Donika Gërvalla, acting Minister of Justice, has expressed hope that the Democratic League of Kosovo will help reach an agreement on electing a consensus president.

She spoke after the graduation ceremony of 100 cadets at the Kosovo Correctional Service Academy. According to Gërvalla, political entities now have the opportunity to demonstrate seriousness and successfully conclude the process for a president acceptable to all.

Gërvalla said that electing a consensus president had been a common demand during the talks held at the beginning of this year, but success was not achieved at that time. She clarified that she had not stated that the refusal was expected, and she had received the information a day earlier, just like everyone else. The acting minister added that she had read it carefully and listened to the reaction several times, aiming to understand the messages between the lines. Describing herself as an optimist by nature, she said she wants to believe that there is a good basis for an agreement. According to her, there is no reason to hinder the state’s development, but there are many reasons to move forward, while democracy means that for four years one side is in power and the other in opposition, reports KosovaPress.

Speaking about the next steps, Gërvalla stated that Vetëvendosje and its coalition partners aim to secure the agreement before taking steps. She said that when actions are taken without a prior agreement, the opposition responds that the steps have already been completed and asks what is then expected of them.

According to Gërvalla, an agreement between political parties and finding a solution for a consensus president are essential. She emphasized that citizens have repeatedly expressed their will, so the parties must reach reconciliation and, together with a consensus president, move forward. Gërvalla said she is very optimistic that a solution will be found, despite the noise and the presence of those who do not want a solution but do not know what they want. She said she is very convinced that success and good development will be achieved, which will enable the continuation of work and the advancement of the reforms they have committed to.

Acting Minister of Justice, Donika Gërvalla, expressed optimism about the work of the 11th legislature of the Kosovo Assembly, which is expected to be constituted today.

She said the aim is for the country to overcome the current situation, which, according to her, no one likes, especially the citizens of Kosovo.

“On this beautiful day for democracy in our country, after democratic elections, parliamentary elections, we will go today to constitute the assembly and try to emerge from a situation that no one likes, least of all the citizens of Kosovo. I am full of optimism that this legislature will be a legislature of great economic development, deep reform in the field of justice, and good developments for our country, for our citizens, and everyone in general,” stated Gërvalla, reports KosovaPress.

The Kosovo Assembly will hold a session today to constitute the 11th legislature.

According to her, the government approved three decisions.

The first decision provides for the suspension of the implementation of the Regulation on the admission and handling of telephone calls in the system for appointing lawyers by official duty (ex officio) of the Kosovo Bar Association, until a final decision is made by the competent court.

Likewise, the implementation of the administrative act on the amount of the registration costs of the Kosovo Bar Association has also been suspended, pending the final decision of the competent court.

Meanwhile, with the third decision, the Commission for the Compensation of Crime Victims was appointed.

Gervalla said these decisions “reflect the commitment of our institutions to strengthening the rule of law, guaranteeing legality in administrative actions, and advancing the protection of citizens’ rights, with a particular focus on equal access to justice and institutional support for victims of crime.”

In her remarks, she first focused on the PDK, which she said continues to represent a segment of politics that, according to her, bears responsibility for the high level of crime and corruption in the country, “Bota sot” reports. According to Gërvalla, the Guxo Party has no common ground whatsoever with this political entity.

“The Democratic Party of Kosovo still represents that part of politics which is responsible for an extraordinary degree of crime and corruption that has dominated our country. Therefore, especially with the PDK, the Guxo Party does not have even a single thing in common,” she said.

When asked whether there was any possibility of governing together with the PDK, Gërvalla categorically ruled out such a scenario.

She also raised questions about the way this party is led, assessing that several decision-making centers operate within it, which, according to her, makes cooperation difficult.

“With the PDK? To fight crime and corruption, no.

Who is the leadership of the PDK? Can you point your finger at one person? How many leaders does the PDK have?

Formally it has one leader, but in practice it has several leaders.

Crime and corruption cannot be fought, the country cannot be moved forward with the PDK in the condition it is in today. I am not talking about a future time, when an internal reform may have taken place, but for the moment, absolutely not,” Gërvalla declared, among other things.
