According to Sali Berisha, Edi Rama and Belinda Balluku are the true shareholders of Vlora Airport.

At a press conference, Berisha criticized the government’s decision to terminate the contract with businessman Behgjet Pacolli’s company, arguing that a dispute between private partners should be resolved through judicial or arbitration channels, not state intervention.

According to Berisha, the Albanian government risks paying a fine of up to 500 million euros, while he accused Rama and Balluku of having earmarked 130 million euros in missing tickets for themselves.

“Edi Rama’s airports are worse than his incinerators. In a scandalous, unprecedented act, Edi Rama decides that problems between two private partners at Vlora Airport should be resolved not, as everywhere in the world, through judicial or arbitration means between them without any implication for the state and taxpayers, but decides to become a party, to break the contract with Pacolli.

The breaking of the contract with Pacolli exposes Edi Rama and his Lubi naked before Albanians, revealing that they are shareholders.

Because Edi Rama and Lubia, who intervened in the quarrel, the dispute, the discord between the two private partners, prove that the true third private partner is the two of them.

And on this basis, he undertakes the unprecedented act of breaking the contract with the concessionaire at a time when the concessionaire is ready to complete the airport on time and put it into operation.

With this act, Edi Rama only reveals himself, that those 40-something percent shares of the Turkish company are for Rama and Balluku.

Because there can be no blindness, there can never be an act where the government jumps into the fire and now takes on fines that could reach 500 million euros.

The airline Wizz Air will open its operational base at the “Adem Jashari” International Airport of Prishtina starting from November this year, making Kosovo one of its regional operating hubs. With the deployment of an Airbus A321neo aircraft, the investment is expected to increase the country’s air connectivity, expand travel opportunities, and contribute to economic development through the creation of new jobs and increased flight capacities.

At the ceremony organized for the occasion, acting Prime Minister Albin Kurti described Wizz Air’s decision as evidence of the confidence of international investors in Kosovo.

In the regional context of recent years, Kurti said that Prishtina Airport has grown with high dynamics.

Passenger numbers have reached 4.6 million.

“Wizz Air’s decision to establish its base at Prishtina International Airport is proof that Kosovo is increasingly seen as a reliable country for investment with a clear development perspective and great potential to integrate further into European transport and trade networks, and the free movement of people. This new base and the new aircraft with a capacity of 239 seats are a significant investment and an indicator that our country is becoming more and more attractive even for the international aviation industry. Every new airline creates opportunities and bridges for new cultural, human, professional, tourist, economic and trade connections. In the regional context of recent years, Prishtina Airport has grown with high dynamics. Passenger numbers have continuously set new records. 4.6 million, we are slowly but surely approaching the figure of 5 million passengers at Prishtina International Airport. Now we are interested that the growing number of passengers also has cheaper tickets, so that travel is as affordable as possible,” said Kurti.

Wizz Air representative Andras Szabo said the company has operated in Kosovo since 2017 and that the opening of the base in Prishtina marks a new phase of its presence in the country.

He announced that the investment is worth about 100 million dollars and will be accompanied by the creation of 40 new jobs.

“Wizz Air is already one of the largest airlines in Europe. We have been operating flights to Prishtina since 2017, that’s nine years now. Our first route was to Budapest in Hungary. Since then, we have significantly expanded our network. Even today, in Prishtina we operate six routes. We fly to London, Germany, Bratislava, while flights to Milan and Rome are also starting. We are proud that we now offer 600,000 seats to the Kosovo market. We also have a very good performance in terms of respecting flight schedules and operational reliability. The news is that Wizz Air will open a new base in Prishtina, starting from November 2026. We will station an Airbus A321neo aircraft here, which will create 40 new jobs for the citizens of Kosovo. We are happy that we will no longer just be a company that flies into the airport and leaves, but we will be present here, we will have the aircraft based in Prishtina, we will employ local staff and we will offer a much richer flight network through this investment. This is an investment worth about 100 million dollars, which includes bringing an Airbus A321neo aircraft to Kosovo,” he said.

Meanwhile, the director of Prishtina International Airport, Gokhan Acikgoz, said that Wizz Air’s new base represents a historic moment for the airport and the country, stressing that the investment will impact capacity growth, improvement of air links and economic development.

Behgjet Pacolli himself reacted to the situation, stating that after long months of illegal obstruction and the occupation of the Vlora Terminal by criminal groups, MABCO and its subcontractors have today managed to return to their workplaces.

According to Pacolli, verification and documentation of the damage allegedly caused by vandalism, theft and destruction during this period is currently underway.

He says that for more than ten months, these criminal groups acted in open violation of the law, using unacceptable and inhumane methods, which according to him harmed not only private property, but also the legal order and the security of investments. Pacolli adds that even more troubling is the suspicion that this activity was supported or tolerated by individuals hiding behind institutional cover, while in certain cases, according to him, there were also attempts to influence court proceedings, in open defiance of Albania’s justice system.

Dear citizens,

Dear people of Vlora,

You, honorable citizens, have the right to be informed of the truth. Unfortunately, you have still not been made aware of the real situation at Vlora Airport. For this reason, I urgently call on SPAK to immediately launch a full investigation into this grave scandal, created and fueled by individuals who have acted and continue to act in violation of the law, seriously undermining the rule of law and the legal system of the Republic of Albania. The time to uncover the truth and bring those responsible to justice is now.

After months of illegal blockade and the occupation of the Vlora Terminal by criminal groups, today MABCO and our subcontractors have been able to return to their workplaces. At this moment, the verification and recording of the damage caused by vandalism, theft and destruction that occurred during this period is being carried out.

The identified damage includes both the valuable inventory designed, ordered, produced and installed specifically for the airport’s operation, as well as the instruments, equipment and work tools that are the private property of the subcontracting companies.

For more than ten months, these criminal groups have acted in flagrant violation of the law, using unacceptable and inhumane methods, harming not only private property but also the legal order and the security of investments. Even more troubling is the fact that their activity is suspected of having been supported or tolerated by individuals hiding behind institutional cover, while in certain cases they have also attempted to influence court proceedings, openly challenging the justice system in Albania.

Today, in the name of the law, justice and the trust that Albanian citizens and international partners must have in state institutions, I publicly call on SPAK to immediately launch a full, independent and comprehensive investigation into all criminal events that occurred during this period, without any distinction and without protection for anyone, regardless of their position, influence or connections.

It is essential that the entire chain of people involved in these serious acts be identified and held accountable, as these actions have harmed the public interest, legal certainty and Albania’s image as a country that guarantees the rule of law and the protection of investments.

It is equally important that the competent institutions take immediate measures to prevent any possible escalation of the situation and to guarantee the safety of employees, contracting companies and every citizen who believes in work, the law and the values of a civilized society.

We will continue to firmly defend our legal rights, our property and the dignity of working people, believing that truth and justice will prevail.
