Recently, the Democratic League of Kosovo (LDK) has indicated that it could support a possible agreement with the Vetëvendosje Movement (LVV), making available the 18 votes of its deputies. However, according to positions expressed by its officials, this support would come with conditions.

The main condition mentioned by the LDK is that the post of President of Kosovo should belong to this party and that the candidate for this office should come from its ranks. This element is being considered important in talks between the two parties and could directly affect whether or not an agreement on forming the institutions will be reached.

On this issue, diaspora activist Agim Aliçkaj spoke in a statement to “Bota sot”.

According to him, the election result gave Albin Kurti the political right to continue governing, while the opposition, as he assesses it, has still not accepted the defeat.

Aliçkaj draws attention to the fact that the process of electing the president could be used by the opposition as a means to hinder the functioning of institutions and the completion of power.

“The unnecessary parliamentary elections in Kosovo ended very successfully and these days the certification of the results is expected. The majority of the people of Kosovo, for the third time in a row, clearly expressed their will for Prime Minister Albin Kurti, with his coalition, to continue governing the country for another four years.

It is still not clear whether PDK, LDK and AAK have truly understood that they lost the elections. Many opposition politicians, together with the media controlled by them, continue to interpret the numbers as they wish, deceiving themselves that they are winners, simply because they lost by the same margin or less than last time. This is naivety of painful proportions, in short, political misery.

Since the election result enables Mr. Kurti to constitute the Assembly and form the Government, the post of President, for whose election 81 votes are required, or in the third round a simple majority provided that 81 deputies are present, remains a possibility for the losing parties to block the functioning of the state.

All indications show that the losers will again try to block the state, solely to prevent Mr. Kurti from governing the country. Even before the elections have been certified, they have begun setting conditions and seeking justifications for their actions against the normal functioning of state institutions,” he said.

Speaking further, he assesses that the conditions set by the LDK for supporting the election of the president are unworkable, driven by party interests, and have the potential to obstruct the normal functioning of institutions.

“The Democratic League of Kosovo declares that it will give its votes only on the condition that the President be from its ranks, although it itself is more divided than rarely before and it is not known whether it will manage to convince its own deputies to vote unanimously in the event of an agreement with Vetëvendosje. The maximum that the LDK can expect is several ministries, depending on its parliamentary weight.

LDK Presidency member and former prime minister Avdullah Hoti, driven by his ‘great love’ for America, has revealed another condition for voting for the President: signing the contract for American gas. He goes so far as to warn of protests if the government does not do this, an entirely naive, unprofessional and somewhat laughable display.

Both of these conditions are unrealistic and unworkable. They have been set for personal and party interests, not to unblock state institutions. It is clear that the LDK, but also the PDK and AAK, have ‘forgotten’ their earlier statements that the President should be a unifying and non-partisan figure. Meanwhile, the gas issue is not a political issue, but an economic and strategic one, which should be assessed by experts in the energy field,” the activist explains.

In conclusion, Aliçkaj says that the opposition is using political conditions and unsupported claims to obstruct the institutions, while as a way out he sees the election of a non-partisan president who serves the state interest above the party interest.

“The efforts of these parties to frighten the people with claims of an ‘authoritarian government’ by Kurti are unfounded. Their hypocrisy becomes even more evident when they support the real autocrat, the Serbian vassal and now illegitimate prime minister of Albania, Edi Rama. He, together with Serbian lobbyist Richard Grenell, is believed to have also had an influence in encouraging these efforts to block the state, with the aim of bringing down Mr. Kurti’s government.

It is astonishing that these parties, and especially the LDK, have learned nothing from successive defeats. Instead of analyzing their own mistakes, changing and improving, they waste energy seeking culprits where none exist. How do they not understand that blocking the winner and the state cannot bring them victory? If they continue with this approach, they will never win the trust of the majority of citizens.

The only real solution for the election of the President is the proposal of three capable, non-partisan candidates, with knowledge of foreign languages and international relations, and the election of one of them by majority vote. This requires maturity, wisdom and patriotism. Quite simply, it requires that state and national interests be placed above personal and party interests,” activist Aliçkaj concluded for “Bota sot”.

Pas zgjedhjeve parlamentare në Kosovë, ndërtimi i institucioneve të reja po përcillet nga negociata të forta, kushte politike dhe kërkesa të partive kryesore në Kuvend. Meqë ende nuk ka një marrëveshje për shumicën qeverisëse, secili subjekt politik po synon të rrisë peshën e vet në procesin e bisedimeve.

Së fundi, Lidhja Demokratike e Kosovës (LDK) ka lënë të kuptohet se mund të mbështesë një marrëveshje të mundshme me Lëvizjen Vetëvendosje (LVV), duke vënë në dispozicion 18 votat e deputetëve të saj. Por, kjo përkrahje, sipas qëndrimeve të shprehura nga zyrtarë të saj, do të kushtëzohej.

Kushti kryesor i përmendur nga LDK-ja është që posti i Presidentit të Kosovës t’i takojë kësaj partie dhe kandidati për këtë detyrë të dalë nga radhët e saj. Ky element po konsiderohet i rëndësishëm në bisedimet ndërmjet dy partive dhe mund të ndikojë drejtpërdrejt nëse do të arrihet ose jo marrëveshja për formimin e institucioneve.

Sipas tij, rezultati i zgjedhjeve i ka dhënë Albin Kurtit të drejtën politike për të vazhduar qeverisjen, ndërsa opozita, siç vlerëson ai, ende nuk është pajtuar me humbjen.

Aliçkaj tërheq vëmendjen se procesi i zgjedhjes së presidentit mund të përdoret nga opozita si mjet për të penguar funksionimin e institucioneve dhe kompletimin e pushtetit.

“Zgjedhjet e panevojshme parlamentare në Kosovë përfunduan me shumë sukses dhe këto ditë pritet certifikimi i rezultateve. Populli shumicë i Kosovës, për të tretën herë radhazi, e shprehu qartë vullnetin e tij që Kryeministri Albin Kurti, me koalicionin e vet, të vazhdojë ta qeverisë vendin edhe për katër vjet.

Ende nuk është e qartë nëse PDK-ja, LDK-ja dhe AAK-ja e kanë kuptuar vërtet se i kanë humbur zgjedhjet. Shumë politikanë të opozitës, së bashku me mediat e kontrolluara prej tyre, vazhdojnë t’i interpretojnë numrat sipas dëshirës, duke e mashtruar veten se janë fitues, vetëm pse kanë humbur njësoj ose më pak se herën e kaluar. Ky është një naivitet i përmasave të dhimbshme, shkurt, një mjerim politik.

Meqë rezultati i zgjedhjeve ia mundëson z. Kurti konstituimin e Kuvendit dhe formimin e Qeverisë, posti i Presidentit, për zgjedhjen e të cilit kërkohen 81 vota, ose në raundin e tretë shumicë e thjeshtë me kusht që të jenë të pranishëm 81 deputetë, mbetet edhe më tej mundësi për bllokimin e funksionimit të shtetit nga partitë humbëse.

Të gjitha indikacionet tregojnë se humbësit do të përpiqen sërish ta bllokojnë shtetin, vetëm e vetëm për të mos lejuar z. Kurti të qeverisë vendin. Madje, ende pa u certifikuar zgjedhjet, ata kanë filluar të vendosin kushte dhe të kërkojnë arsyetime për veprimet e tyre kundër funksionimit normal të institucioneve shtetërore”, u shpreh ai.

Duke folur më tej, ai vlerëson se kushtet që LDK-ja ka vendosur për mbështetjen e zgjedhjes së presidentit janë të parealizueshme, të nxitura nga interesa partiake dhe me potencial për të penguar funksionimin normal të institucioneve.

“Lidhja Demokratike e Kosovës deklaron se do t’i japë votat e saj vetëm me kusht që Presidenti të jetë nga radhët e saj, ndonëse vetë është e përçarë si rrallëherë dhe nuk dihet nëse do të arrijë t’i bindë deputetët e vet të votojnë njëzëri në rast të një marrëveshjeje me Vetëvendosjen. Maksimumi që LDK-ja mund të presë janë disa ministri, varësisht nga pesha e saj parlamentare.

Anëtari i Kryesisë së LDK-së dhe ish-kryeministri Avdullah Hoti, i shtyrë nga “dashuria e madhe” për Amerikën, ka zbuluar edhe një kusht tjetër për votimin e Presidentit: nënshkrimin e kontratës për gazin amerikan. Ai shkon aq larg, sa paralajmëron protesta nëse qeveria nuk e bën këtë, një paraqitje tërësisht naive, joprofesionale dhe deri diku qesharake.

Të dyja këto kushte janë joreale dhe të parealizueshme. Ato janë vendosur për interesa personale dhe partiake, e jo për zhbllokimin e institucioneve të shtetit. Shihet qartë se LDK-ja, por edhe PDK-ja e AAK-ja, i kanë “harruar” deklaratat e tyre të mëhershme se Presidenti duhet të jetë figurë unifikuese dhe jopartiake. Ndërkohë, çështja e gazit nuk është çështje politike, por ekonomike dhe strategjike, e cila duhet të vlerësohet nga ekspertët e fushës së energjetikës”, shpjegon veprimtari.

Në përmbyllje, Aliçkaj thotë se opozita po shfrytëzon kushte politike dhe pretendime të pambështetura për të penguar institucionet, ndërsa si rrugëdalje ai sheh zgjedhjen e një presidenti jopartiak, që i shërben interesit shtetëror mbi atë partiak.

“Përpjekjet e këtyre partive për ta frikësuar popullin me pretendimet për një “pushtet autoritar” të Kurtit janë të pabazuara. Hipokrizia e tyre bëhet edhe më e dukshme kur mbështesin autokratin e vërtetë, vasalin serb dhe kryeministrin tashmë jolegjitim të Shqipërisë, Edi Rama. Ai, së bashku me lobistin serb Richard Grenell, besohet se kanë pasur ndikim edhe në nxitjen e këtyre përpjekjeve për ta bllokuar shtetin, me qëllim rrëzimin e qeverisë së z. Kurti.

Është për t’u habitur që këto parti, e sidomos LDK-ja, nuk kanë mësuar asgjë nga humbjet e njëpasnjëshme. Në vend që t’i analizojnë gabimet e veta, të ndryshojnë dhe të përmirësohen, ato harxhojnë energji duke kërkuar fajtorë aty ku nuk ekzistojnë. Si nuk e kuptojnë se bllokimi i fituesit dhe i shtetit nuk mund t’u sjellë fitore? Nëse vazhdojnë me këtë qasje, nuk do ta fitojnë kurrë besimin e shumicës së qytetarëve.

Zgjidhja e vetme reale për zgjedhjen e Presidentit është propozimi i tre kandidatëve të aftë, jopartiakë, me njohuri të gjuhëve të huaja dhe të marrëdhënieve ndërkombëtare, dhe zgjedhja e njërit prej tyre me votë të shumicës. Për këtë nevojitet maturi, mençuri dhe atdhedashuri. Thjesht, kërkohet që interesat shtetërore dhe kombëtare të vendosen mbi interesat personale dhe partiake”, përfundoi veprimtari Aliçkaj për “Bota sot”.
