi nga puna.

Institucioni pretendon se Visoqi i kishte përsëritur të njëjtat shkelje, duke mos vepruar në përputhje me procedurat disiplinore të përcaktuara.

Në komunikatë përmenden dispozitat e Udhëzimit Administrativ nr. 04/2019 për Shkeljet, Masat dhe Procedurat Disiplinore në Policinë e Kosovës. Policia i referohet nenit 20 për sjellje të rëndë diskredituese, paragrafit 1, pikës 1.14, që lidhet me veprime të cilat dëmtojnë imazhin e Policisë së Kosovës gjatë ushtrimit të detyrës ose jashtë saj.

Po ashtu, citohet neni 21 për mosbindje të rëndë, paragrafi 1, pika 1.13, që përfshin moszbatimin ose nënvlerësimin, me veprim apo mosveprim, të urdhrave dhe udhëzimeve të autoritetit të nivelit qendror.

Policia përmend edhe nenin 24 për shkelje të rëndë të autorizimit, paragrafi 1, pika 1.17. Kjo dispozitë ka të bëjë me publikimin, shfaqjen, shpërndarjen ose komentimin e postimeve, fotografive, videove dhe incizimeve që dëmtojnë imazhin e Policisë.

Sa i përket vendimit për largimin nga puna, Policia njoftoi se palët janë këshilluar juridikisht për të drejtën e ankimit në gjykatën kompetente.

Në reagimin e tij të një dite më parë, Visoqi kishte paralajmëruar se pretendimet do t’i ndiqte përmes rrugëve ligjore. Ai tha se tashmë i mbetej ta mbronte të drejtën e tij në gjykatë dhe në instanca të tjera.

Arben Visoqi është gjithashtu dhëndër i ish-presidentit të Kosovës, Hashim Thaçi. Këtë lidhje familjare ai e kishte përmendur vetë në reagimin e tij.
