The Kosovo Judicial Council (KJC) will hold its next meeting on Friday, August 7, 2026. Among the issues expected to be reviewed are the request submitted by the Acting President of the Republic of Kosovo, Albulena Haxhiu, and the notices from judges and staff from the Serbian community regarding the withdrawal of their resignations.

The agenda contains a total of 16 items, with this issue listed as the ninth item, “Betimi për Drejtësi” reports. At the previous meeting, held on July 24, the matter was not reviewed due to a lack of quorum.

On June 19, 2026, Albulena Haxhiu, in her capacity as Acting President, wrote to KJC Chair Rrustem Thaqi, requesting that the Council make a final decision regarding the resignations submitted by Serbian judges and support staff in Kosovo’s judicial system.

In her letter, Haxhiu warned that leaving these positions unfilled for an extended period undermines legal certainty, hampers the full functioning of the justice system, and damages the efficiency of the responsible institutions.

Meanwhile, at its meeting on July 20, 2026, the Kosovo Prosecutorial Council rejected the withdrawal of the resignations of Serbian prosecutors and support staff in the prosecutorial system. Following this decision, the matter was forwarded to the Acting President for their dismissal from office.

One day later, on July 21, Haxhiu announced that she had signed decrees dismissing seven Serbian prosecutors who had submitted their resignations in 2022.

The European Union described the decisions by the KPC and Haxhiu as actions contrary to the law.

“The EU is concerned by yesterday’s decision of the Kosovo Prosecutorial Council (KPC) to accept resignations that had already been withdrawn and by today’s decision of the Acting President to decree the resignations. This does not appear to be in accordance with the law, due legal process, and the general requirements of the rule of law in Kosovo. The EU calls on all relevant institutions to refrain from actions aimed at obstructing the reintegration of Kosovo Serb judicial personnel,” the EU said in its response.

He will begin his engagement on September 1, 2026, with an initial mandate of two years, succeeding Estonian Aivo Orav in the post.

Schubel brings with him a wealth of experience from the European External Action Service (EEAS), the European Commission, and German diplomacy.

In his most recent role, he headed the Russia Division within the EEAS structure.

Previously, his career has included the position of EU Special Envoy for the Eastern Partnership in 2022-2024, as well as heading the EU Delegations in Belarus (2019-2022) and Moldova (from 2009 to 2013).

Based on the Council’s official decision, Schubel’s mandate will be directed towards promoting a Kosovo with stable, democratic institutions that respects ethnic diversity, giving impetus to the country’s European integration process.

He will oversee the implementation of priorities in the political, economic and security spheres, assist in consolidating standards of human rights, rule of law and minority protection, and facilitate coordination of the European Union’s political actions on the ground.

Likewise, his responsibilities include providing political direction for the EU Rule of Law Mission in Kosovo (EULEX) and supporting the dialogue between Pristina and Belgrade, with the objective of strengthening regional stability and good neighbourly coexistence.
