The operation undertaken by Kosovo authorities to demolish 11 unauthorized houses near Ujman Lake remains at the center of discussions, provoking various reactions domestically and from the international community.

On Tuesday, heavy machinery, accompanied by law enforcement forces, began tearing down structures that officials said had been built on state land belonging to the Public Hydro-economic Enterprise “Ibër-Lepenc”.

Faruk Mujka, the general director of this enterprise, told “Bota sot” that the affected lands have belonged to the entity since 1973, when the expropriation procedure was carried out for the creation of the Ujman reservoir. Mujka emphasized that operations to free state properties will continue in every case of illegal occupations and constructions, regardless of the ethnic origin of the individuals involved.

Addressing the concerns of international partners, Lushaj considers the sensitivity to maintaining stability natural, but insists that lasting peace is built only by not tolerating the violation of rules. He adds that this event should become a reference point for competent bodies, so that the same standard is applied in other areas of the country, especially in national parks like the Albanian Alps and Sharr Mountain, where unchecked interventions and illegal constructions have damaged the environment and public property for years. The protection of nature and public property must not be selective, but a unique standard for everyone. Only in this way can citizens’ trust in state bodies be strengthened and a rule-of-law state be built where the norm is respected without exceptions, he concluded.

Political analyst Zejnullah Jakupi, on the other hand, sees the demolition of unpermitted structures as justified, provided everything has been based on the law, but stresses that local government must ensure impartiality, uniform treatment, and eliminate any shadow of doubt about one-sided enforcement of the law.

According to him, the police action can be considered in service of respecting rules and protecting public property, if state bodies have relied on formal procedures and decisions of competent bodies. Any haphazard construction on public land creates a negative example, as it erodes the authority of the law and penalizes the common interest. He warns, however, that in areas with a delicate context, like the north of Kosovo, transparency and institutional communication are essential to avoid misunderstandings.

Commenting on Brussels’ reaction, Jakupi describes it as an appeal for caution and transparency rather than an opposition to the rule of law. He adds that the call to stop the action should not be read as a rejection of legal principles, but more as a request for a coordinated and clear implementation, without causing new tensions. This case sends a strong signal that the rule of law must be universal and state property must be protected from any kind of violation or unlawful use.

Closing his analysis, Jakupi stresses the importance of the balance between individual rights and collective interest. The right to private property remains a fundamental right, but it cannot be exercised to the detriment of shared spaces or rules. If a building has been erected without permission or on state property, institutions have the duty to apply the law, regardless of any opposition they may face. In a functioning democracy, the decision must not be dictated by momentary pressure, but by procedures, transparency, and the possibility of appeal. This case proves that rules must apply equally to all citizens. Operacioni i ndërmarrë nga autoritetet kosovare për shkatërrimin e 11 banesave të ngritura pa autorizim pranë Liqenit të Ujmanit mbetet në epiqendër të diskutimeve, duke provokuar reagime të ndryshme brenda vendit dhe nga bashkësia ndërkombëtare.

Të martën, mjetet e rënda, të shoqëruara nga forcat e rendit, filluan prishjen e strukturave që sipas zyrtarëve ishin ndërtuar mbi tokën shtetërore të Ndërmarrjes Publike Hidroekonomike “Ibër-Lepenc”.

Faruk Mujka, drejtori i përgjithshëm i kësaj ndërmarrjeje, deklaroi për “Bota sot” se tokat e prekura i përkasin entit që prej vitit 1973, periudhë kur u krye procedura e shpronësimit për krijimin e rezervuarit të Ujmanit. Mujka theksoi se operacionet për çlirimin e pasurive shtetërore do të vijojnë në çdo rast të zaptimeve dhe ndërtimeve ilegale, pavarësisht origjinës etnike të individëve të implikuar.

Megjithatë, situata ka tërhequr vëmendjen e faktorit ndërkombëtar. Zyra e Bashkimit Evropian në Kosovë shfaqi shqetësimin e saj lidhur me vendimin e ekzekutivit kosovar dhe u kërkoi organeve shtetërore të pezullojnë prishjet, duke shprehur keqardhje për aksionin e kryer. Eksperti i sigurisë, Adem Lushaj, në një intervistë për të përditshmen “Bota sot”, argumenton se operacioni duhet interpretuar si zbatim i normave ligjore dhe si mbrojtje e pasurisë shtetërore. Sipas tij, në rast se autoritetet kanë respektuar rrugën formale ligjore, atëherë kemi të bëjmë me përmbushje të detyrimeve kushtetuese dhe jo me një problem që duhet analizuar përmes thjerrëzave etnike apo gjeopolitike.

Duke u ndalur te shqetësimet e partnerëve ndërkombëtarë, Lushaj e konsideron të natyrshme ndjeshmërinë për ruajtjen e stabilitetit, por insiston se paqja e qëndrueshme ndërtohet vetëm duke mos toleruar cenimin e rregullave. Ai shton se kjo ngjarje duhet të kthehet në një pikë referimi për organet kompetente, në mënyrë që i njëjti standard të zbatohet edhe në zonat e tjera të vendit, veçanërisht në parqet kombëtare si Alpet Shqiptare dhe Mali Sharr, ku ndërhyrjet pa kriter dhe ndërtimet e jashtëligjshme kanë dëmtuar për vite me radhë mjedisin dhe pronën publike. Mbrojtja e natyrës dhe e pronës publike nuk duhet të jetë selektive, por një standard unik për të gjithë. Vetëm në këtë formë forcohet besimi i qytetarëve tek organet e shtetit dhe ngrihet një shtet ligjor ku norma respektohet pa përjashtime, ka përfunduar ai.

Analisti politik, Zejnullah Jakupi, në anën tjetër, e sheh si të justifikuar shkatërrimin e objekteve pa leje, me kushtin që gjithçka të jetë mbështetur në ligj, por thekson se pushteti vendor duhet të sigurojë paanshmëri, trajtim të njëtrajtshëm dhe të eliminojë çdo hije dyshimi për zbatim të njëanshëm të ligjit.

Sipas tij, veprimi i policisë mund të konsiderohet në shërbim të respektimit të rregullave dhe mbrojtjes së pasurisë publike, nëse organet shtetërore janë mbështetur në procedura formale dhe vendime të organeve kompetente. Çdo ndërtim pa kriter mbi tokën publike krijon një shembull negativ, pasi gërryen autoritetin e ligjit dhe penalizon interesin e përbashkët. Ai paralajmëron megjithatë se në zona me kontekst delikat, si veriu i Kosovës, transparenca dhe komunikimi institucional janë thelbësore për të evituar keqkuptimet.

Duke komentuar reagimin e Brukselit, Jakupi e cilëson atë si një apel për kujdes e transparencë në vend të një kundërshtimi ndaj sundimit të ligjit. Ai shton se thirrja për ndaljen e aksionit nuk duhet lexuar si një refuzim i parimeve ligjore, por më shumë si një kërkesë për një zbatim të koordinuar e të qartë, pa shkaktuar tensione të reja. Në një demokraci funksionale, vendimi nuk duhet të diktohet nga trysnia e çastit, por nga procedurat, transparenca dhe mundësia e ankimit. Ky rast provon se rregullat duhet të vlejnë njëlloj për të gjithë qytetarët. Mbrojtja e pronës publike dhe zbatimi i normave nuk bien ndesh me të drejtat individuale, por përfaqësojnë garancinë që të drejtat e secilit të mbrohen në mënyrë të barabartë. Bashkimi Evropian luan një rol jetik në monitorimin e proceseve të tilla, sidomos në zona delikate, për t’u siguruar që zbatimi i ligjit të mos cenojë të drejtat themelore të askujt, duke përfshirë këtu edhe komunitetin serb. Në fund të fundit, çdo gjykim mbi këtë veprim duhet të rrënjoset në prova konkrete, dokumentacion dhe procedura formale, jo vetëm në perceptime politike. The operation by Kosovo institutions to demolish 11 illegally constructed buildings on the shore of Lake Ujman remains in the spotlight, prompting various reactions domestically and from international partners.

According to him, if the institutions have followed the regular legal channels, then it is a matter of carrying out their duty, not an issue to be judged through an ethnic or political lens.

“The action to demolish illegally constructed buildings on the shore of Lake Ujman should be seen first and foremost through the prism of the rule of law and protection of public property. If the institutions have acted in compliance with the law and after regular procedures, then this is a state obligation and not a matter to be assessed according to ethnic affiliation or political interests,” he said.

Regarding the reaction from Brussels, Lushaj acknowledges that concern for stability is understandable, but he emphasizes that long-term stability relies only on the uniform application of the law in every part of Kosovo.

“The reaction of the European Union, which calls for avoiding tensions, is understandable from the perspective of preserving stability. However, long-term stability is built on the rule of law, not on tolerating violations. The law must be applied equally in every corner of Kosovo,” he added.

He further highlighted the need for this case to serve as a model for acting with the same standard in other protected areas, such as the Accursed Mountains and the Sharri Mountains, where illegal constructions and environmentally harmful interventions have been recorded for years. “The protection of nature and public property must not be selective, but a uniform standard for everyone. Only in this way is citizens’ trust in state institutions strengthened and a state of law built, where the law is respected without exception,” concluded Lushaj.

Political analyst Zejnullah Jakupi also sees justification for the demolition of the buildings, provided that it was based on legal procedures. However, he draws attention to the fact that institutions must guarantee transparency, equal treatment for all, and avoid any perception of selective enforcement of the law.

“The action to demolish unauthorized buildings on the shore of Lake Ujman can be assessed as an action in the function of law enforcement and protection of public property, if the authorities have acted on the basis of regular legal procedures and competent decisions. Any unauthorized construction on public property creates a dangerous precedent, because it weakens respect for the law and harms the general interest,” Jakupi told “Bota sot.”

He added that especially in sensitive areas like the north, every action must be accompanied by caution and clear communication. As for the EU’s stance, Jakupi interprets it more as an appeal for caution and dialogue than as opposition to the rule of law. He stresses that the protection of public property and the respect of civil rights must go hand in hand, with law equal for everyone.

“The reaction of the European Union can be seen as a call for caution and dialogue, especially due to the political and security sensitivity in that area. However, the request to halt an action should not be interpreted as opposition to the rule of law; rather it should be seen as a request that law enforcement be carried out in a coordinated, transparent manner and without risking new tensions,” he continued.

Jakupi underscored that this case sends a strong message: the rule of law must apply equally to everyone and public property must be protected from any illegal use. At the same time, he emphasized the importance of professionalism, justice, and impartiality of institutions to build citizens’ trust and strengthen democracy.

“In this case, a balance must be maintained between individual rights and public interest. The right to private property is one of the fundamental rights and must always be respected, as long as it is exercised within the limits of the law. But, no individual right can be used to violate public property, common spaces, or the rules that apply to everyone,” he elaborated.

In conclusion, Jakupi stressed that the assessment of this action should be based on facts and procedures, not on political perceptions. He suggested that the EU’s role should focus on monitoring the process and ensuring that the law is applied equally, without distinction of ethnicity or affiliation, so as to strengthen the rule of law state.

Parcelat mbi të cilat u ngritën këto ndërtime janë pronë e Ndërmarrjes Publike Hidroekonomike “Ibër-Lepenc” që prej vitit 1973, kur u krye shpronësimi për krijimin e liqenit. Kështu deklaroi dje për “Bota sot” kryeshefi ekzekutiv i kësaj ndërmarrjeje, Faruk Mujka, duke shtuar se aksionet për lirimin e tokave publike nuk do të ndalen në asnjë rast uzurpimi apo ndërtimi pa autorizim, pavarësisht përkatësisë etnike të atyre që kanë kryer shkeljen.

Nëse institucionet kanë vepruar në përputhje me ligjin dhe pas procedurave të rregullta, atëherë ky është një obligim i shtetit dhe jo një çështje që duhet të vlerësohet sipas përkatësisë etnike apo interesave politike”, u shpreh ai.

Lidhur me reagimin e Brukselit, Lushaj e pranon se shqetësimi për stabilitetin është i kuptueshëm, por nënvizon se qëndrueshmëria afatgjatë mbështetet vetëm te zbatimi i njëtrajtshëm i ligjit në çdo pjesë të Kosovës.

“Reagimi i Bashkimit Evropian, i cili bën thirrje për shmangie të tensioneve, është i kuptueshëm nga këndvështrimi i ruajtjes së stabilitetit. Megjithatë, stabiliteti afatgjatë ndërtohet mbi sundimin e ligjit, jo mbi tolerimin e shkeljeve. Ligji duhet të zbatohet në mënyrë të barabartë në çdo cep të Kosovës”, shtoi ai.

Më tej, ai solli në vëmendje nevojën që ky rast të shërbejë si model për të vepruar me të njëjtin standard edhe në zona të tjera të mbrojtura, si Bjeshkët e Nemuna dhe Malet e Sharrit, ku për vite janë regjistruar ndërtime pa leje dhe ndërhyrje që dëmtojnë mjedisin. “Mbrojtja e natyrës dhe e pronës publike nuk duhet të jetë selektive, por një standard i njëjtë për të gjithë. Vetëm kështu forcohet besimi i qytetarëve në institucionet e shtetit dhe ndërtohet një shtet i së drejtës, ku ligji respektohet pa përjashtime”, përfundoi Lushaj.

Edhe analisti politik Zejnullah Jakupi sheh justifikim për shembjen e objekteve, me kusht që ajo të jetë mbështetur në procedurat ligjore. Megjithatë, ai tërheq vëmendjen se institucionet duhet të garantojnë transparencë, trajtim të njëjtë për të gjithë dhe të evitojnë çdo perceptim për zbatim selektiv të ligjit.

“Aksioni për rrënimin e objekteve pa leje në bregun e Liqenit të Ujmanit mund të vlerësohet si një veprim në funksion të zbatimit të ligjit dhe mbrojtjes së pronës publike, nëse autoritetet kanë vepruar mbi bazën e procedurave të rregullta ligjore dhe vendimeve kompetente. Çdo ndërtim pa leje në pronë publike krijon precedent të rrezikshëm, sepse dobëson respektimin e ligjit dhe dëmton interesin e përgjithshëm”, tha Jakupi për “Bota sot”.

Ai shtoi se sidomos në zona të ndjeshme si veriu, çdo veprim duhet të shoqërohet me kujdes dhe komunikim të qartë. Sa i përket qëndrimit të BE-së, Jakupi e interpreton atë më shumë si një apel për kujdes e dialog sesa si kundërshtim ndaj sundimit të ligjit. Ai thekson se mbrojtja e pronës publike dhe respektimi i të drejtave qytetare duhet të ecin paralelisht, me ligj të barabartë për këdo.

“Reagimi i Bashkimit Evropian mund të shihet si një thirrje për kujdes dhe dialog, sidomos për shkak të ndjeshmërisë politike dhe të sigurisë në atë zonë. Megjithatë, kërkesa për ndalimin e një aksioni nuk duhet të interpretohet si kundërshtim ndaj sundimit të ligjit; më shumë duhet parë si kërkesë që zbatimi i ligjit të bëhet në mënyrë të koordinuar, transparente dhe pa rrezikuar tensione të reja”, vijoi ai.

Jakupi nënvizoi se ky rast përcjell një mesazh të fuqishëm: sundimi i ligjit duhet të vlejë njësoj për të gjithë dhe pasuria publike duhet mbrojtur nga çdo përdorim i paligjshëm. Në të njëjtën kohë, ai vuri theksin te rëndësia e profesionalizmit, drejtësisë dhe paanshmërisë së institucioneve për të ndërtuar besimin e qytetarëve dhe për të forcuar demokracinë.

“Në këtë rast duhet të ruhet një ekuilibër mes të drejtave të individit dhe interesit publik. E drejta e pronës private është një nga të drejtat themelore dhe duhet të respektohet gjithmonë, për aq sa ajo ushtrohet brenda kufijve të ligjit. Por, asnjë e drejtë individuale nuk mund të përdoret për të cenuar pronën publike, hapësirat e përbashkëta apo rregullat që vlejnë për të gjithë”, shtjelloi ai.

Në përfundim, Jakupi theksoi se vlerësimi i këtij aksioni duhet të mbështetet në fakte dhe në procedura, jo në perceptime politike. He said the call to halt the operation should not be interpreted as opposition to the rule of law, but as a request for its enforcement to be coordinated and transparent and not to cause new tensions.

Jakupi said the case sends the message that the rule of law must apply without distinction and that public property must be protected from encroachment or illegal use. At the same time, the institutions must demonstrate that they act professionally, fairly and impartially, because only in this way can democracy and public trust be strengthened.

He called for a balance to be maintained between the public interest and individual rights. The right to private property, as one of the fundamental rights, must always be respected as long as it is exercised within legal boundaries. However, he said, it cannot be used to infringe upon public property, shared spaces or rules that apply to everyone.

If a building was erected without a permit or is located on public property, Jakupi said the institutions have an obligation to enforce the law even when they encounter opposition from owners or users. In a state governed by the rule of law, he said, decision-making cannot be dictated by immediate pressure or resistance, but must be based on procedures, transparency and the right to appeal.

According to the analyst, the same rules must apply to all citizens, regardless of the area or circumstances. Enforcing the law and protecting public property do not conflict with individual rights; on the contrary, they ensure that everyone is protected fairly and equally.

Jakupi stressed that the European Union has an important role in overseeing such processes, particularly in sensitive areas such as northern Kosovo. According to him, this monitoring should ensure that the law is applied fairly and without violating anyone’s rights, including those of the Serb community.

In conclusion, he said the assessment of the operation should not be based solely on political perceptions, but on facts, documents and legal procedures. If Kosovo’s institutions acted in accordance with the law and respected citizens’ procedural rights, then the enforcement of legal decisions and the protection of public property are part of the normal functioning of a democratic state.

Jakupi concluded in his comments to “Bota Sot” that the EU’s most constructive approach would not be merely to call for the action to be suspended. According to him, the European Union should monitor the process, verify the facts and ensure that the law is applied equally to everyone, regardless of ethnicity or affiliation.

Shembja e 11 shtëpive pa leje në zonën e Liqenit të Ujmanit nga autoritetet e Kosovës ka vijuar të jetë temë e debatit publik, duke nxitur reagime brenda vendit dhe nga përfaqësuesit ndërkombëtarë.

Rrënimi i objekteve nisi të martën me ekskavatorë dhe nën asistimin e Policisë së Kosovës. Sipas institucioneve, ndërtesat ishin ngritur në pronën publike të Ndërmarrjes Publike Hidroekonomike “Ibër-Lepenc”.

Kryeshefi ekzekutiv i “Ibër-Lepencit”, Faruk Mujka, deklaroi dje për gazetën “Bota sot” se parcelat ku ndodheshin objektet i përkasin ndërmarrjes që nga viti 1973. Ai sqaroi se atëherë ishte realizuar shpronësimi për ndërtimin e Liqenit të Ujmanit.

Mujka bëri të ditur se veprimet për lirimin e pronës publike do të vazhdojnë sa herë që evidentohen uzurpime ose ndërtime pa leje, pavarësisht përkatësisë etnike të personave të përfshirë.

Zhvillimet shkaktuan reagime edhe nga bashkësia ndërkombëtare. Zyra e Bashkimit Evropian në Kosovë shprehu shqetësim dhe keqardhje për vendimin e autoriteteve, ndërsa u kërkoi institucioneve ta ndërprisnin rrënimin.

Qëndrim të ngjashëm mbajtën Ambasada e Gjermanisë dhe ajo e Britanisë së Madhe në Kosovë. Të dyja ngritën pikëpyetje lidhur me respektimin e procedurave të rregullta ligjore në këtë rast dhe në raste të tjera të ngjashme në veri të vendit.

Njohësi i sigurisë, Adem Lushaj, tha për “Bota sot” se ndërhyrja duhet të vlerësohet në kuadër të sundimit të ligjit dhe ruajtjes së pronës publike. Sipas tij, kur institucionet veprojnë pas ndjekjes së procedurave dhe në pajtim me ligjin, ato po përmbushin një detyrim shtetëror, ndaj çështja nuk duhet trajtuar mbi baza etnike ose interesa politike.

Lushaj vlerësoi se aksioni për eliminimin e ndërtimeve pa leje pranë Liqenit të Ujmanit duhet parë, para së gjithash, si zbatim i ligjit dhe mbrojtje e pronës publike. Nëse janë respektuar të gjitha procedurat e rregullta, sipas tij, ndërhyrja përbën obligim të shtetit dhe nuk duhet gjykuar sipas etnisë së personave apo interesave politike.

Duke komentuar reagimin ndërkombëtar, ai e cilësoi të kuptueshme përpjekjen për të ruajtur stabilitetin dhe për të shmangur tensionet. Megjithatë, Lushaj theksoi se qëndrueshmëria afatgjatë nuk ndërtohet duke toleruar shkeljet, por duke zbatuar ligjin njësoj në të gjithë territorin e Kosovës.

Sipas tij, ky rast duhet t’i nxisë institucionet të ndjekin të njëjtin standard edhe në zona të tjera të vendit, veçanërisht në hapësirat e mbrojtura dhe parqet kombëtare. Ai përmendi Bjeshkët e Nemuna dhe Malet e Sharrit, ku ndër vite janë konstatuar ndërtime pa leje dhe ndërhyrje që cenojnë mjedisin dhe pasurinë publike.

Lushaj nënvizoi se mbrojtja e natyrës dhe e pronës publike nuk mund të bëhet në mënyrë përzgjedhëse, por duhet të jetë një rregull i barabartë për të gjithë. Vetëm përmes një qasjeje të tillë, sipas tij, rritet besimi i qytetarëve tek institucionet dhe ndërtohet një shtet i së drejtës, në të cilin ligji respektohet pa përjashtime.

Edhe analisti politik Zejnullah Jakupi e konsideroi të arsyeshëm rrënimin e objekteve pa leje, nëse autoritetet kanë vepruar në bazë të procedurave ligjore dhe vendimeve të organeve kompetente. Ai paralajmëroi se çdo ndërtim i paligjshëm në pronë publike krijon një precedent të rrezikshëm, pasi dobëson respektin për ligjin dhe dëmton interesin e përgjithshëm.

Në prononcimin për “Bota sot”, Jakupi kërkoi që institucionet të jenë transparente, të garantojnë trajtim të njëjtë për të gjithë dhe të mos lënë hapësirë për përshtypjen se ligji po zbatohet në mënyrë selektive ose për motive politike. Sipas tij, ndërhyrjet në zona të ndjeshme, si veriu i Kosovës, duhet të shoqërohen me kujdes institucional dhe komunikim të qartë.

Reagimi i Bashkimit Evropian, sipas Jakupit, duhet kuptuar si një kërkesë për maturi, dialog dhe transparencë, duke pasur parasysh ndjeshmërinë politike dhe të sigurisë në atë zonë. Ai vlerësoi se thirrja për ndalimin e aksionit nuk duhet interpretuar si kundërshtim ndaj sundimit të ligjit, por si kërkesë që zbatimi i tij të koordinohet, të jetë transparent dhe të mos shkaktojë tensione të reja.

Jakupi tha se rasti përcjell mesazhin se sundimi i ligjit duhet të vlejë pa dallime dhe se prona publike duhet mbrojtur nga uzurpimi ose shfrytëzimi i paligjshëm. Në të njëjtën kohë, institucionet duhet të provojnë se veprojnë me profesionalizëm, drejtësi dhe paanshmëri, sepse vetëm në këtë mënyrë forcohen demokracia dhe besimi i qytetarëve.

Ai kërkoi ruajtjen e ekuilibrit ndërmjet interesit publik dhe të drejtave individuale. E drejta e pronës private, si një nga të drejtat themelore, duhet respektuar gjithmonë për sa kohë ushtrohet brenda kufijve ligjorë. Megjithatë, sipas tij, ajo nuk mund të shërbejë për cenimin e pronës publike, hapësirave të përbashkëta ose rregullave që zbatohen për të gjithë.

Nëse një ndërtesë është ngritur pa leje apo ndodhet në pronë publike, Jakupi vlerësoi se institucionet kanë detyrimin të zbatojnë ligjin edhe kur hasin kundërshtimin e pronarëve ose përdoruesve. Në një shtet ligjor, tha ai, vendimmarrja nuk mund të kushtëzohet nga presioni ose rezistenca e çastit, por duhet të mbështetet te procedurat, transparenca dhe e drejta për ankim.

Sipas analistit, të njëjtat rregulla duhet të vlejnë për të gjithë qytetarët, pavarësisht zonës apo rrethanave. Zbatimi i ligjit dhe ruajtja e pronës publike nuk bien ndesh me të drejtat e individit; përkundrazi, ato garantojnë që secili të mbrohet në mënyrë të drejtë dhe të barabartë.

Jakupi theksoi se Bashkimi Evropian ka rol të rëndësishëm në mbikëqyrjen e proceseve të tilla, posaçërisht në zona të ndjeshme si veriu i Kosovës. Sipas tij, ky monitorim duhet të sigurojë që ligji të zbatohet drejt dhe pa cenuar të drejtat e askujt, përfshirë komunitetin serb.

Në përmbyllje, ai tha se vlerësimi i aksionit nuk duhet të mbështetet vetëm në perceptime politike, por në fakte, dokumente dhe procedura ligjore. Nëse institucionet e Kosovës kanë vepruar sipas ligjit dhe kanë respektuar të drejtat procedurale të qytetarëve, atëherë zbatimi i vendimeve ligjore dhe mbrojtja e pronës publike janë pjesë e funksionimit normal të një shteti demokratik.

Jakupi përfundoi për “Bota sot” se qasja më e dobishme e BE-së nuk do të ishte vetëm kërkesa për pezullimin e veprimit. Sipas tij, Bashkimi Evropian duhet ta monitorojë procesin, t’i verifikojë faktet dhe të sigurohet që ligji të zbatohet në mënyrë të barabartë për të gjithë, pa dallim etnie apo përkatësie.
