In a press release, it said these elections were held in an unusual political situation, following several electoral processes conducted within a short period of time.

According to the statement, this situation was reflected in voter fatigue, a less intensive campaign and lower voter turnout. However, it stresses that the process was not accompanied by incidents or irregularities that would undermine the overall integrity of the elections. Likewise, their administration is assessed as generally professional, while the publication of the results, the counting at the Municipal Counting Centers, the work at the Counting and Results Center, the handling of votes from outside Kosovo and the review of complaints were carried out without major tensions and without delays that would damage the credibility of the process.

However, DnV stresses that these elections once again brought to light several problems that Kosovo has carried from one electoral process to another. Among them are the lack of regulation of the pre-campaign period, the undermining of equality in the electoral race by executive decisions, the lack of sufficient transparency in the financing of political entities during the elections, especially in the digital space and by candidates, difficulties for voters in finding their polling station, limited access for persons with disabilities, as well as challenges related to preferential votes and voting outside Kosovo.

The statement notes that DnV is in the final stage of preparing the final observation reports for these elections, which are expected to be published in the coming weeks. According to them, the report will include the full findings on the electoral process and recommendations for the responsible institutions. DnV also calls on the Assembly of Kosovo to place electoral reform among its first priorities after it is constituted. At the same time, it calls on the Central Election Commission, the Electoral Complaints and Appeals Panel, the Supreme Court, justice institutions, municipalities and other institutions involved in the process to treat the recommendations seriously and turn them into concrete actions.

According to the statement, electoral reform should be comprehensive, transparent and based on the concrete experience of the latest electoral cycles. It should address not only the technical aspects of administration, but also the broader elements of the electoral system that affect representation, equality in the race, public trust and institutional functionality.

During this meeting, the Consolidated Annual Report on the Functioning of the Public Internal Financial Control System in public sector entities for 2025 was approved.

At the same meeting, the executive also approved authorizing the Ministry of Finance to take the necessary steps to open a special account within the Treasury Single Account (LlVTH), which will be named the “Confiscation Fund.”

Based on this decision, this account will be used solely for receiving and recording revenues stemming from asset confiscation, when this has been determined by final court decisions.

According to the Government, the establishment of this account is intended to enable more orderly and transparent administration of the financial resources secured through asset confiscation.
