Although no proper agreement was reached, the displayed willingness to continue talks was seen as an indication that the doors for establishing new institutions are still open.

On the importance of this encounter and the message it conveyed, analyst Agim Vuniqi spoke in an interview for “Bota sot”.

According to him, although the meeting did not bring a concrete conclusion, it restored an essential element that had been missing in Kosovo’s political scene – communication between parties.

Vuniqi stressed the necessity for political entities to approach the election result honestly, as it forms the basis of any negotiating process.

“In politics, there are cases where the importance lies not in the fruit of the meeting, but in the simple fact that it happens. The meeting between Albin Kurti and Lumir Abdixhiku is such a case. It did not bring an agreement, but it restored something that Kosovar politics lacked: dialogue between the two largest Albanian forces at a moment of institutional deadlock.

In parliamentary democracies, elections do not mark the end of the political process; they are its starting point. Citizens determine the ranking of political forces, and the duty of parties is to turn that result into functioning institutions. This is where state responsibility begins.

Therefore, the election result should be neither a reason for opposition nor a tool for imposition. It is the starting point of any political negotiation. The party that wins the elections gains the right to lead the process of forming institutions, but not the right to govern without dialogue when it lacks a parliamentary majority. Likewise, parties that do not rank first cannot disregard the legitimacy that stems from the voters’ will. This is the balance in which parliamentary democracies operate,” he declared.

In this context, Vuniqi sees the rapprochement between LVV and LDK as a way out to overcome the crisis and ensure the long-term functionality of the state.

He called on the parties for engagement and for a sustainable agreement based on common principles.

“For this reason, the rapprochement between the Vetëvendosje Movement and the Democratic League of Kosovo should be seen as an opportunity to return politics to its main mission: building institutions. It should not be understood as a victory for one side or a loss for the other, but as an effort to place the interest of the Republic above the partisan interest.

A sustainable agreement cannot be built on the idea that one side imposes conditions and the other simply accepts them. Equally fragile would be an approach that relativizes the election result. Stability is born only when both sides accept a common principle: legitimacy stems from the citizens’ vote, while stability comes from the shared responsibility to make the state functional.”

Furthermore, the publicist pointed out that Kosovo has been facing institutional crises for some time that are damaging the state and eroding citizens’ trust, and he urged the parties to show moderation and the ability to cooperate with one another.

“Kosovo’s political history has shown that institutional crises have not only harmed parties; they have damaged citizens’ trust in the state, delayed reforms, hindered investments, and weakened the country’s international standing. For this reason, every day without functioning institutions has a cost that is paid by society, not just the political class.

Today the challenge is not which party will gain more at the negotiating table. S

Një takim i zhvilluar javën e shkuar mes liderit të Lëvizjes Vetëvendosje, Albin Kurti, dhe kreut të Lidhjes Demokratike të Kosovës, Lumir Abdixhiku, ka vënë sërish në qendër të diskutimeve potencialin për një bashkërendim politik midis këtyre dy forcave kryesore në parlament.

Megjithëse nuk u arrit ndonjë marrëveshje e mirëfilltë, vullneti i shfaqur për të vazhduar bisedimet u lexua si një tregues se dyert për krijimin e institucioneve të reja janë ende të hapura.

Për rëndësinë e kësaj pritjeje dhe mesazhin që dha, në një intervistë për “Bota sot” foli analisti Agim Vuniqi.

Sipas tij, megjithëse takimi nuk solli një përfundim konkret, ai riktheu një element thelbësor që kishte munguar në skenën politike të Kosovës – komunikimin ndërmjet palëve.

Vuniqi theksoi domosdoshmërinë që subjektet politike t’i qasen me ndershmëri rezultatit të zgjedhjeve, pasi pikërisht ai përbën bazën e çdo procesi negociues.

“Në politikë ka raste kur rëndësia qëndron jo te fryti i takimit, por te fakti i thjeshtë se ai ndodh. Takimi mes Albin Kurtit dhe Lumir Abdixhikut është një rast i tillë. Ai nuk solli një marrëveshje, por riktheu një gjë që i mungonte politikës kosovare: dialogun mes dy forcave më të mëdha shqiptare në një moment ngërçi institucional.

Në demokracitë parlamentare, zgjedhjet nuk shënojnë përfundimin e procesit politik; ato janë pikënisja e tij. Qytetarët caktojnë radhën e forcave politike, kurse detyra e partive është ta kthejnë atë rezultat në institucione që funksionojnë. Këtu fillon përgjegjësia shtetërore.

Prandaj, rezultati zgjedhor nuk duhet të jetë as shkas për kundërshtime, as mjet për imponim. Ai është pikënisja e çdo negociate politike. Partia që triumfon në zgjedhje fiton të drejtën për të drejtuar procesin e formimit të institucioneve, por jo të drejtën për të qeverisur pa dialog kur nuk ka shumicën parlamentare. Po ashtu, partitë që nuk renditen të parat nuk mund ta shpërfillin legjitimitetin që buron nga vullneti i votuesve. Ky është ekuilibri ku funksionojnë demokracitë parlamentare”, deklaroi ai.

Në këtë kontekst, Vuniqi e sheh afrimin mes LVV-së dhe LDK-së si një rrugëdalje për tejkalimin e krizës dhe sigurimin e funksionalitetit afatgjatë të shtetit.

Ai u bëri thirrje partive për angazhim dhe për një marrëveshje të qëndrueshme të bazuar në parime të përbashkëta.

“Për këtë arsye, afrimi ndërmjet Lëvizjes Vetëvendosje dhe Lidhjes Demokratike të Kosovës duhet parë si një mundësi për ta rikthyer politikën në misionin e saj kryesor: ndërtimin e institucioneve. Ai nuk duhet kuptuar si fitore e një pale apo humbje e tjetrës, por si një përpjekje për të vendosur interesin e Republikës mbi atë partiak.

Një marrëveshje e qëndrueshme nuk mund të ngrihet mbi idenë që njëra palë imponon kushtet dhe tjetra thjesht i pranon. Po aq e brishtë do të ishte edhe një qasje që e relativizon rezultatin zgjedhor. Stabiliteti lind vetëm kur të dyja palët pranojnë një parim të përbashkët: legjitimiteti buron nga vota e qytetarëve, ndërsa stabiliteti nga përgjegjësia e ndarë për ta bërë shtetin funksional”.

Më tej, publicisti vuri në dukje se Kosova prej kohësh po ballafaqohet me kriza institucionale që po e dëmtojnë shtetin dhe po e gërryejnë besimin e qytetarëve, ndaj u kërkoi partive maturi dhe aftësi për të bashkëpunuar me njëra-tjetrën.

“Historia politike e Kosovës ka treguar se krizat institucionale nuk i kanë dëmtuar vetëm partitë; ato kanë dëmtuar besimin e qytetarëve te shteti, kanë vonuar reformat, kanë penguar investimet dhe kanë dobësuar pozitën ndërkombëtare të vendit. Për këtë arsye, çdo ditë pa institucione funksionale ka një kosto që e paguan shoqëria, jo vetëm klasa politike.
