<p>Albin Kurti and Lumir Abdixhiku have held discussions on the criteria that Kosovo’s new president should meet.</p>
<p>During their communication, both leaders expressed a willingness to reach an agreement. They agreed that the head of state should be a respected, deserving figure capable of guaranteeing the unity and stability of the institutions.</p>
<p>Kurti said the country needs a deserving and constitutional president who reflects the values of society, has contributed to the people and has a defined profession. According to him, such a figure would not create doubts about the role, function and duties they would perform during the next five years.</p>
<p>Abdixhiku said that the LDK is not seeking anything in return, but aims to see a dignified president elected and institutional stability preserved. He said Kosovo does not need an insignificant president, but a respected person who would carry out the country’s highest state function with dignity, adding that the country has such figures.</p>

<p>In a statement to “Bota sot”, analyst Saim Tahiraj viewed the possibility of an agreement between the parties with skepticism. He warned that the dialogue could be part of political games aimed at further compromising and weakening the LDK, although he stressed that the establishment of institutions is essential for Kosovo.</p>
<p>Tahiraj welcomed the start of the talks and expressed hope that they would produce a concrete agreement enabling the formation of state institutions. According to him, Kosovo cannot remain indefinitely with blocked institutions, as making them functional is necessary for the normal functioning of the state, political stability and the handling of the many challenges it faces.</p>

<p>Nevertheless, he said he remains skeptical about reaching an agreement, despite the political leaders’ obligation to the state. Tahiraj expressed suspicion that the meetings could serve more as part of political calculations against the LDK than as a sincere effort to find a solution that Kosovo needs.</p>
<p>Tahiraj believes that Kosovo is currently closer to new elections than to a political agreement. He criticized party interests and calculations, calling for the state to be placed above the party, power and personal interests.</p>
<p>According to him, if the state interest were genuinely placed above party and personal interests, reaching an agreement would be much easier. He said that so far there have been more political calculations than state responsibility, and warned that new elections would cause significant harm to the country.</p>
<p>The analyst added that leaders must understand that Kosovo needs functioning institutions, not more political calculations. According to him, the country risks being harmed even further by the institutional crisis if the state interest is not placed above party and personal interests.</p>
<p>Jakupi: Above all, this meeting was expected to produce concrete results, not merely an exchange of positions</p>
<p>Political analyst Zejnullah Jakupi considers the meeting between Albin Kurti and the LDK an important opportunity to unblock the institutional crisis, but does not necessarily see it as a decisive moment.</p>
<p>Jakupi stressed that the meeting is important because it restores direct dialogue at a time when the institutional crisis is deepening and political distrust is high. According to him, the fact that the LDK agreed to talk with Kurti while refusing a meeting called by the acting president shows that the possibility of political communication still exists.</p>
<p>According to him, the meeting should be expected to produce concrete results, not merely an exchange of positions. The parties’ priority should be to find a formula for making the institutions functional, particularly by reaching an agreement on the election of a consensus president.</p>
<p>Jakupi called on political parties to place the institutional interest above short-term party calculations. He clarified that this does not mean abandoning the interests and programs of the parties, but understanding that the deadlock affects not only one party, but also the functioning of the state, the economy, relations with international partners and citizens’ trust.</p>
<p>He warned that prolonging the crisis could transform it from a political crisis into a constitutional and legal crisis, with consequences for the country.</p>

<p>Jakupi stressed that any agreement between Kurti and the LDK must be clear and transparent and must be accompanied by guarantees for all parties. According to him, it should not be viewed merely as an effort to avoid new elections.</p>
<p>He said that the LDK has already taken a step by abandoning its demand to name the president itself, arguing that Kosovo must emerge from the crisis.</p>
<p>The analyst said the meeting could serve as a genuine starting point for resolving the situation if the parties participate with a willingness to compromise and concrete proposals. Otherwise, he warned that the country could remain in the same cycle of political confrontations and head toward new elections.</p>
<p>According to Jakupi, all parties share responsibility, while citizens need functioning institutions and not another round of accusations. He said the crisis can be overcome through dialogue and compromise if there is a minimum of political will; otherwise, Kosovo risks a new political confrontation and new elections, which would further delay a solution to the problem.</p>

<p>The Kosovo Energy Corporation has responded to criticism and comparisons concerning the agreement to sell coal to North Macedonia, clarifying that this contract and electricity imports are two separate processes.</p>
<p>The agreement is a three-year deal signed with North Macedonia’s power utility, JSC ESM, with a value that could reach €73.2 million.</p>
<p>KEK has emphasized that it is not the institution that determines the timing or volume of electricity imported to supply consumers.</p>
<p><em>“KEK is not the company that decides when and how much electricity is imported to supply consumers. For this reason, comparing the contract’s value of up to €73.2 million with expenditure on electricity imports does not constitute an analysis of the profitability of this agreement,”</em> the Corporation said in its response.</p>
<p>According to KEK, its main activities are coal extraction and electricity generation, while supplying consumers is the responsibility of the company licensed for this function.</p>
<p>The Corporation said that electricity for universal supply is provided at a price of around €29.5 per megawatt-hour. To produce one megawatt-hour, the Kosovo A power plant uses approximately 1.5 tons of coal, while Kosovo B uses around 1.3 tons.</p>
<p>However, KEK underscored that this price cannot be directly compared with the market price of electricity or with the value of coal sales.</p>
<p>The new contract stipulates that ESM will buy the coal at €24.4 per ton, excluding VAT, and that this price will remain unchanged for 36 months.</p>
<p>KEK recalled that in previous periods, coal was sold through private intermediary companies, often at much lower prices. In some cases, the price was around €8 per ton, even though ESM was the ultimate beneficiary.</p>
<p><em>“Under the current agreement, KEK sells directly to JSC ESM, without intermediaries and at a price of €24.4 per ton, ensuring that the financial benefit from this commercial relationship remains directly with KEK,”</em> the response said.</p>
<p>According to the Corporation, coal exports will not affect the supply of the power plants or domestic electricity production. The buyer will be responsible for excavation, transportation and other logistical processes.</p>
<p>Meanwhile, KEK is implementing an investment plan worth around €500 million. The plan includes the rehabilitation of generating units, the modernization of mining capacities, and improvements in environmental performance and safety.</p>
<p>The Corporation estimates that the revenue generated by the agreement could contribute to its financial stability and increase its opportunities for investment.</p>
<p><em>“Criticism is legitimate, and transparency is essential for every public enterprise. But the debate must be based on facts, institutional responsibilities and an analysis of the specific terms of the contract,”</em> KEK said.</p>
<p>The agreement has also prompted reactions on the political scene. Ardian Gjini, leader of the Alliance, criticized the energy policy of the caretaker government and the cancellation of projects aimed at generating electricity in Kosovo.</p>
<p>Gjini said that the Alliance was the only party to react strongly after the cancellation of the “Kosova C” energy project, while the others, according to him, remained silent.</p>
<p><em>“When the energy project with ContourGlobal was terminated, once again only the Alliance reacted,”</em> Gjini said.</p>
<p>He accused the current government of using, as he put it, “the most bizarre” justifications for not producing electricity in Kosovo.</p>
<p>Acting Minister of Economy Artane Rizvanolli announced that KEK would export coal to North Macedonia, worth up to €73.2 million over three years.</p>
<p>Rizvanolli emphasized that this was the first time such a contract had been signed directly between two public companies, KEK and North Macedonia’s power utility, ESM.</p>

<p>Following his meeting with acting Prime Minister Albin Kurti, Democratic League of Kosovo leader Lumir Abdixhiku said that the LDK would participate in institutional representation and contribute to resolving the constitutional crisis, as well as to forming the institutions.</p>
<p>According to Abdixhiku, the discussion focused on the criteria and qualities that the next president of the Republic of Kosovo should possess. He said the parties had reached an agreement in principle on the profile of the future head of state.</p>
<p>The LDK leader stressed that the aim was not to elect a partisan president, but rather a respected figure who embodies political unity and carries out the country’s highest office with dignity.</p>
<p>Abdixhiku said the person who takes up the post should have a pro-Western orientation, love and defend the Republic, uphold democracy properly, and represent political unity in accordance with the requirements of Kosovo’s Constitution.</p>
<p>He expressed confidence that Kosovo has figures who meet these criteria. However, describing this as a highly sensitive issue, Abdixhiku said time had been requested for internal discussions within the respective political parties and for consultations with society, each in their own way, before specific names are put forward at future meetings.</p>
<p>According to him, the Democratic League of Kosovo remains focused on this framework. The possibility of reaching an agreement on the president remains open, and there is still time to address it.</p>
<p>Abdixhiku emphasized that the discussions concern only the issue of the president and that the LDK is not asking for anything in return. He said the sole aim was to ensure institutional stability so that Kosovo could enjoy the necessary and possible degree of calm.</p>

<p>Acting Minister of Economy Artane Rizvanolli announced that the Kosovo Energy Corporation will sell North Macedonia up to €73.2 million worth of coal over three years.</p>
<p>Rizvanolli stressed that the latest agreement marks the first time such a contract has been signed directly between two public companies: KEK and North Macedonia’s state power company, ESM.</p>
<p>According to her, the set price of €24.4 per tonne, excluding VAT, represents a significantly more favorable condition for KEK than previous contracts, which were carried out through intermediaries.</p>
<p>She recalled that during the last export to North Macedonia, KEK received only €8 per tonne of coal, an amount that included a €3 royalty and 18 percent value-added tax.</p>
<p>The minister described that tender as unlawful.</p>
<p>Meanwhile, Rizvanolli guaranteed that the new agreement would not affect electricity production in Kosovo.</p>
<p>“Electricity production in Kosovo is not affected in any way by this contract, given that ESM is responsible for excavating and transporting the coal it will purchase,” she declared.</p>

<p>Albulena Haxhiu, Acting President, has spoken out following consultations with the leaders of political entities that accepted her invitation to discuss the election of the President.</p>
<p>According to Haxhiu, this process requires a more comprehensive agreement than the one needed to establish other institutions. She called on all parties to contribute to the election of a consensus President.</p>
<p>Haxhiu said that the country does not need to go to elections again. Criticizing the refusal to attend and the boycott of the meetings, she stressed that the parties have the right to disagree, but avoiding talks does not provide a solution.</p>
<p>“Responsibility for the solution is shared,” Haxhiu said, calling for responsibility, dialogue and the reaching of an agreement in the country’s interest.</p>
<p>In her statement, Haxhiu said that today she met with the leaders of the political entities that responded positively to the invitation for consultations. She thanked them for their presence and willingness to jointly seek a way out of the political situation.</p>
<p>She noted that the parties’ positions are already known and that there are political differences between them. However, according to her, it is precisely when these differences are deep that dialogue becomes essential.</p>
<p>Haxhiu emphasized that the election of the President requires a broader agreement than the formation of other institutions. She said that everyone is aware of this and that there is neither a reason nor time to leave the matter until the last day, since ultimately the parties will have to sit down and reach an agreement anyway.</p>
<p>During the meeting, according to her, the position that the country does not need new elections was clearly reiterated. It was also emphasized that each party has an obligation to contribute to reaching an agreement on a consensus President, a responsibility that cannot be passed on to someone else or ignored.</p>
<p>According to Haxhiu, refusing or boycotting the consultations does not pave the way toward an agreement. She said that disagreement is legitimate, but walking away from dialogue does not solve any problem. If someone believes that another alternative exists, she added, they must clearly show where it leads and what solution it offers the country.</p>
<p>She emphasized that the parties cannot expect to reach an agreement first and only then sit down to talk, because in such a case dialogue would lose all meaning.</p>
<p>In conclusion, Haxhiu reiterated that responsibility for finding a solution belongs to everyone and that, for this reason, responsibility, dialogue and an agreement serving the common interest are required.</p>

										<content:encoded><![CDATA[<html><head></head><body><p>Avni Dehari, chair of the constitutive session of the Assembly of Kosovo, has called on the political parties to engage in dialogue and reach an agreement, as he believes that continuing the session without prior consensus would further escalate institutional tensions.</p><p>Dehari said that the events of the past three days in the Assembly of the Republic of Kosovo had confirmed his earlier warnings. He assessed that attempts to continue the session without a political agreement increase the likelihood of clashes, including the risk of a physical confrontation inside the Assembly chamber.</p><p>Following the LDK’s new position, he welcomed the invitations issued by the chairman of the VETËVENDOSJE! Movement, Albin Kurti, as well as by acting president Albulena Haxhiu, for the political parties to take part in a consultative meeting.</p><p>According to him, overcoming the institutional deadlock requires political responsibility, talks, and an agreement that ensures the stable functioning of Kosovo’s institutions.</p><p>In his full statement addressed to citizens, Dehari called on all political entities to sit down together, fulfill their responsibilities, and find a political solution. Such an agreement, he said, should pave the way for the constitution of the Assembly, the formation of the Government, and an agreement on a consensus President.</p>

<p>LVV MP Vigan Qorrolli stated in the Kosovo Assembly chamber that the continuation of the constitutive session would be scheduled only after the parties reach a political agreement.</p>
<p>According to him, in the absence of an agreement, the country would be forced to hold new elections, which Qorrolli considers unnecessary and undesirable.</p>
<p>Qorrolli said that the authority to convene the session rests solely with Mr. Dehari, in his capacity as chair and as the oldest MP in the 11th legislature. He added that LVV is ready to participate whenever the chair deems it necessary, but reiterated that the session should be convened only when a political agreement is in place.</p>
<p>“We have made it clear that the session will be convened only once there is a political agreement. Convening the session without such an agreement would mean Kosovo heading to early elections, which are unnecessary,” he said.</p>

<p>Acting Speaker of the Assembly Avni Dehari has criticized the opposition parties’ stance on the process of constituting the Assembly. He recalled that the deadline set by the Constitutional Court was also exceeded last year without the institution being constituted.</p>
<p>In a Facebook post, Dehari said the current deadlock cannot be resolved by repeatedly convening sessions that produce no results. According to him, the way out of the impasse lies in a political agreement among the parliamentary parties, “Bota Sot” reports.</p>
<p>He said that as soon as there are signs of an agreement that would enable the establishment of the institutions and avert elections, resuming the constitutive session would simply be a ceremonial formality.</p>
<p>Dehari recalled that on June 26, 2025, the Constitutional Court reiterated its requirement that the Assembly be constituted within 30 days. Under judgment KO124/25, this period began on the date the judgment was published.</p>
<p>Based on that decision, the Assembly should have been constituted by July 26, 2025, at the latest. However, even after the expiry of this new 30-day deadline set by the Constitutional Court—namely, by July 26, 2025—the Assembly had still not been constituted.</p>
<p>The Acting Speaker said that whenever he called on opposition MPs last year to vote to constitute the Assembly and not allow the constitutional deadline to be exceeded, their response was that “a political agreement is needed.” According to him, exceeding the deadline was not raised as an issue at the time, while the Constitutional Court, through subsequent judgments on the constitution of the Assembly, instructed the parties to continue their efforts to constitute it despite the deadline having expired, because the need to constitute the Assembly took precedence over the deadline.</p>
<p>Following the December 28 elections, the opposition parties made their demand clearer, insisting that a political agreement had to be reached before the institutions were formed; otherwise, the country would go to elections.</p>
<p>Dehari stressed that further inconclusive sessions could be convened, but these would only irritate citizens. However, based on the experience of the past two legislatures, he said the only way to establish stable institutions and avert elections is to reach a political agreement among the parliamentary parties.</p>
<p>According to him, as soon as there are signs of an agreement guaranteeing the formation of all institutions and the avoidance of elections, in line with the Constitutional Court’s requirements in its judgments last year, convening a continuation of the constitutive session would amount to nothing more than a ceremonial act. Dehari recalled that the Court had called on the parties to reach an agreement rather than continue with unsuccessful attempts.</p>

<p>Avni Dehari, chair of the constitutive session of the Kosovo Assembly, has appealed to political parties to find a common solution for the formation of institutions. According to him, failure to reach an agreement would lead the country to new elections.</p>
<p>Dehari expressed criticism towards some opposition MPs, who, he claims, are not showing willingness for a political deal and aim to escalate the situation in the constitutive session.</p>
<p>&#8220;There are not a few opposition MPs who do not want any political agreement for the constitution of institutions, and who want physical incidents in the constitutive session,&#8221; Dehari stated.</p>
<p>He described new elections as unnecessary and harmful, asking political entities for an agreement that would enable the unblocking of the institutional process.</p>
<p>&#8220;Without a political agreement, we inevitably go to new, repeated, unnecessary, and harmful elections. A political agreement must be reached. This is required by the Constitution of the Republic and the Constitutional Court, and this is what the people of Kosovo and our future expect,&#8221; Dehari said.</p>
<p>His appeal comes as the constitution of the Assembly remains blocked and political parties have not yet found an agreement to overcome the institutional deadlock.</p>
<p>In the June 7 elections, the Vetëvendosje Movement secured 53 MPs, PDK 22, LDK 18, while the Alliance gained 7.</p>

<p>The deadline set by the Constitutional Court for the constitution of the eleventh Legislature expired on August 7, but lawmakers failed to complete the process. Clashes between political parties continue, while the functioning of institutions is facing increasingly serious consequences. The Kosovo Democratic Institute estimates that the country is moving closer to a new election process.</p>
<p>Although they were elected by citizens, lawmakers failed to complete the constitution of the new legislature within the constitutional deadline, which expired on August 7.</p>
<p>Vetëvendosje, which emerged victorious in the June 7 elections, has requested more time to consider the possibility of a political agreement on the election of a new president. Meanwhile, the Democratic Party of Kosovo, the Democratic League of Kosovo and the Alliance insist that the Assembly be constituted.</p>
<p>Political analyst Artan Muhaxhiri considers the current crisis extremely serious and concerning, linking it to last year’s political deadlock. According to him, in the absence of a solution between the parties, the Constitutional Court may once again be the institution to bring the situation to an end.</p>
<p>Muhaxhiri says that the political parties are proving incapable and irresponsible in finding an acceptable compromise on their own. For this reason, he expects the Constitutional Court to be forced to issue a decision which, due to political irresponsibility, could create a negative precedent for the state of Kosovo.</p>
<p>The analyst warns that prolonging the crisis would further damage Kosovo’s image. According to him, the political solution is linked to a compromise over the post of president, which should go to the party that won the elections.</p>
<p>He stresses that this is the only possibility for unblocking the situation and that Mr. Kurti, together with his party, should accept this option. Muhaxhiri assesses that any other alternative would mean the continuation of the deadlock and the current crisis. He warns that if the issue is not finally resolved, Kosovo could become an object of ridicule, as the parties are neither finding a solution nor making use of the legal avenues that could help overcome the impasse.</p>
<p>The political situation has also been commented on by the Kosovo Democratic Institute. According to KDI, current developments are pushing the country toward new elections, but another election process could also result in a new deadlock.</p>
<p>Naim Jakaj of KDI said that new elections risk producing another political impasse. He said that dozens of institutions and collegial bodies remain unfilled because the Assembly and the Government have not made the relevant appointments. As a result, some of them are paralyzed, some operate with limited capacity, while others have no boards or leaders with a full mandate.</p>
<p>According to KDI’s assessment, this situation affects at least 24 institutions. The institute warns that the consequences harm the normal functioning of the state, undermine the rule of law and weaken the institutional integrity of the Republic of Kosovo. Meanwhile, the political parties have still failed to reach an agreement to end the institutional deadlock.</p>
