On 18.08.2026, Kosovo’s acting president, Albulena Haxhiu, held a consultative meeting with representatives of political parties on the political situation and institutional deadlock.

The meeting scheduled for 09:00 was attended by LVV leader Albin Kurti, Alternativa leader Mimoza Kusari Lila, Guxo leader Donika Gërvalla, as well as representatives of non-majority community parties.

The Democratic Party of Kosovo, the Democratic League of Kosovo and the Alliance did not respond positively to Haxhiu’s invitation. The meeting aimed to discuss political and institutional developments and the possibility of reaching an agreement on electing a consensus president.

PDK MP Uran Ismaili announced that the party would not take part in the meeting. According to him, Haxhiu should have turned to the Assembly speaker, Avni Dehari, to call a session.

Ismaili described the meeting as another manipulation attempt by Albin Kurti and said deadlines were being dragged out in the face of the Constitutional Court deadline. He said PDK would not take part in the meeting but would be in the Assembly.

LDK leader Lumir Abdixhiku also confirmed the invitation was refused. He said LDK holds meetings with party leaders and that, in this case, it could only meet with LVV leader Albin Kurti, since Haxhiu is an Assembly MP.

The meeting was also opposed by Alliance leader Ardian Gjini. He said Haxhiu is not an elected president and has no mandate to play the role of unifier of the political spectrum.

Gjini accused Haxhiu and Kurti of not seeking a solution, but a scapegoat for the decision that, according to him, they had already made to take the country to elections and this time also into institutional chaos. He added that the Alliance would not give them an alibi and that, if quorum votes were being sought, the Alliance’s six points existed.

Before the meeting, Haxhiu had said that three consecutive electoral processes with similar results showed that without political dialogue, especially on the issue of the president, no solution could be found for moving forward.

She had stressed that, although the election of the president is formally presented as a later stage of the institutional process, current circumstances make it the first point from which dialogue must begin.

Haxhiu had warned that without an agreement on the president, the path could open toward a new electoral process, which in practice would bring neither change nor a solution.

After the consultations concluded, Haxhiu said political parties must find a common path to overcome the situation. She said that in the coming days acting Prime Minister Albin Kurti would hold another meeting with the LDK.

According to Haxhiu, two different political positions are currently present on the constitution of the Assembly and the election of the president. LVV and its partners believe that entering the Assembly constitution process without an agreement on the president could bring a repeat of last year’s crisis.

On the other side, PDK, LDK and AAK support first constituting the Assembly and holding discussions on the president at a later stage.

Haxhiu said she heard the positions of all political parties and that all expressed the need to contribute to reaching an agreement on the president, with the aim of avoiding new elections.

She stressed that parties do not need to agree on every issue, while warning that even new elections offer no guarantee that the sides will reach an agreement.

During the meeting, according to Haxhiu, Albin Kurti said he has the necessary votes for Assembly speaker and that the main obstacle is related to the agreement on the president.

Haxhiu proposed that parties begin discussing concrete names for a consensus candidate who would not belong to any political party.

She said Kurti had made clear that he does not want the president to come from the ranks of LVV, thus denying discussions that LVV was insisting on its own candidate. According to Haxhiu, LVV has also expressed support for a consensus president.

The acting president expressed hope that meetings with parties would continue soon and that other political parties would also be included in them. She repeated that LVV is ready for a consensus president, so that new elections are avoided and the institutional crisis is resolved.

In her invitation, Haxhiu sought to reach an agreement on a consensus president through political dialogue, while current political and institutional developments were also on the agenda.

However, PDK, LDK and the Alliance did not respond positively to the invitation and decided not to attend the meeting.

PDK MP Uran Ismaili confirmed that his party would not be present. At a press conference, he said Haxhiu should have approached the presiding officer of the Assembly, Avni Dehari, to convene a session.

“First, this is yet another attempt by Mr. Kurti to manipulate the deadlines in relation to the Constitutional Court’s deadline, so it is another act of manipulation. Ms. Albulena Haxhiu would have been better off writing a letter to Dehari asking him to convene the Assembly. Every form of power in Kosovo, every political authority, functions through and is based on the Assembly of Kosovo, and the Assembly has been suspended… What logic is there in this? How can you exercise powers and send letters… The first letter she should have sent was to Dehari. PDK will not be at that meeting; we will be in the Assembly,” Ismaili said.

The Democratic League of Kosovo also rejected the meeting. Its leader, Lumir Abdixhiku, said political communication should take place with party leaders.

“We hold meetings with party leaders. In this case, the only meeting we can hold is with LVV leader Albin Kurti. In our view, Ms. Haxhiu is a member of the Assembly and, accordingly, we can speak only with those responsible for this matter,” Abdixhiku said.

The Alliance also opposed taking part in the meeting convened by Haxhiu. Its leader, Ardian Gjini, accused the acting president and Albin Kurti of not genuinely seeking a solution.

“You are not the elected President of Kosovo and you do not have a mandate to play the role of unifying the political spectrum. You and Kurti are being far too transparent in showing that you are not seeking a meeting to find a solution. You are seeking a meeting to find someone to blame for the decision you have already made—to send the country to elections. This time, into institutional chaos as well.

“Your aim goes beyond that. You want to drag out this deadlock until the date that suits you for holding the elections.

“The Alliance understands this game and will not provide you with an alibi. If you truly wanted the votes and the quorum, you have the Alliance’s six points,” Gjini had written.

Meanwhile, LVV leader Albin Kurti, Alternativa leader Mimoza Kusari Lila, Guxo leader Donika Gërvalla, as well as representatives of non-majority community parties, arrived at the meeting. The meeting began after 09:00.

Haxhiu had said that attendance was expected to be limited to Kurti and the leaders of the non-majority communities, as the main opposition parties had declined the invitation.

In a post, the acting president said that three successive electoral processes with similar results show that political dialogue is essential to overcoming the situation.

“Three successive electoral processes with similar results are ample evidence that, without political dialogue, particularly on the issue of the President, there is no solution for moving forward,” Haxhiu wrote.

According to her, although the election of the President is formally presented as a later stage of the institutional process, the current circumstances make it the point from which dialogue must begin.

Haxhiu said that without an agreement on the President, the way would be opened for a new electoral process, which, according to her, would bring neither change nor a solution.

“It is evident that without an agreement on this issue, the way is opened for a new electoral process that, in practical terms, will bring nothing new. Much less a solution,” she said.

She said she had invited the leaders of all parliamentary political entities with the aim of building a political consensus around the issue.

Haxhiu expressed regret over the non-participation of PDK and AAK, describing their refusal as misguided and as a lack of willingness to move beyond obstructive positions.

“PDK and AAK rejected the invitation. I consider this refusal a misguided and ill-considered action and, above all, a lack of willingness to overcome entrenched positions,” she wrote.

Acting President of Kosovo Albulena Haxhiu has invited parliamentary parties to a meeting today at 09:00 aimed at finding a solution to the issue of the President.

Her invitation was not accepted by all political entities. Only the leader of the Vetëvendosje Movement, Albin Kurti, and the leaders of the non-majority communities are expected to attend the meeting called by Haxhiu.

The Democratic Party of Kosovo, the Democratic League of Kosovo and the Alliance have announced that they will not attend the meeting.

PDK lawmaker Uran Ismaili said that his party would not respond positively to Albulena Haxhiu’s invitation.

During a press conference, Ismaili said that Haxhiu should have addressed the Speaker of the Assembly, Avni Dehari, with a request to call a session.

“This is yet another attempt at manipulation by Mr Kurti, by delaying the deadlines in relation to the deadline set by the Constitutional Court. Instead, Ms Albulena Haxhiu should have sent a letter to Avni Dehari asking him to convene the Assembly. Every institution in Kosovo, including political power, functions and is based on the Assembly of Kosovo, while the Assembly is suspended. What logic is there in exercising a mandate and sending letters? The first letter should have been sent to Dehari. PDK will not attend that meeting; we will be in the Assembly,” he said.

The Democratic League of Kosovo has also rejected the meeting. Its leader, Lumir Abdixhiku, said that the LDK holds talks with the leaders of political parties.

“We hold meetings with party leaders. In this case, the only meeting we can have is with the leader of LVV, Albin Kurti. According to our position, Ms Haxhiu is a member of the Assembly, and we can speak only with the people responsible for this issue,” Abdixhiku said.

The Alliance has also announced that it will not attend the meeting called by Haxhiu.

Haxhiu responded in a post regarding today’s meeting and the parties’ refusal to attend it. She stressed that three consecutive electoral processes, with similar results, show that the current situation cannot be resolved without political dialogue.

Albulena Haxhiu, acting president of Kosovo, has criticized the opposition for involving the Assembly’s professional staff in political conflicts.

In a statement posted on Facebook, she called for Assembly officials not to be targeted or pressured over the work they perform as part of their institutional duties, “Bota sot” reports.

Haxhiu stressed that political clashes and differences should take place only between individuals who hold political responsibility.

According to her, the opposition should not drag the Assembly’s professional staff into these clashes by pressuring or targeting them for fulfilling their institutional responsibilities.

She said that any concerns the opposition has regarding her work should be addressed to her personally or raised through institutional mechanisms. Haxhiu described it as unfair to attribute political motives to professional officials or create the impression that they work in the service of an individual or political entity simply because they are carrying out their duties.

The acting president emphasized that the Assembly staff are not a party to political battles and therefore should not be treated as such.

Haxhiu said she publicly condemns this conduct and called for any specific allegation to be supported by facts and addressed through institutional channels, rather than through attacks and insinuations against Assembly officials.

Saying that the presence of the deputies was making it impossible to hold the conference, Haxhiu addressed PDK MP Ganimete Musliu.

Before leaving the podium, she continued: “The moment the PDK makes it possible for us and allows us to hold a conference, I’ll come out.”

Albulena Haxhiu, acting president of Kosovo, announced that she had signed decrees relieving seven prosecutors from the Serb community of their duties, implementing a decision by the Kosovo Prosecutorial Council.

Responding to journalists’ questions on the issue, she said the competent institutions and field experts should make a careful assessment of the benefits, costs, and effects such a project could bring to citizens and to the Republic of Kosovo.

“Whether Kosovo should accept American gas or not is not a matter of ‘yes’ or ‘no’ answers. It is very important for there to be discussions at the level of the responsible institutions and experts, so that the benefits, costs, and other aspects related to this project can be analyzed,” she said.

Haxhiu underlined that Kosovo has never rejected projects that are in the interest of its citizens and the state, but stressed that issues of this strategic nature require serious discussions and decisions supported by professional analysis.

According to her, Kosovo’s institutions continue to remain open to dialogue and to considering all possibilities, while she noted that Economy Minister Artane Rizvanolli is already dealing with this issue.

“We have not closed the door to serious discussions. We are open to discussing this. Minister Rizvanolli has discussed this issue and is working in this direction. We should give the responsible institutions the opportunity to provide the final answer,” Haxhiu said.

She also reacted to criticism over the way Kosovo’s institutions have approached this project, rejecting the idea that considering other energy alternatives could be presented as a stance against the United States of America.

“If Kosovo sees another solution as better, why should it be criticized and why should the institutions of the Republic of Kosovo be considered anti-American? Kosovo’s institutions work for the interests of citizens and support projects that are in favor of the Republic of Kosovo and its citizens. This should not be seen as anti-Americanism,” Haxhiu declared.

She added that framing the debate over the gas project in political terms serves neither Kosovo nor its partnership with the United States.
