Andin Hoti, acting minister of the Ministry of Labor, Family and Liberation War Values and also an MP from VV, has reacted strongly to the political deadlock surrounding the establishment of Kosovo’s new institutions. He accused the opposition parties of acting against the will expressed by citizens in the parliamentary elections.

In his public response, Hoti directed particular criticism at the PDK, AAK and LDK. According to him, these parties’ positions are irresponsible and stem from party interests, while their refusal to hold talks and the conditions they are imposing are preventing state institutions from becoming operational, “Bota sot” reports.

He stressed that the political entities that secured seats in the Assembly have a duty, both politically and institutionally, to contribute to reaching a solution. According to Hoti, they must not evade responsibility or seek through negotiations what they did not receive from the citizens’ vote.

According to Hoti, the current developments in Kosovo have gone beyond political irresponsibility and have turned into contempt for the will of the citizens.

He says the PDK and AAK have chosen the easiest option for themselves, but not for the citizens and Kosovo: they have given up, withdrawn from every negotiation process and then blamed others from a distance.

Hoti reminds them that the leaders of political parties are not “directors of mushroom companies.” They lead political entities that received votes from citizens and seats in the Assembly of the Republic, and therefore have a political, democratic and institutional obligation to sit down and discuss the establishment of the country’s institutions.

Regarding the PDK, he says its position is not to take even a single step, adding that this is also where “their love for the state ends.”

Meanwhile, he accuses the AAK of engaging in an ugly game by setting conditions and presenting them as a sacrifice for the good of the citizens, as though Kosovo’s salvation had suddenly been found there. Hoti says the party forgets that it has been in power dozens of times, yet it did not treat many of these “vital causes” either as political priorities or with serious plans, much less implement them while it was in government.

He claims that after Albin Kurti led a government that strengthened the state’s sovereignty and moved Kosovo forward in many areas, these parties are now resorting to base political maneuvers and trying to present themselves to citizens as saviors.

Hoti calls this disgusting.

Regarding the LDK, he says that instead of accepting the election result as it is, the party is trying to use the citizens’ vote as a tool for internal bargaining. According to him, the party aims to placate its internal ambitions and problems by obtaining institutional posts that citizens did not grant it through their votes.

He firmly rejects this approach.

According to Hoti, democracy cannot function this way.

He stresses that the latest elections, just like the previous two elections, sent a political signal that cannot be undone through agreements behind closed doors: citizens have made it clear whom they entrust with the primary responsibility for governing.

Hoti insists that the will of the people cannot become an object of trade.

According to him, a party cannot lose the elections and then demand at the negotiating table what citizens did not give it at the ballot box.

He believes that the establishment of functioning institutions and the will of the citizens are being held hostage because of party and personal interests and narrow political calculations.

Then, he adds, those same people come out and ask in astonishment: “Why are the institutions not being formed?”

Hoti’s answer is that some consider blocking Albin Kurti more important than unblocking Kosovo.

He adds that, for some, it appears that any other outcome is acceptable, but not the one determined by the people.

According to him, such conduct does not constitute opposition politics.

Hoti describes it as political madness.

He underlines that Kosovo does not belong to any party and that institutions are not spoils to be divided until everyone fulfills their own ambitions.

Finally, Hoti calls on everyone to exercise precisely the responsibility entrusted to them by the vote.

Andin Hoti, ministër në detyrë i Ministrisë për Punë, Familje dhe Vlera të Luftës Çlirimtare dhe njëkohësisht deputet i VV-së, ka reaguar ashpër ndaj ngërçit politik rreth konstituimit të institucioneve të reja të Kosovës. Ai i ka akuzuar partitë opozitare se po veprojnë kundër vullnetit që qytetarët shprehën në zgjedhjet parlamentare.

Në reagimin e tij publik, Hoti ka drejtuar kritika të veçanta ndaj PDK-së, AAK-së dhe LDK-së. Sipas tij, qëndrimet e këtyre partive janë të papërgjegjshme dhe burojnë nga interesat partiake, ndërsa refuzimi i bisedimeve dhe kushtëzimet po e pengojnë funksionalizimin e institucioneve shtetërore, përcjell “Bota sot”.

Ai ka theksuar se subjektet që kanë siguruar mandate në Kuvend e kanë për detyrë, si politikisht ashtu edhe institucionalisht, të kontribuojnë për arritjen e një zgjidhjeje. Sipas Hotit, ato nuk duhet t’i ikin përgjegjësisë dhe as të synojnë përmes negociatave atë që nuk e kanë marrë nga vota e qytetarëve.

Reagimi i plotë

Sipas Hotit, zhvillimet aktuale në Kosovë e kanë tejkaluar papërgjegjësinë politike dhe janë kthyer në përçmim të vullnetit qytetar.

Ai thotë se PDK-ja dhe AAK-ja kanë zgjedhur alternativën më të lehtë për veten, por jo për qytetarët dhe Kosovën: janë dorëzuar, janë larguar nga çdo proces bisedimesh dhe më pas kanë fajësuar të tjerët nga distanca.

Hoti ua kujton atyre se drejtuesit e partive politike nuk janë “drejtorë të kompanive të kërpudhave”. Ata udhëheqin subjekte që kanë marrë vota nga qytetarët dhe vende në Kuvendin e Republikës, prandaj kanë detyrim politik, demokratik dhe institucional të ulen për të diskutuar krijimin e institucioneve të vendit.

Për PDK-në, ai shprehet se qëndrimi i saj është të mos bëjë as edhe një hap, duke shtuar se aty përfundon edhe “dashuria ndaj shtetit për ta”.

Ndërkaq, AAK-në e akuzon se ka hyrë në një lojë të shëmtuar, duke parashtruar kushte dhe duke i paraqitur ato si sakrificë në të mirë të qytetarit, sikur aty të gjendej papritur shpëtimi i Kosovës. Hoti thotë se kjo parti harron që ka qenë dhjetëra herë në pushtet, por shumë prej këtyre “kauzave jetike” nuk i ka trajtuar as si përparësi politike dhe as me plane serioze, e aq më pak i ka zbatuar gjatë kohës kur ka qeverisur.

Ai pohon se, pasi Albin Kurti drejtoi një qeverisje që fuqizoi sovranitetin e shtetit dhe e çoi Kosovën përpara në shumë fusha, këto parti tani po përdorin manovra të ulëta politike dhe po përpiqen t’u paraqiten qytetarëve si shpëtimtare.

Hoti e quan këtë të neveritshme.

Për LDK-në, ai thotë se, në vend që ta pranojë rezultatin zgjedhor ashtu siç është, po mundohet ta përdorë votën e qytetarëve si mjet për pazare të brendshme. Sipas tij, kjo parti synon t’i qetësojë ambiciet dhe problemet e brendshme duke marrë poste institucionale që qytetarët nuk ia kanë dhënë përmes votës.

Ai e kundërshton prerazi këtë qasje.

Sipas Hotit, demokracia nuk mund të funksionojë në këtë mënyrë.

Ai thekson se zgjedhjet e fundit, njësoj si edhe dy palë zgjedhjet pararendëse, kanë përcjellë një sinjal politik që nuk mund të zhbëhet me marrëveshje prapa dyerve të mbyllura: qytetarët e kanë bërë të qartë se kujt ia besojnë përgjegjësinë kryesore për qeverisjen.

Hoti këmbëngul se vullneti i popullit nuk mund të bëhet objekt tregtie.

Sipas tij, një parti nuk mund t’i humbë zgjedhjet dhe më pas të kërkojë në tryezën e bisedimeve atë që qytetarët nuk ia dhanë në kutitë e votimit.

Ai vlerëson se funksionalizimi i institucioneve dhe vullneti qytetar po mbahen peng për shkak të interesave partiake e personale dhe llogarive të ngushta politike.

Më pas, shton ai, të njëjtët dalin dhe pyesin me habi: “Pse nuk po formohen institucionet?”

Përgjigjja e Hotit është se disa e konsiderojnë më të rëndësishme bllokimin e Albin Kurtit sesa zhbllokimin e Kosovës.

Ai shton se, për disa, duket se mund të pranohet çdo përfundim tjetër, por jo ai që ka përcaktuar populli.

Sipas tij, një sjellje e tillë nuk përbën opozitarizëm.

Hoti e cilëson atë si marrëzi politike.

Ai nënvizon se Kosova nuk i përket asnjë partie dhe se institucionet nuk janë plaçkë që mund të ndahet derisa secili t’i përmbushë ambiciet e veta.

Në fund, Hoti kërkon që secili ta ushtrojë pikërisht përgjegjësinë që i është dhënë nga vota.

Andin Hoti, acting minister for Labor, Family and the Values of the Liberation War, has reacted to the arrest in Serbia of a person suspected of helping locate a mass grave in Kosovo.

According to Hoti, the move constitutes an “attempt to kill the truth.”

“The fact that a person has been arrested on suspicion of contributing to the discovery of a mass grave in Kosovo clearly shows that Serbia, instead of fighting war crimes, is trying to fight the truth,” he wrote.

Hoti said Serbia continues to protect criminals, intimidate witnesses and obstruct the process of clarifying the fate of missing persons.

“The message conveyed by every arrest of this kind is clear: anyone who speaks about mass graves is punished,” Hoti said.

He stressed that this was not simply a lack of cooperation, but “direct sabotage of the process to uncover the fate of missing persons.” According to him, such conduct also runs counter to the spirit of the Declaration on Missing Persons agreed upon in Brussels.

Hoti also criticized the European Union, accusing it of “inaction.”

“There can be no claim of upholding European values, reconciliation and dialogue while, at the same time, actions aimed at intimidating witnesses and protecting the concealment of war crimes are tolerated,” he said.

On behalf of the families of more than 1,570 people who remain missing, Hoti called for justice and increased pressure on Serbia.

“By remaining silent and tolerating such conduct, the families are not brought closer to the truth, but pushed even further away from it,” Hoti concluded.

Andin Hoti, ministër në detyrë për Punë, Familje dhe Vlerat e Luftës Çlirimtare, ka reaguar lidhur me arrestimin në Serbi të një personi që dyshohet se ka ndihmuar në gjetjen e një varreze masive në Kosovë.

Sipas Hotit, ky veprim përbën një “tentim-vrasje ndaj të vërtetës”.

“Fakti që arrestohet një person me dyshimin se ka kontribuar në zbulimin e një varreze masive në Kosovë tregon qartazi se Serbia, në vend që të luftojë krimet e luftës, po përpiqet të luftojë të vërtetën”, ka shkruar ai.

Hoti ka vlerësuar se Serbia po vijon t’u ofrojë mbrojtje kriminelëve, të ushtrojë frikësim ndaj dëshmitarëve dhe të vendosë pengesa në procesin e sqarimit të fatit të personave të zhdukur.

“Mesazhi që përcillet përmes secilit arrestim të këtij lloji është i qartë: kushdo që flet për varrezat masive, dënohet”, është shprehur Hoti.

Ai ka theksuar se nuk bëhet fjalë thjesht për mungesë bashkëpunimi, por për “sabotim të drejtpërdrejtë të procesit për zbardhjen e fatit të personave të zhdukur”. Për familjet e mbi 1 mijë e 570 personave që vazhdojnë të jenë të zhdukur, Hoti ka kërkuar drejtësi dhe shtim të presionit ndaj Serbisë.

“Duke heshtur dhe toleruar një sjellje të tillë, familjet nuk afrohen me të vërtetën, por largohen edhe më tepër prej saj”, ka përfunduar Hoti.

Two young people were injured yesterday when a crane collapsed in the Hospital Neighborhood. One of them, a 26-year-old, succumbed to his injuries and died at the University Clinical Center of Kosovo.

Acting Minister of Labor, Family and Liberation War Values Andin Hoti spoke about the incident. He said the case is being reviewed and investigated by the Central Labor Inspectorate, the Pristina Municipal Inspectorate and other justice authorities.

In a statement to KP, Hoti described the incident as tragic and extremely serious, perhaps the most serious one they have been informed about. According to him, it is deplorable that the case is being used for attacks between parties at the central and municipal levels.

He said the Central Labor Inspectorate had issued a statement or response regarding the case. According to the preliminary information obtained so far, the equipment, or crane, was in the process of being assembled when the incident occurred.

Hoti stressed that the conclusions and other details will be made public after the prosecution presents its version and the Central Labor Inspectorate completes its full report. He called for such incidents not to be used irresponsibly, causing further distress to the families.

According to him, full accountability must be sought, and anyone found responsible must be held to account. Hoti added that responsibilities are divided and clearly defined by law, while the prosecution, relying on the legislation in force, will make the final decision.

The acting minister also announced that a decision had been made today which, according to him, is expected to be published tomorrow. Under this decision, from September 1 the Central Labor Inspectorate will switch exclusively to digital inspections, including the use of drones at worksites.

Hoti explained that inspectors will carry out their work using laptops, phones or other forms of technology. Once an inspector begins recording data, the information will automatically be sent to the system and the relevant servers.

He said this method of working would provide greater transparency as well as oversight of inspectors. According to Hoti, digitalization is expected to increase their oversight and efficiency, while drones will also be deployed for inspections from September 1.

Dy të rinj u lënduan dje nga rrëzimi i një vinçi në Lagjen e Spitalit. Njëri prej tyre, 26 vjeç, nuk u mbijetoi plagëve dhe ndërroi jetë në Qendrën Klinike dhe Universitare të Kosovës.

Për këtë ngjarje ka folur ministri në detyrë për Punë, Familje dhe Vlerat e Luftës Çlirimtare, Andin Hoti. Ai deklaroi se rasti po shqyrtohet dhe hetohet nga Inspektorati Qendror i Punës, Inspektorati i Komunës së Prishtinës dhe organet e tjera të drejtësisë.

Në një prononcim për kp, Hoti e cilësoi ngjarjen si tragjike dhe shumë të rëndë, ndoshta më të rëndën për të cilën kanë informacione. Sipas tij, është shumë e ulët që rasti të shfrytëzohet për sulme ndërmjet palëve të nivelit qendror dhe atij komunal.

Ai tha se Inspektorati Qendror i Punës ka publikuar një deklaratë apo reagim lidhur me rastin. Nga informacionet paraprake të siguruara deri tani, pajisja ose vinçi ndodhej në proces montimi në momentin e ngjarjes.

Hoti theksoi se përfundimet dhe hollësitë e tjera do të bëhen të ditura pasi prokuroria të paraqesë versionin e saj dhe Inspektorati Qendror i Punës të përfundojë raportin e plotë. Ai kërkoi që ngjarje të tilla të mos përdoren në mënyrë të papërgjegjshme, duke shkaktuar shqetësim shtesë për familjet.

Sipas tij, përgjegjësia duhet të kërkohet deri në fund dhe cilido që konstatohet se është përgjegjës duhet të japë llogari. Hoti shtoi se kompetencat janë të ndara dhe të përcaktuara qartë me ligj, ndërsa prokuroria, duke u mbështetur në legjislacionin në fuqi, do ta marrë vendimin përfundimtar.

Ministri në detyrë njoftoi gjithashtu se sot është marrë një vendim që, sipas tij, pritet të publikohet nesër. Në bazë të këtij vendimi, nga 1 shtatori Inspektorati Qendror i Punës do të kalojë vetëm në inspektime dixhitale, ku përfshihet edhe përdorimi i dronëve nëpër vendpunishte.

Hoti shpjegoi se inspektorët do ta kryejnë punën përmes laptopëve, telefonave ose formave të tjera të teknologjisë. Me nisjen e regjistrimit të të dhënave nga inspektori, informacionet do të dërgohen automatikisht në sistem dhe në serverët përkatës.

Ai vlerësoi se kjo mënyrë pune do të mundësojë më shumë transparencë, si dhe kontroll mbi inspektorët. Sipas Hotit, dixhitalizimi pritet ta rrisë kontrollin dhe efikasitetin e tyre, ndërsa prej 1 shtatorit në funksion të inspektimeve do të vendosen edhe dronët.

Acting Minister of Labor, Family and Kosovo Liberation War Values Andin Hoti met with Veton Berisha, a re-elected member of the Assembly of Kosovo and chairman of the Egyptian Liberal Party.

The discussion focused on the need to inform citizens about the programs and opportunities offered by the Employment Agency of the Republic of Kosovo. Particular attention was paid to creating equal opportunities for all citizens, including members of minority communities.

Hoti said he also briefed Berisha on the draft of the new Law on Social Welfare and Social Protection Programs, which is part of the social policy reform.

According to the acting minister, one of the reform’s key changes is the elimination of the requirement for a child to be under the age of five as a prerequisite for receiving social assistance. The change aims to ensure fairer and more inclusive treatment for families in need.

Në rast se përgjigjja nuk mund të jepet brenda këtij afati, qytetarët do të njoftohen për arsyet e vonesës dhe për kohën e parashikuar për përfundimin e trajtimit.

Hoti ka theksuar se detyrimi për të respektuar qytetarin është një obligacion për çdo zyrtar publik. Ai ka shtuar se që në momentin e marrjes së mandatit, prioriteti i tij ka qenë rritja e cilësisë së shërbimit ndaj qytetarëve. Për këtë qëllim, janë ngritur platforma të reja për kontakt me publikun, përfshirë adresa zyrtare për ankesa, kërkesa dhe informacione, duke e bërë më të thjeshtë ndërveprimin me ministrinë.

Ministri gjithashtu ka vënë theksin në krijimin e një kulture institucionale që garanton një akses të drejtpërdrejtë, transparent dhe pa vonesa për qytetarët. “Besoj se administrata publike duhet t’i shërbejë qytetarit dhe se ministria ekziston për ta. Dua që çdo qytetar të trajtohet me respekt,” ka përfunduar ai.
