The Parliamentary Group of the Democratic Party of Kosovo has announced that it will appear in the Assembly of Kosovo chamber on Monday at 11:00. The move comes as part of its demand for the resumption of the constitutive session and the completion of the Assembly’s constitution.

Meanwhile, Kosovo’s new institutions remain non-functional due to the political deadlock. The latest meeting between LVV and LDK has raised hopes of a possible rapprochement, but no concrete agreement has been reached so far.

Analysts believe that the parties must overcome their political interests and calculations, placing citizens’ needs and the swift establishment of institutions first.

LVV and LDK are holding discussions within their respective structures and are expected to hold another meeting soon, with the post of president set to be the main topic.

An agreement between these two political entities is seen as an alternative to avoiding elections. However, political experts stress that a solution should be sought across the entire political spectrum.

“We hope that the agreement between the political entities, LVV and LDK, will be finalised as soon as possible and that they will offer the country a solution regarding the issue of the president. It would be positive for other opposition entities to join this agreement as well, so that the process and the institution of the president itself have the broadest possible support,” said political analyst Ramadan Baraliu.

According to experts, political entities are responsible for taking citizens’ interests into account and establishing the country’s new institutions as soon as possible.

“The current political crisis surrounding the election of the president should primarily be viewed as a political problem rather than in other aspects. It is important for all political structures in the Assembly of Kosovo to sit down and reach a consensus, in order to provide the country with a president who is as broadly consensual as possible and within the shortest possible timeframe,” Baraliu stated.

Naim Jakaj, a senior researcher at IKD, warned that the lack of an agreement could have consequences for citizens and civil society.

“If this does not happen, meaning if there is no political agreement and political parties want to go to elections, then we as civil society and as citizens will only see the consequences that will arise as a result of the lack of institutions in the Republic of Kosovo,” Jakaj said.

The Democratic Party of Kosovo continues to insist on remaining in opposition. Meanwhile, the Alliance has refused to meet with acting Prime Minister Albin Kurti until its six conditions are met.

Another meeting between Kurti and Abdixhiku has been announced for the coming days. According to announcements, concrete names for the post of president are expected to be discussed at this meeting.

Albin Kurti and Lumir Abdixhiku have held discussions on the criteria that Kosovo’s new president should meet.

During their communication, both leaders expressed a willingness to reach an agreement. They agreed that the head of state should be a respected, deserving figure capable of guaranteeing the unity and stability of the institutions.

Kurti said the country needs a deserving and constitutional president who reflects the values of society, has contributed to the people and has a defined profession. According to him, such a figure would not create doubts about the role, function and duties they would perform during the next five years.

Abdixhiku said that the LDK is not seeking anything in return, but aims to see a dignified president elected and institutional stability preserved. He said Kosovo does not need an insignificant president, but a respected person who would carry out the country’s highest state function with dignity, adding that the country has such figures.

In a statement to “Bota sot”, analyst Saim Tahiraj viewed the possibility of an agreement between the parties with skepticism. He warned that the dialogue could be part of political games aimed at further compromising and weakening the LDK, although he stressed that the establishment of institutions is essential for Kosovo.

Tahiraj welcomed the start of the talks and expressed hope that they would produce a concrete agreement enabling the formation of state institutions. According to him, Kosovo cannot remain indefinitely with blocked institutions, as making them functional is necessary for the normal functioning of the state, political stability and the handling of the many challenges it faces.

Nevertheless, he said he remains skeptical about reaching an agreement, despite the political leaders’ obligation to the state. Tahiraj expressed suspicion that the meetings could serve more as part of political calculations against the LDK than as a sincere effort to find a solution that Kosovo needs.

Tahiraj believes that Kosovo is currently closer to new elections than to a political agreement. He criticized party interests and calculations, calling for the state to be placed above the party, power and personal interests.

According to him, if the state interest were genuinely placed above party and personal interests, reaching an agreement would be much easier. He said that so far there have been more political calculations than state responsibility, and warned that new elections would cause significant harm to the country.

The analyst added that leaders must understand that Kosovo needs functioning institutions, not more political calculations. According to him, the country risks being harmed even further by the institutional crisis if the state interest is not placed above party and personal interests.

Jakupi: Above all, this meeting was expected to produce concrete results, not merely an exchange of positions

Political analyst Zejnullah Jakupi considers the meeting between Albin Kurti and the LDK an important opportunity to unblock the institutional crisis, but does not necessarily see it as a decisive moment.

Jakupi stressed that the meeting is important because it restores direct dialogue at a time when the institutional crisis is deepening and political distrust is high. According to him, the fact that the LDK agreed to talk with Kurti while refusing a meeting called by the acting president shows that the possibility of political communication still exists.

According to him, the meeting should be expected to produce concrete results, not merely an exchange of positions. The parties’ priority should be to find a formula for making the institutions functional, particularly by reaching an agreement on the election of a consensus president.

Jakupi called on political parties to place the institutional interest above short-term party calculations. He clarified that this does not mean abandoning the interests and programs of the parties, but understanding that the deadlock affects not only one party, but also the functioning of the state, the economy, relations with international partners and citizens’ trust.

He warned that prolonging the crisis could transform it from a political crisis into a constitutional and legal crisis, with consequences for the country.

Jakupi stressed that any agreement between Kurti and the LDK must be clear and transparent and must be accompanied by guarantees for all parties. According to him, it should not be viewed merely as an effort to avoid new elections.

He said that the LDK has already taken a step by abandoning its demand to name the president itself, arguing that Kosovo must emerge from the crisis.

The analyst said the meeting could serve as a genuine starting point for resolving the situation if the parties participate with a willingness to compromise and concrete proposals. Otherwise, he warned that the country could remain in the same cycle of political confrontations and head toward new elections.

According to Jakupi, all parties share responsibility, while citizens need functioning institutions and not another round of accusations. He said the crisis can be overcome through dialogue and compromise if there is a minimum of political will; otherwise, Kosovo risks a new political confrontation and new elections, which would further delay a solution to the problem.

The PDK confirmed its position through an official letter, arguing that deep conceptual and programmatic differences define its position in opposition. The party said it would exercise its opposition responsibilities in the Assembly of the Republic of Kosovo.

Deputy Burim Ramadani also reacted to the failure to constitute the Assembly. He wrote that the process remained blocked because Vetëvendosje did not have the 61 votes required.

Political experts attribute responsibility for the political situation, which has lasted for nearly two years, to the entire party spectrum. Adrian Zeqiri described the situation as evidence of a complete lack of political culture, stressing that the consequences are being borne by the people, who have been left in deadlock for nearly two years.

According to analysts, the political parties’ unchanged positions leave very little room for a quick agreement on the position of president. Experts estimate that the opposition’s firm positions, along with those of potential coalition partners, could plunge Kosovo into another prolonged political deadlock.

Afrim Kasolli said that the demands of the Alliance for the Future of Kosovo do not differ from those of the Democratic League of Kosovo. According to him, the Alliance is offering Vetëvendosje blank-check votes without seeking any ministerial post, while he is convinced that the LDK will make such demands and, at the same time, seek political positions in the distribution of power.

Kasolli said that these were much broader dynamics between the two political entities, which were not expected to be overcome easily and therefore offered little hope of a solution.

If the parties continue refusing to back down from their initial positions, analysts warn that the only remaining possibility is a scenario unwanted by everyone: holding another round of snap elections.

The latest political clash in Kosovo has erupted over the constitution of the Assembly and compliance with legal deadlines. This follows the announcement that the constitutive session will continue on Saturday, August 8, even though the 30-day deadline set by the Constitutional Court for completing this phase expires precisely at midnight tonight.

Acting Finance Minister and Vetëvendosje Movement MP Hekuran Murati has responded by calling into question the opposition’s recent positions, as well as those of some analysts. He took to social media to highlight what he described as a clear contradiction in their conduct.

In a Facebook post, Murati drew attention to the precedent set by the February 9, 2025 elections. He explained that in that case as well, the Assembly was not constituted within 30 days of the certification of the results, but, according to him, no one from the opposition or analytical circles interpreted the delay as a violation of the constitutional order.

Referring to the deadlock at the time, Murati suggested that responsibility for halting the process lay with the opposition. He expressed surprise that the very same figures are now portraying the current situation as a major constitutional concern, implying a lack of consistency in their positions.

In his full message, he wrote that the February 9 elections were certified on March 27 and that by April 26—30 days later—the Assembly had still not been constituted because of obstacles raised by the opposition. Lumir Abdixhiku, who has led the Democratic League of Kosovo since March 2021, today faces one of the biggest challenges to his position at the helm of the party.

At today’s assembly, the LDK will decide not only Abdixhiku’s future, but also the political course the party will pursue going forward. The request for his dismissal and the convening of the assembly has been backed by the signatures of 148 delegates.

However, the final say does not rest solely with those behind the initiative, as a total of 355 delegates will decide the matter.

Disgruntled LDK members have justified their demand for Abdixhiku’s removal by citing the election results, as well as the need to change the party’s direction.

Political analysts believe the situation reflects opposition to Abdixhiku mainly from the party’s branches. According to them, the LDK lacks a consensus figure who could take over its leadership.

Because of the internal clashes, analysts have raised doubts about whether the LDK will be able to contribute to the formation of new institutions together with the Vetëvendosje Movement.

Abdixhiku’s path to the party leadership was opened by Isa Mustafa’s resignation, which followed the defeat in the 2021 parliamentary elections. This development launched a new process within the country’s oldest political party, and Abdixhiku secured the confidence of the LDK’s structures at the time.

Dissatisfaction with his leadership grew following the results of the 2025 parliamentary elections.

As a result, in January of this year, Abdixhiku faced a confidence vote within the LDK but managed to retain his position as party leader.

The lack of a public agenda does not necessarily indicate a lack of engagement, experts on the developments emphasize.

On the contrary, there are indications that political entities are moving towards compromises. Given the colossal damage the state could suffer, analysts underline that neither time nor justifications allow parties to fail in finding a common language.

“Now neither deadlines nor reasons should constitute an obstacle for any political entity to justify that an agreement is impossible or that two parties cannot agree on a consensual president or a compromise. This is the last moment they must understand, because the country is facing the risk of bankruptcy,” declared Mazllum Baraliu, constitutional and political expert.

Meanwhile, Melos Kolshi from the Kosovo Democratic Institute told RTK that political forces should not prioritize their narrow party interests over the major needs of the state.

On July 10, acting Prime Minister Albin Kurti held separate meetings with PDK leader Bedri Hamza and LDK leader Lumir Abdixhiku. In conclusion, Hamza confirmed his opposition stance, while Kurti and Abdixhiku expressed openness to continue dialogue towards an agreement on the next institutions.

According to them, this time there is a greater chance that the Assembly and the Government will be formed without delays, while the problem may arise in the election of the president, due to the lack of political consensus. Observers in the field warn that any institutional blockade would further deepen the country’s political uncertainty.

Experts in this field appear optimistic that this time there will be no blockage of the institutions.

“The issue of repeating the previous crisis over the constitution of the Assembly should not happen, because all the constitutional paths or blockages that occurred earlier are now clear and there is no room for blockages. We now have clear deadlines within which the Assembly must be constituted, and it is clear that the speaker of the Assembly belongs to the largest parliamentary group in the Assembly. So, only if political parties have a greater will to block the Assembly of the Republic than to unblock it,” Melos Kolshi from the Kosovo Law Institute told RTK.

Analyst Adrian Zeqiri also assesses that, based on the current positions of the political parties, the Assembly and the Government will be formed on time, but the process of electing the president may take longer.

“These positions took us to elections last time and, based on what we are seeing, there is no change from either side regarding these positions. I also think there will be the establishment of the Assembly, there will be the establishment of the new Government, and the situation will drag on either through procedures or through the involvement of the Constitutional Court,” said Adrian Zeqiri, a political analyst.

According to experts, any blockage of the institutions would push the country toward new crises. “The scenario of new elections by political parties should not even be an option because of the damage we have suffered and the crises we are facing. Our country has had more than five rounds of elections recently, and these elections are extremely challenging for democracy,” Kolshi added.

On the other hand, Zeqiri also stressed the impact these processes have had on citizen participation and the economy. “We saw in the last elections that there was extremely low participation by resident citizens. That is, not to mention all the damage caused to Kosovo even at the level of the domestic economy,” he underlined.
