										<content:encoded><![CDATA[<p>Official documents from the German Interior Ministry and a strong public denunciation by DP MP Belind Këlliçi have raised the alarm over the licensing of the first fully online bank in Albania, &#8220;Jet Bank&#8221;.</p>
<p>Invited to TASK FORCE on SYRI TV with Sonila Meço, Këlliçi stated that behind this bank are suspected individuals convicted of an international fraud scheme worth 200 million euros, raising serious questions about the verification process by the Bank of Albania.</p>
<p>Këlliçi stressed that according to published documents, German citizen Oliver Hammer, director of the company &#8220;Constador LTD&#8221; registered in Cyprus, which owns 71% of the shares of &#8220;Jet Bank&#8221;, turns out to have a problematic past.</p>
<p>Këlliçi also stated that he has officially addressed the Bank of Albania twice with a series of key questions, but has not received any substantial answers.  </p>
<p>Këlliçi: Thank you Sonila, you are perhaps the only show so far that sheds light on this very big scandal that affects our banking system. It is a systemic problem, as I have described, it is not simply a connection of people involved in the theft of European citizens and others, and these are not random connections. But here the financial security and the security of our banking system, and the entire banking system, are directly affected, and surprisingly enough, it is enough to look at the portals and media where this denunciation is present and you immediately understand the large amount of money that has been spent not to advertise, but to censor the truth in relation to this bank, which is the first digital bank, approved and licensed by the Bank of Albania, and meanwhile, the governor and the bank have not yet responded to my questions, even last month, officially addressed to the Bank of Albania, and meanwhile, the second letter that I sent, again with repeated questions addressed to the Bank of Albania, the governor and the Supervisory Council, I have again not received a response. In short, I have published today a document of the German Ministry of the Interior, an official document and it is a document of the Federal Ministry of the Interior, which sheds light on the people behind this bank. So, the citizen Oliver Hammer that I have published today, turns out to be an individual who through the company where he was the managing director, the company was, as I have noted for correctness, GRF Europe OU, which was a company that operated on behalf of the famous company 4XFX, owned by the Israeli citizen Gal Barak. Both of these citizens have been sentenced to four years in prison for setting up a fraud scheme through the call center business worth at least 200 million euros that they have stolen from citizens of the European Union in countries like Austria, Germany, Italy and why not even outside the EU now, British citizens. They have stolen at least 200 million euros with this business. Now, I have addressed these questions to the Bank of Albania, I have been addressing them to the Bank of Albania since a month or almost six weeks ago. What is the experience of this company, the company Constador LTD, which owns 71% of Jet Bank and which is owned and has as its general director the same individual, Oliver Hammer, who has been sentenced to four years in prison for extorting citizens of the European Union, based on official documents from the Federal Ministry of the Interior in Germany.</p>

										<content:encoded><![CDATA[<p>DP MP Belind Këlliçi raises concerns about the licensing of an online bank and suspicions of links to Forex platforms.</p>
<p>He has raised concerns about the licensing process of a new online bank in Albania, warning of potential risks to financial security. In a public reaction, he states that the country risks turning into a terrain where suspicious financial activities can be institutionalized.</p>
<p>According to him, Albania has become a terrain where criminal groups test their limits, while one of the most widespread activities remains call centers that extort European citizens through financial fraud.</p>
<p>The MP emphasizes that he has addressed a request for information to the Bank of Albania regarding the licensing process of JET Bank, requesting data on shareholders, the source of initial capital and the verifications carried out by the Supervisory Council.</p>
<p>According to the central bank&#8217;s response, a preliminary approval has been given for the licensing of the institution, while the financial analysis is based on one of the partners, Idan Avishai.</p>
<p>The MP criticizes the institution&#8217;s response, emphasizing that it has not been clarified whether the shareholders had any connections to Forex platforms. He adds that public information indicates that executives of companies linked to the bank&#8217;s shareholders had connections to the Fortrade Cyprus platform, which was previously reported for unlicensed activity in Albania by the Financial Supervisory Authority.</p>
<p>“Directors of Jet Holding and Constador LTD (71.52% shareholder of Jet Bank) are linked to Fortrade Cyprus (which initially operated under the name FX Lider), a platform reported in 2018 by the Financial Supervisory Authority (AMF) for unlicensed activity in Albania.</p>
<p>However, in public information, it can easily be verified that Jet Bank has no previous experience, as it has not operated in any country in the world. There is no history of its operation, successful or not, outside of Albania where it has just received its license.</p>
<p>This fact is even more important if we consider that it is not a traditional bank, but the first online bank in Albania.</p>
<p>This information, easily accessible, is enough to raise the alarm.</p>
<p>What was denounced as an illegal activity yesterday, today risks turning into a licensed activity. Paradoxically, an online bank licensed by the Bank of Albania has shareholders linked to structures that have previously been denounced for illegal financial activity by another Albanian state institution.</p>
<p>It is up to law enforcement institutions to verify the legality of these shareholders, but today it is up to me to raise major concerns regarding the financial security and protection of Albanian citizens.</p>
<p>As if these doubts were not enough, the sole shareholder of JET Bank, Jet Holdings B.V., has registered the company Jet Tech in Durana Tech Park in November 2025, where we all know that one of the facilities is 0 taxes! ”, writes Këlliçi.</p>
<p>According to him, the fact that it is an online bank with no previous operating history makes the situation even more sensitive, while warning that the banking system should not risk turning into a “licensed call center”. The MP has warned that he will again address the Bank of Albania with a new request for more detailed information and that the matter will also be forwarded to law enforcement institutions.</p>

<p><span dir="auto">After licensing, Jet Bank will enter a preliminary testing phase, during which the application will be accessible to a select group of users.</span></p>
<p><span dir="auto">This development confirms the support this initiative has from the Government and the Bank of Albania, but questions about transparency around ownership, security requirements, and financial stability continue to remain insufficiently clarified for the public.</span></p>
<p><span dir="auto">According to official announcements, JET Bank was established in September 2025 with a relatively small initial capital (around 3.5 million lek) with founder Idan Avishai, a dual citizen, Israeli and British, Albeu.com reports.</span></p>
<p><span dir="auto">The company is controlled by the Dutch-registered holding company, Jet Holdings, while indirect shareholders are a group of commercial companies registered in Cyprus and Israel.</span></p>
<p><span dir="auto">The main shareholder in Jet Holdings is the Cypriot company Constador LTD. According to information from the business register in Cyprus, the sole shareholder of the company is Idan Avishai, the same person who fully controlled Jet Albania, which preceded JET Bank, in order to establish the relevant structures to prepare the company&#8217;s activity.</span></p>
<p><span dir="auto">However, the bank has so far been reluctant to provide full transparency regarding its shareholding structure. Officially, the bank is presented as part of Jet Holdings, a British consortium based in Amsterdam.</span></p>
<p><span dir="auto">In fact, Jet Holdings is a company founded in September 2025 and registered in the Netherlands, with paid-up capital of 50 thousand euros.</span></p>
<p><span dir="auto">According to the official documentation filed, Jet Holdings has six joint stock companies, namely: Constador LTD, a company registered in Cyprus, with approximately 71.5% of the shares; Don Albania Holdings LTD, a company registered in Israel, with 3.7% of the shares; Ori Eyal LTD, a company registered in Israel, with 2.6% of the shares; Yebogogo LTD, a company registered in Israel, with 4.9% of the shares; Nathan Lawrence LTD, a company registered in Israel, with 4.9% of the shares; Israel Albania Holding LTD, a company registered in Israel, with 12.4% of the shares.</span></p>
<p><span dir="auto">In the UK business register, citizen Idan Avishai, born in January 1980, also appears as a shareholder and director of SON MANAGEMENT LTD, a company registered in the year with the main activity of management and consultancy in activities outside of financial management, but indirect data indicates that he is the person behind the online trading platform, Fortrade.</span></p>
<p><span dir="auto">The Fortrade platform (which initially operated under the name FX Lider) was publicly reported in 2018 by the Albanian Financial Supervisory Authority (AMF) for conducting unlicensed financial activity in the Republic of Albania. Market sources indicate that the counterpart authority in Croatia, HANFA, has also done so.</span></p>
<p><span dir="auto">Meanwhile, at the initial establishment of the company in Albania, Oliver Hemmer&#8217;s name was also present.</span></p>
<p><span dir="auto">Oliver Hemmer’s name is linked to several fraud schemes. In a 2019 report obtained by Albeu.com, federal officials are investigating an unregistered company based in Berlin, Germany, called Gal Blocklntl Ltd (the </span><strong><span dir="auto">“4XFX”</span></strong><span dir="auto"> platform ), which was operating without proper authorization. According to the report, the company’s managing director, Oliver Hemmer, was running a fraud scheme called </span><strong><span dir="auto">“4XFX”</span></strong><span dir="auto"> and that he was also being investigated as the main beneficiary. Reports have been filed against the company in the United Kingdom, Spain and Estonia, and Australia in connection with this matter. <p>According to the latest results of the 2024 Microcensus, around 77% of the population in Germany speaks only German at home, while 17% use German together with another language. Meanwhile, 6% of residents communicate at home only in non-German languages.</p>
<p>These figures confirm a clear trend: Germany is increasingly becoming a multilingual society.</p>
<p><strong>Turkish, Russian and Arabic dominate</strong></p>
<p>Of the approximately 15 million people who use a language other than German (or alongside it) at home, the most widespread languages ​​are:</p>
<p>Turkish – around 2.6% of the total population<br />
Russian – around 2.3%<br />
Arabic – around 1.7%<br />
English – around 1.3%<br />
Polish – around 1.2%<br />
Italian – around 0.6%</p>
<p>These percentages reflect the historical and recent waves of migration to Germany, from Turkey, the countries of the former USSR, the Middle East and Eastern Europe.</p>
<p><strong>Albanian among the most widely used languages</strong></p>
<p>As Albeu.com learns, according to data processed from the 2024 microcensus, around 0.7% of the population in Germany uses Albanian at home. This translates to approximately 600 thousand people who communicate in Albanian in everyday life.</p>

										<content:encoded><![CDATA[<p>While the public debate about the “Smart City” project remains heated, the company that will benefit from 140 million dollars from the pockets of Albanian citizens has already been created. Presight AI Ltd, the Arab company that secured the controversial contract, officially established its branch in Albania, just three weeks ago, reports Albeu.com.</p>
<p>Presight AI Ltd Albania Branch has been registered at the National Business Center with a clear and single object: the implementation of the “Smart City” project in the Republic of Albania. The official extract of the company states that the activity includes the supply of computer equipment and software, installation, implementation, as well as support and maintenance services — in short, everything that the hefty contract of 140 million dollars foresees.</p>
<p><strong>A 140 million dollar project, a zero tender</strong></p>
<p>As Albeu.com learns, the “Smart City” project foresees the installation of about 5 thousand monitoring cameras in the main cities of the country, as well as the supply of the State Police with about 3 thousand body cameras. All this, according to the government, to increase security and intelligent traffic management.</p>
<p>But behind the technological facade lies a financial scheme that burdens Albania with a heavy debt. In March of last year, the government approved in Parliament a loan of 118 million dollars from the Abu Dhabi Fund, with a repayment period of 15 years and an interest rate of 4 percent. The irony is that the money does not stay in Albania for a single day: it is returned to Abu Dhabi to pay Presight, without any competitive procedure.</p>
<p>The contract for the implementation of the project was entrusted to the Ministry of Interior, which set up a special negotiating group. But the reluctance to sign a contract without a tender and with a staggering cost brought tensions to the highest levels of government.</p>
<p>In November, Prime Minister Edi Rama was seen publicly irritated on the streets of Rome, shouting on the phone at Deputy Minister Julian Hodaj about the delays in closing the contract. A few days later, Hodaj was dismissed. In his place was appointed Xhemal Qefalia, who, unlike his predecessor, did not hesitate: on December 19, the signature on the contract was thrown.</p>
<p><strong>What is bought with 140 million dollars?</strong></p>
<p>According to official documents, the project includes the installation of artificial intelligence platforms for urban management and traffic, the construction of a control center, as well as equipping the police with monitoring technology.</p>
<p><em>In detail, the contract provides for:</em></p>
<p>2,239 ANPR cameras for automatic license plate recognition,</p>
<p>2,602 PTZ cameras for traffic monitoring,</p>
<p>3,816 body cameras for State Police employees,</p>
<p>100 intelligent radars and 100 noise sensors for monitoring speed and road safety.</p>
<p>The company will also provide maintenance services for four years.</p>
<p><strong>Cost inflation and lack of transparency</strong></p>
<p>The cost of the project raises serious questions. $31 million will be paid for software licenses alone. Hardware and infrastructure cost $62.4 million. $8 million goes for professional services and $17.1 million for maintenance — all without VAT.</p>
<p>In total, the bill amounts to $140 million.</p>
<p>Market experts note that ANPR and PTZ cameras are easily found on the market at prices ranging from $500 to $1,500 apiece. In this light, the figure of over $62 million for about 8,000 cameras seems blatantly inflated.</p>
<p>But when there is no competition, cost inflation is not a surprise. The scheme is familiar: the decision comes from above, firms are rejected, and citizens pay the bill.</p>

										<content:encoded><![CDATA[<p>The Supervisory Council of the Bank of Albania has given preliminary approval for the licensing of “JET Bank”, a financial institution that aims to operate fully digitally and without physical branches — a step that marks the end of years without major innovations in the country’s banking system and a trend towards digital financial services.</p>
<p>According to official announcements, JET Bank was established in September 2025 with a relatively small initial capital (around 36,000 euro, or 3.5 million lek) with owner and founder Idan Avishai, a dual citizen, Israeli and British, reports Albeu.com.</p>
<p>According to the law, Jet Bank, which has received preliminary approval for a license, must meet all the conditions provided for in the law “On banks in the Republic of Albania” and the by-laws implementing it, within 12 months, in order to be provided with a license to start banking activities in our country.</p>
<p>The bank&#8217;s administrator will be Fatbardha Rino, a well-known figure in the financial sector in Albania, having previously held management positions in second-tier banks as well as the position of executive director of Iute Pay, a financial institution often accused of manipulation and fraud with microcredits.</p>
<p>Other members of the bank&#8217;s board are Oliver Hemmer and Rami Solomon, also of Israeli origin.</p>
<p>Idan Avishai has so far kept a low profile and public information about him is scarce, while according to his Linkedin profile, his experience is mainly related to the activity of online trading platforms or as they are known in financial jargon &#8220;forex platforms&#8221;, reports <a href="https://albeu.com/lajme/jet-bank-banka-e-pare-dixhitale-ne-shqiperi-ngjall-shqetesime-per-transparencen-dhe-stabilitetin-financiar/846611/" target="_blank">Albeu.com</a>.</p>
<p>Meanwhile, the other two Israeli names, board members, are almost anonymous with very little information on the internet, and raise questions about the bank&#8217;s goals and background, leaving room for uncertainty among the public and potential investors.</p>
<p>The only relevant information about Oliver Hemmer is a 2019 report that states that federal officials are investigating an unregistered company based in Berlin, Germany, called Gal Blocklntl Ltd (the &#8220;4XFX&#8221; platform), which was operating without proper authorization. According to the report, the company&#8217;s managing director, Oliver Hemmer, was running a fraud scheme called &#8220;4XFX&#8221; and that he was also being investigated as the main beneficiary. Reports have been filed about the company in the United Kingdom, Spain and Estonia, and Australia in this regard. <p>Regarding the &#8220;4XFX&#8221; platform fraud scheme, important institutions have published notices denouncing the scheme. <p><strong>4XFX</strong> was a fraudulent and unregulated cryptocurrency and forex trading platform that targeted investors in multiple countries (UK, Canada, Australia) around 2019, claiming to offer bitcoin, gold and oil trading, but instead defrauding users, with regulators such as the FCA and MSC issuing warnings, and the platform&#8217;s website later being shut down. It is a classic example of an unlicensed scheme where users lose money, often leading to subsequent &#8220;recovery room&#8221; scams.</p>

<p>&#8220;Anonymous&#8221; foreign names opening companies in strategic sectors is a scheme known in the world, and often encountered in Albania, where foreigners are used to camouflage the real owners or investors of a business.</p>
<p>Meanwhile, economic experts call this project a “time mine for Albanians’ money,” highlighting the potential risks to the financial stability of the system if the new bank does not have a strong infrastructure, sufficient monitoring, or full transparency in operations.</p>
